Part 3 and Part 4 of the RFP are in conflict if security fencing is required or not and where it is required as the site drawing does not indicate any fencing. Please clarify if security fencing and gates are required around this site to limit access to parking lot, building, and laydown yard.
Perimeter fencing is required. Base bid for fencing is 7 foot high fence with 1 foot 3 strand out rigger barb wire, chainlink, polyvinyl coated, 9 gauge steel fabric ties.
Refer to UFC 4-022-03 drawing UFC 701 for more detail and UFGS section 32 31

anti crash barriers refer to this UFC and
UFGS as well along with approved DOD anti-ram vehicle crash barriers see attachment in Amendment 8. Security fencing and gates are required around the perimeter of the building and laydown areas.

ICS & Cybersecurity OSP POC
Confirmation
Response to RFI #72 and #103 clarified the Industrial Control System (ICS) and Cybersecurity are separate systems from the telecom system described in G403001, to review Attachment U for the
Telecommunications Point of
Connection, and Building 3165 address. Bldg 3165 is approximately
5,000ft away from the new P909 building.
Questions:
1. Please clarify the point of connection for these two systems.
Are we splicing to existing fiber in existing Handhole 53? Or does the fiber need to be routed all the way back to Building 3165?
2. If Building 3165 is the point of connection, please confirm if existing underground telecom infrastructure will be used to
Building 3165. Or will new infrastructure need to be provided back to Building 3165?
1.Provide new duct bank and fiber to
Handhole 53 and connect to existing 144f infrastructure to establish connectivity with building 3165.
2.Yes utilize existing telecom infrastructure from handhole 53 to building
3165.
602 1399 Part 6 TS101 Telecom OSP Duct bank
Amendment 0006 provided
Attachment U Telecommunication
Point of Connection which directs bidders that existing Handhole 53 will be the point of connection for
P909.
RFI #241 clarified the new duct bank routing on Part 6 TS101
Telecom Site Plan is "new to the connection point." The routing shown on TS101 does not appear to be valid with the updated information that the point of connection will be existing
Handhole 53.
Question:
1. Please confirm the routing shown in the original RFP TS101 is no longer required.
2. Please confirm the proposed new duct bank routing from P909 to existing Handhole 53.
1. The original routing is no longer required.
2.Provide new duct bank from Q909 along
Intercove Rd, Cove Rd and Helicopter Rd.
Coordinate with base UEM and verify existing utilities.
603 RFI 242 Telecom Outside Plant
RFI #242 asks for clarity on the telecom point of connection.
Response to RFI #242 states to refer to Attachment U
Telecommunication Point of
Connection and states "it is the contractor's responsibility to terminate within the building."
Attachment U only appears to show existing Handhole 53 as the point of connection, not a building.
Question: please clarify if the telecom point of connection will be spliced to existing fiber in Handhole
53, or if the telecom fibers will need to be routed back to a building for the point of connection.
Provide new duct bank and fiber to
Handhole 53 and connect to existing 144f infrastructure to establish connectivity with building 3165.
604 RFI 243 Exterior PDS to Building 3854
Per the response to PPI #243, the
Protective Distribution System
(PDS) will be buried and tied into
Building 3854. It is understood that a buried PDS falls under the classification of a Category 2 PDS per CNSSI No. 7003, and that a
Category 2 PDS is required for
Controlled Access Areas with Top
Secret and Sensitive
Compartmented Information in medium threat environments. It is also understood that for medium threat environments, the PDS carrier must be an EMT, rigid pipe, PVC, or similar type conduit, buried a minimum of one (1) meter below the surface, and encased within the center of mass of approximately 8” of concrete.
1. Please confirm that our understanding of a Category 2 PDS being required is correct and that the area in which the PDS will be buried between CAAs in the new facility and Building 3854 will be considered a medium threat environment.
2. Please confirm that our understanding of the buried PDS infrastructure is correct and what size conduit for the PDS will be

Response to RFI #319 appears to indicate a room data sheet for X203
Comm Room was provided in
Amendment 0006 but it does not appear to be provided with the updated room data sheets.
Question: Please confirm if the room is required or provide the missing X203 Comm Room data sheet.
Room X203 is not required.
606 RFI 317 SOCRATES Network Confirmation
RFI #317 asked if the SOCRATES network drops will be routed to the
SIPR rack. Response to RFI #317 stated "This extends to all areas 838 the project" and does not appear to answer the question.
Question: Please confirm the
SOCRATES network drops will be routed to the SIPR rack.
Correct, the Socrates network drops will be routed to the SIPR racks
607 RFI 244,
SIPR Fiber vs Copper Confirmation
Response to RFI #312 states the
SIPR outlet requirements is Cat 6
UTP. Response to RFI #244 states the use of horizontal fiber is permitted for SIPR.
1. If horizontal fiber is used for
SIPR outlets, is Fiber To The
Desktop permitted and if so, what is the SIPR fiber outlet requirement?
2. If this is not permitted, is fiber to be brought near the outlet and a media converter used to convert to
CAT6?
Fiber to be brought near Desktop and converted to CAT6 for ease of use and hardware compatibility.
608 RFI 248 CCTV Camera Locations
RFI #248 asked if there are any additional camera locations besides the exterior of the building (all corners of the building and all entrances and exits) and the two (2) interior locations. The response to
RFI #248 does not appear to answer the question. Please confirm the required locations for CCTV system cameras.
Coordinate with SSM, in addition to the exterior cameras, provide a minimum of one camera for all entry and exits of the building.
609 N/A Part 3 -
Chapter
ESR D30 Response to PPI #293 indicated a
DOAS is required per UFC 3-410-
01. However per UFC 3-410-01 a
DOAS is only required when sum of all ventilation air into facility is greater than 750 cfm and design includes direct-expansion equipment delivering outside air, which is not a condition of the RFP design which requires chilled water coils at air handlers per ESR Section
D304008. Please confirm a DOAS is not required.
A DOAS is not required. Provide total enthalpy energy recovery device in each air handling unit per RFP ESR D309090.
610 N/A N/A N/A Will the Government please consider extending the proposal due date to Friday, December 20, 2024?
There are still outstanding RFI responses carrying potentially significant design impacts and next week is a short week due to the
