LAYOUT replaced the 100ft by 130ft heavy duty concrete laydown area east of the building (East per the RFP Attachment A
Bubble Diagram and confirmed via PPI responses 459 and 505) with new laydown criteria of "min. requirement 3239 SY". This represents an increase of approximately 225% over the 13,000SF laydown area previously indicated. In order to accommodate this increase the new building will need to shift west approximately 130', which will place almost half of the structure within both blast arcs indicated in Part Six Attachment H -
Environmental Supporting Documentation and contrary to Part 3 Chapter 2 2.3.1.6 which states "the design of the inhabited building should avoid this area".
Please confirm that the Offeror may adjust relationships shown in the Part Six -
Attachment A, Bubble Diagram and the RFP conceptual site plans as necessary to accommodate the increased laydown area while ensuring the building remains outside of the blast arcs shown in Part Six Attachment H.
See Amendment 0008, Minimum requirement for laydown area has been adjusted to 1670 SY.

N/A RF Shielding section says "Foil-backed gypsum board will not be allowed system for
RF Shielding." Part 3 Chapter 1 specifies that floors, walls, and roof/ceilings be constructed to meet ICD/ICS 705 requirements. In some cases according to the Room Data Sheets, ICD/ICS 705 wall type A is specified. Typical wall construction per ICD 705 specifies RF shielding between two layers of gypsum wall board. Please confirm that this is acceptable, and not the same system as foil-backed gypsum board.
As indicated in the referenced standards.

N/A 2.3.2.7 Radio Frequency Shielding
Mitigations requires the Secured Annex Area to be approved and Accredited, built to meet
ICD/ICS 705. Please confirm that the SAA will only be testing according to adherance to typical wall type A in ICD 705. There are multiple points of failure in this RF system design and it will not meet a specific performance threshold.
Due to the critical nature of the functional requirements meeting or exceeding the minimum RF/ EM barrier requirements of this project, the DOR must hire a Radio Frequency
Barrier Design Specialist to inform, guide and QA/QC the design and construction of this facility. The
Specialist shall be a part of the A/E design team and be involved in the project from start to finish. Testing requirements and parameters shall be defined by the DOR and the Security
Officer/Customer. The criteria will inform the development and completion of Specification 13 49

N/A Given that there are multiple places in the documents referring to constructing the SAA according to ICD/ICS 705, please clarify the method the government plans to use for accrediting the secured area. If the accreditation process will involve part 2 or part 3 testing that includes requirements for the SAA to perform to a certain decibel and frequency standard, then constructing the
SAA according to typical wall construction details in the ICD 705, with the means and methods outlined in Part 3 Chapter 6 - RF
Shielding, will not meet any performance standard without significant deviation to the secure boundary design.
The DOR must hire a Radio
Frequency Barrier Design Specialist to inform, guide and QA/QC the design and construction of this facility. The
Specialist shall be a part of the A/E design team and be involved in the project from start to finish.

N/A Will the accreditation process for the SAA involve only part 1 testing that includes visual/photographic documentation of adherence to the ICD/ICS 705 construction means and methods, or will it include testing the facility to meet a specific level of RF protection and decibel/frequency performance?
The DOR must hire a Radio
Frequency Barrier Design Specialist to inform, guide and QA/QC the design and construction of this facility. The
Specialist shall be a part of the A/E design team and be involved in the project from start to finish. Specific testing and requirements shall be defined by the security officer and

(RMF) for Facility-Related Control Systems
(FRCS) is to be incorporated into this design unless otherwise indicated in writing from the
Government.
This will have a significant impact on the cost.
The industry typically sets at least $250,000 per FRCS to cover RMF, but this number has not been validated by the industry. RFI #432 confirmed four FRCS are applicable to the project.
UFGS 25 08 11 designer notes states to only use this specification on control systems which are obtaining a new Authority to
Operate (ATO). The Little Creek base has existing FRCS (building control systems, fire and life safety systems, etc.) that are currently operating and thus existing ATOs have to be present. The P909 building FRCS would operate under the existing ATOs.
Question: Please confirm RMF is required and bidders should set $250,000 for each of the four FRCS ($1M), or please confirm RMF is not required.

