About this file

This amendment modifies a solicitation for Hurricane Florence Recovery Training and Storage Facilities at Marine Corps Base Camp Lejeune in North Carolina. The modification consists of Package 3, which includes three projects: replacement of the II MEF Simulation/Training Center, replacement of the Logistics Operations School, and replacement of the Logistics Command Communications-Electronics Systems Program Warehouse.

The amendment provides updated specifications for roofing, daylighting requirements, HVAC systems including chilled water systems, and price proposal forms. For the Simulation/Training Center and Log Ops School projects, skylights and solar tubes are prohibited and daylighting must be achieved through vertical fenestration elements. Chilled water system specifications are standardized across all three projects. The due date for price and non-price proposals is extended to July 24, 2020 for offerors included in the competitive range.

This amendment hereby incorporates the following:

• Issue a revised Proposed Project Durations, Attachment H, for Factor 5 Management Approach.

• Revise the Specification for the M107 base bid (which is a complete replacement of the roof with modified bitumen). All other bid options for the standing seam metal roofing and modified bitumen repair will be removed from the specification.

• Revise the Price Proposal Form to correct the base bid CLIN and remove the roof option CLIN for M107

• Revise the Specifications for the Daylighting Requirements

• Revise Specification sections D303001 Chilled Water Systems and D304006 Chilled Water Distribution

Systems.

2.4.1. Building Design - Architecture

Add:

Daylighting requirements prescribed in applicable codes and standards must be provided by only vertical fenestration elements that include vertical fenestration (windows) placed in exterior walls, a glazed exterior wall (curtain wall or storefront), vertical fenestration placed in building clerestories, or vertical fenestration elements placed in the steep sloped roofing that include dormers or monitors (raised roof area with clerestory windows above the sloped roof) that are compatible with BEAP prescribed elements and approved by MCBCL during the design process. All fenestration must incorporate shading devices/overhangs or other means to prevent direct sunlight entering occupied spaces and work surfaces per guidelines in applicable UFCs. Skylights and solar tubes are prohibited for this project.

2.5. Workflow Process

Delete this paragraph in its entirety and replace with the following:

The new simulation training center consolidates multiple training missions, supporting a global DoD mission and providing instruction to over 100,000 DoD students annually. A variety of simulation-aided training functions will be incorporated. Therefore, multiple reconfigurable simulation rooms will be provided for maximum flexibility, as well as an auditorium for 100 persons. A single ISMT-E will be provided due to its specific requirements. In addition, administrative, briefing, server, and support spaces will also be housed in this facility.

The facility’s main entrance will be the student entrance to the south. A secondary main entrance on the west will be for administrative personnel.

There will be two separate sets of restrooms and breakrooms in the non-classified areas of the facility, one set dedicated to administrative personnel and the other dedicated to students, whether they are participating in classified or non-classified training. Students will also have access to two outside areas, pervious and impervious, for outdoor simulations. These will be accessible to the student restrooms that will include shower facilities.

Provide constant primary/variable secondary pumping systems on single chiller systems greater than 60 tons and on multiple chiller systems. Primary pumping may be used only on single chiller systems less than 60 tons. Keep flow through the chiller constant; do not use variable primary flow. A buffer tank must be provided on all systems to provide thermal inertia. Provide multiple chillers for loads greater than 160 tons with each chiller sized for 50% of the total facility cooling load.

Provide rotary screw or scroll air cooled chillers. Scroll compressors are preferred for chillers smaller than 100 tons.

Screw compressors are preferred for chillers larger than 100 tons.

For unique facilities that exhibit widely variable occupant loading, multiple dissimilar sized chillers must be provided as appropriate for the low occupancy condition and fully occupied condition and must be piped to a common header. For air-cooled scroll compressors, if low load levels are required the chiller is to include hot gas bypass to allow unit operation to 10% of full load to prevent compressors from staging on and off.

The chillers must be located in an exterior equipment yard area and properly spaced from each other and other equipment away from building perimeter. The air-cooled chiller(s) must be located outside on a 6-inch thick reinforced concrete housekeeping pad. Provide heat tape to ensure freeze protection as low as 10°F on chilled water piping and any other associated appurtenances. Refer to the MCB Camp Lejeune mechanical policy for the requirements for phase and voltage protection requirements for chillers.

Provide emergency chiller connections consisting of isolation valves and blind flanges. Provide blind flanges with butterfly isolation valves at the chiller location for emergency portable chiller connection. Coordinate site plan design to accommodate access needed for an 18- wheeler flat bed to park near the flange location.

Low ambient capability must be provided to allow chillers to operate in temperatures as low as 15°F.

All coils must have the approved coatings that pass a salt-spray test conducted per ASTM B117 for duration of at least 6,000 hours and provide a minimum of loss of heat transfer due to the thickness of the coating.

Coil coating must be a flexible epoxy polymer e-coating uniformly covering the coil. Coating must meet 5B rating for Cross Hatch Adhesion according to ASTM D3359-97. Coils must include a top coat to prevent UV degradation of the e-coating film. Top coating must have a dry film thickness from 120 to 170µm. Field coated coils will not be accepted.

All coils must be constructed of compatible metals such that galvanic corrosion does not occur.

Chillers must utilize thermal dispersion type flow switches. Paddle type flow switches will not be accepted.

Chillers must include phase loss with under/over voltage protection with LED indication of the fault type.

Chillers must have a centrally located weatherproof control panel to include a DDC microprocessor controller. The control box must be designed in accordance with NEMA 3R SS rating. Controllers and screens must be located within the panel and not exposed to sunlight. Provide chiller controls with BACnet communication protocol.

Chillers must be equipped with louvered coil guards, top and bottom. Condenser fans must have sound attenuating boxes or columns as needed to reduce sound pressure levels to 85 dBA or less with a reference pressure of 20 micropascals in accordance with AHRI 575.

Provide the approved quantity, size, spacing, material, and height of bollards around all yard equipment.

Provide insulation and vapor barriers on all chilled water equipment. Use polyisocyanurate with Aluminum cover.

Provide complete system flushing and start-up for the entire chilled water system including piping.

Provide air vents at all terminal equipment and system high points, drains at terminal equipment and system low points, and provide chemical treatment equipment for chilled water piping system.

For buildings with less than 60 tons of cooling load, provide a constant primary pumping system to serve the HVAC chilled water equipment throughout the facility. For buildings with more than 60 tons of cooling load, provide a constant primary/variable secondary pumping arrangement with a single primary pump per chiller. For buildings with more than 160 tons of cooling load, provide a constant primary/variable secondary pumping arrangement with two primary pumps per chiller. Secondary variable pumps must be dual arm or lead/lag. In all cases, keep flow through the chiller constant.

For buildings less than 160 tons, provide two primary pumps and two secondary pumps, when secondary pumps are required, with each pump sized for 100% flow. For buildings with more than 160 tons, provide three secondary pumps, each sized for 50% of maximum building flow. Two pumps must operate as duty pumps and the third must act as standby. Provide a control sequence to rotate pump duty/standby assignments monthly and equalize running hours.

Provide valves and related chilled water system appurtenances. Provide an expansion tank and air/solids separator in chilled water system. “Triple duty” or “multi-purpose” valves that combine a check valve, throttling valve, and shut-off valve must not be used for the chilled water system. Provide air vents at all terminal equipment and system high points for air control. Provide factory installed flanged strainer package.
