AMENDMENT 0015

PRE-AWARD INQUIREIS

1. Question: The answer to Question 1 in Amendment 10 was, "The Navy will not sponsor a contractor's visitor visa." Perhaps this question was not asked correctly. Under other Navy contracts in Bahrain, the Navy (NAVCENT) has an agreement with the country of Bahrain to sponsor 5-year multiple entry visas for all US Expats. This arrangement avoids substantial costs which could exceed $250,000 over the life of the contract. Will the Navy sponsor US Expats with a 5-year multi-entry visa as is currently done under other NAVCENT contracts to avoid these costs?

Response: No. NAVCENT will no longer sponsor contractors with a 5-year multiple entry visa.

2. Question: Amendment 008 - Question #41 response. The response to this question is to refer to Question 19 on Amendment 6, which is in regards to contractor office space being available to the contractor during the phase-in period; however Question 41 of Amendment 008 appears to be requesting clarification as to if the USG will provide office space after the phase-in period and during the period of performance of this contract. Will the contractor be provided office space under this contract after they assume FOC?

- If the contractor is required to provide their own office space, which in accordance with the response to Question 41 of Amendment 008 will not be provided or authorized on ISA AB, is it the intent for Key Personnel on this contract to still be required to be on site during the Governments regular working hours as specified in Annex 0200000 - Management and Administration Spec Item 2.8.1.1-3?

Response: The contractor will be provided space for one (1) RLB during the phase-in period. The contractor is responsbile for providing the RLB. Concluding the phase-in period the contractor will be required to remove the one (1) RLB and relocate the RLB to the designated contractor area.

REVISED RESPONSES

1. Question: Will the incoming Contractor be provided office space on base for use during the phase-in period?

REVISED RESPONSE TO QUESTION #19 IN AMENDMENT 006: The contractor will be provided space for one (1) RLB during the phase-in period. The contractor is responsbile for providing the RLB.

Concluding the phase-in period the contractor will be required to remove the one (1) RLB and relocate the RLB to the designated contractor area.

2. Question: Reference Question #19 under the paragraph "Pre-Award Inquires / Responses". Since the Contractor will need to provide his / her own office space during the Phase-In Period, will the Government provide a location on-base for these temporary facilities? If so, are there any restrictions on the type and size of the facilities?

REVISED RESPONSE TO QUESTION #21 IN AMENDMENT 008: The contractor will be provided space for one (1) RLB during the phase-in period. The contractor is responsbile for providing the RLB.

Concluding the phase-in period the contractor will be required to remove the one (1) RLB and relocate the RLB to the designated contractor area.

3. Question: Will the US Navy provide office space for the contractor on site or will the contractor have to provide their own?

REVISED RESPONSE TO QUESTION #41 IN AMENDMENT 0008: The contractor will be provided space for one (1) RLB during the phase-in period. The contractor is responsbile for providing the RLB.

Concluding the phase-in period the contractor will be required to remove the one (1) RLB and relocate the RLB to the designated contractor area.

4. Question: Is there available billeting/berthing space available on the grounds of the installation for US EXPATS and Foreign National personnel? If yes, how many billeting/berthing spaces are available?

REVISED RESPONSE TO QUESTION #2 IN AMENDMENT 0011: Limited berthing on ISA is available for US EXPATs only. No foreign nationals can berth on ISA. A total of 39 RLBs (each approximately 12'x40' in size) will be made available for use by the contractor during performance of the contract. These RLBs represent the ONLY space that will be provided by the Government. These RLBs may be used for berthing of US EXPATs, office/administrative space, material storage, or other purpose as determined by the Contractor in the performance of the contract requirements. Any and all maintenance or repair of these facilities will be the responsibility of the contractor. Upon completion of the contract, except for normal wear and tear, the RLBs will be returned to the Government in the same or better condition as when made available to the contractor. It is anticipated that the RLBs will be made available to the incoming contractor 5 days after contract start date.

5. Question: Does the billeting/berthing space already exist, or will the awardee be expected to build any structures? If no, and the awardee is expected to build a man-camp, has space been allocated for the awardee to build on? Is that space within the boundaries of the installation? When will the US Government provide the specifications of that space to bidders?

REVISED RESPONSE TO QUESTION #3 IN AMENDMENT 0011: 39 RLBS will be made available to the incoming contractor for berthing and office space. The RLBs are 12 X 40 FT. It is anticipated that the RLBs will be made available to the incoming contractor 5 days after contract start date.

6. Question: How many rooms are available for the contractor to house United States National personnel on site? For planning purposes, how many rooms are available for US national personnel on site?

REVISED RESPONSE TO QUESTION #7 IN AMENDMENT 0011: Berthing is available for US EXPATS only. There are a total of 39 RLBs available for the incoming contractor to use for berthing and office space. It is anticipated that the RLBs will be made available to the incoming contractor 5 days after contract start date.