Response s 459, N/A Amend 0008 Continuation Sheet Item #2 states “Provide a heavy duty concrete laydown area on the east side of the building (min.
requirement 1,670 SY)." Amend 0008 attachment CS101 Site Plan supports this by depicting approximately 1,670 square yards of laydown area. However, Amend 0008 PPI
Responses 459 & 505 contradict this direction by stating "Dimensions for the laydown area has been updated as well to match BFR laydown requirement of 3,239 SY for the laydown area. (See amendment 0005) The laydown area can be separated into smaller laydown areas to accommodate the site."
Please confirm if the laydown area(s) must provide a total of 1,670 square yards or a total of 3,239 square yards, (separated as required to fit on site).
Laydown area must provide a min.
1670 SY.

PPI
Response
N/A PPI 625 response regarding the West site drive lane connection to Gator Blvd. states
"the intersection needs to accommodate the
WB-67 turning radius and width is dependent upon this criteria". Prior PPI response 107 stated that only "mill and overlay of existing paving" is required. However, Amend 0008 concept site plan shows the west drive loop scope stopping approx. 50’ short of the Gator
Blvd intersection.
Please confirm: 1) The existing intersection can currently accommodate the WB-67 turning radius without modification to the existing curbs and sidewalks; 2) If new paving at the West site drive must extend to the Gator
Blvd intersection and not stop short as shown on the concept site plan CS101.
1.) Curbs and sidewalks will not need modification. 2.) The new paving does not need to extend to the Gator
Blvd. intersection.

Responses to PPIs 559 and 561 indicate that
"N6, N2, Command, N3, TU 1-4, G206 and divers room must have RF shielding."
1. N6 exists on both floors outside of secured area. First floor N6 has direct exit to the outside. Second floor N6 doesn’t have common/shared walls with secured area and it is not compromising continuity of secured area RF shielding. In addition, 2nd floor N6 room C201 has requirement for windows which are provided for both natural light and view. Please confirm if RF shielding at N6 is indeed required.
2. G206 is 2nd floor unsecured area general corridor with only limited corridor length adjacent to secured space at one side. Our design doesn't compromise continuity of secured area RF shielding. Please confirm that unsecured side of G206 is not intended to be
RF shielded, and that G206 is only intended to be RF shielded (RF walls, RF doors, waveguides and filters) where adjacent to secured perimeter.
See Attachment V_ Secured Area
Second floor. Layout is preliminary and subject to change.
1)Only N6 on second floor to be secured.
2)No windows in secured areas. If windows are absolutely necessary, they must be non opening, security alarmed for broken glass and treated with RF protection.
3)See attachment V Secured Area
Second Floor for which rooms are inside the secured area.
3. Divers room - It is unclear which room # is referenced in this PPI response. Please clarify.

PPIs 517 & 574 states that raised access flooring is required for tiered seating. Please clarify how many tiers are anticipated or how high they should be.
The intention for the elevated seating is to provide clear access to the media wall by the users. The number of tiers could vary due to the room configuration, and overall dimensions.
ABA requirements will also need to be met. The first row of desks can be on the portion of the floor that is not elevated.

The Government response to Amendment
0008 bidder inquiry #446 states "Forced Entry
LOP is defined in the SEPA dated May 2023
(CUI.) Provide level of protection to provide at least 30 minutes of delay as defined in UFC
4-026-01." Multiple prior PPI responses stated that the referenced Security
Engineering Planning Assessment (SEPA) will not be provided until after project award.
UFC 4-026-01 defines specific level of protection ratings, and each LOP rating brings widely variable construction requirements with significant design and construction cost risk to the Government in the form of extensively upgraded building structural systems not typically provided in similar domestically located facilities within a secured perimeter. The PPI response requesting provision of a 30 minute delay suggests certain measures, but lacks additional necessary criteria needed to determine the design requirements of the building envelope
(building perimeter defense layer). Please provide the UFC Chapter 5 minimum minute-delay and threat severity level to be used in determining options for the building envelope
(building perimeter defense layer).
The recommendations for building envelope for specific areas identified in SEPA requiring elevated Forced
Entry protection are as specified:
12-inch, reinforced concrete with
5/16-inch, expanded metal mesh at 2-
1/2-inch on center and ¼-inch backing plate, Windows are not available to meet this requirement. Eliminate or limit openings to 96 square inches, Swing door (6-inches thick) with ½-inch plate inside and out, lightweight concrete fill, and an internal locking system, 10-inch, reinforced concrete with 2 layers of #5 bars at 6-inches on center each way on steel decking and with a built-up roofing system.
The recommendations are to aid bidding purposes but the final design strategy shall employ Design in Depth strategy that shall be worked out during design workshop and presented to the Customer and security for approval.
