About this file

This is a solicitation amendment for a federal construction contract to provide training and storage facilities at Marine Corps Base Camp Lejeune in North Carolina. The amendment revises the proposal due dates for non-price and price proposals to May 14, 2020 and June 2, 2020 respectively. It also revises evaluation factors, the conceptual design requirements, and the price schedule. Additional site photos, as-built drawings, and project information are provided in attachments to assist offerors. The revised solicitation requires separate technical narratives for five buildings in the logistics school project. It consolidates optional CLINs for roof repairs and deletes CLINs for electronic security systems where not applicable. The Navy Naval Facilities Engineering Command is the contracting agency.

1. DOD Safe Site Information for Electronic Proposal Delivery

Contractors shall send their Electronic Proposal submission to Holly Snow at Holly.Snow@navy.mil through the DOD Safe Site (safe.apps.mil). Further guidance is provided below for submission of hard copy submissions.

The contractor shall send the contract specialist, Holly Snow, the contractor’s email address who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than May 07, 2020 by 1400, unless that date and time are changed via Solicitation Amendment.

The Contract Specialist, Holly Snow, will “Request a Drop-Off” through DoD SAFE utilizing the provided offeror’s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. If you do not receive an email containing drop off instructions 5 days prior to non-price or price proposal due date, please contact the Contract Specialist. Only the identified POC will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the offeror from using DoD SAFE. Note: two email addresses shall be provided per Offeror. If an Offeror requires separate DoD SAFE drop off instructions for the purpose of submitting financial information in accordance with the Price submission instructions, a maximum of two additional email addresses may be provided per Offeror.

To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”.

[Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist.

The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors. The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov).

2. Procurement Integrated Enterprise Environment (PIEE) – Solicitation Module

Using the Solicitation Module available within Procurement Integrated Enterprise Environment (PIEE) at https://wawf.eb.mil/piee-landing/. Instructions for obtaining access to and using the Solicitation Module are provided below:

Offerors and are required to be registered in System for Award Management (SAM) (https://sam.gov/SAM/pages/public/index.jsf) and their SAM account must include certain criteria PRIOR to obtaining access to the PIEE website and using PIEE’s Solicitation module.

The General Steps required to obtain PIEE access include:

Step 1. Register with SAM. (This is a mandatory step.)

Step 2. Establish an Electronic Business (EB) Point of Contact (POC) in SAM. (This is a mandatory step.)

• If your firm already has an active SAM account, validate that an EB POC is identified by accessing https://www.sam.gov/ (External Link) and click on "Search SAM". Where prompted, enter your Dun & Bradstreet Data Universal Numbering System (DUNS Number) or Commercial and Government Entity (CAGE) Code or Company Name and click the "Search" button. If you are presented with a list of DUNS numbers, pick the specific location and click on the Detail link. Scroll to the bottom of the Inquiry Results page. There you can see if anyone is listed as the EB POC. If no one is listed, the company has not identified an EB POC yet. Contact your company SAM POC and ask them to update the company's registration to include the EB POC.

Step 3. Ensure the CAGE Code is added to the PIEE Vendor Group Structure. (This is a mandatory step.)

• Note: Your CAGE Code must be added to the PIEE Vendor Group Structure BEFORE any personnel can self-register for applications in PIEE. To establish a vendor group for a CAGE Code, someone in your company needs to either call the Customer Support Center 1-866-618-5988 or send an email to Defense Information Systems Agency (DISA) Ogden at disa.global.servicedesk.mbx.eb-ticket-requests@mail.mil. If your organization has multiple CAGE Codes, the PIEE Customer Support Center will assist in adding all your CAGE Codes to your Vendor Group Structure in PIEE. Phoned in requests will be activated immediately. Emailed requests will be processed within 48 business hours after receipt.

Step 4. Establish an Organizational Email Address. (This is a Wide Area Workflow (WAWF) step only.)

• Note: If you do not set up an organizational email address, the personal email address of the first person who self-registers from your CAGE/DUNS Code will be used as the organizational email address.

Step 5. Designate a Contractor Administrator (CAM). (This is a mandatory step.)

• Vendors must appoint a CAM to manage their PIEE accounts. It is recommended that the EB POC be the CAM. If you appoint a CAM that is not your EB POC, then they are required to submit their CAM appointment letter, signed by their EB POC, via email to the Ogden Customer Support Center at disa.global.servicedesk.mbx.eb-ticket-requests@mail.mil. A sample CAM appointment letter is available at https://wawf.eb.mil/documentation/CAM-VendorAppointmentLetter.pdf

Step 6. Determine if batch feeds for data input is necessary. (This is WAWF step only.)

Step 7. Set up PCs to Access applications in PIEE.

Step 8. Self-Register CAM. (This is a mandatory step - there must be a CAM to activate vendors.)

• When registering as a CAM, Vendor User Roles will not be allowed, only add Administrative User Roles.

Important: If the CAM's account has not been activated within two (2) business days, notify the PIEE Customer Service.

Step 9. Vendor Roles

• Have all users for the CAGE Code(s) self-register on the PIEE web site for one of the available Vendor

Roles.

• Once the EB POC (CAM) has been activated, all company users will need to self-register. Every user must self-register on the PIEE web site by completing the online registration form. Note: User accounts will not be activated until the CAM activates the accounts.

Step 10. Complete the Web Based Training for the applications you will use in PIEE.

To utilize the PIEE Solicitation Module, register for an Account at https://www.eb.mil/; select vendor, create a user ID and password [Note you cannot change your user ID once registered]. Ensure you register for both Proposal Manager and Proposal View roles. Once activated by the CAM, search for the solicitation, using the Search link and solicitation number N40085-19-R-9253. Using the Proposal Manager role, select the Offer tab, then select the applicable CAGE Code for which submitting an offer. Upload the proposal using the Add Attachment link.

(Attachment file names cannot contain spaces and cannot exceed 1.9 GB per attachment. After uploading your proposal, select the Post Offer button to submit your proposal. The system displays a message recording the date and time your offer is posted. Keep that for your records. Additional and more detailed information regarding posting offers is available here: https://wawftraining.eb.mil/wbt/sol/Posting_Offer.pdf. NOTE that the submission of any proposal must be completed no later than the date and time indicated in the solicitation or amendments. The PIEE Solicitation module will record the date and time of package submittal. The date and time of package submittal recorded in PIEE shall govern the timeliness of any proposal submission.

Offerors shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of offerors.

It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov). The Solicitation Module within PIEE (https://wawf.eb.mil/piee-landing/) will be used for proposal submittal purposes ONLY. Unprotected editable electronic file copies of the RFP documents, including Word, Excel, and/or Adobe files will not be provided. Please plan accordingly.

Offerors are not required to submit financial information as detailed in the price submission instructions via PIEE.

However, that information is required to be submitted in accordance with the DOD Safe site instructions detailed above.

The Non-Price Phase II and Price HARD COPY proposals shall be delivered by MAIL ONLY on the dates and times listed above, respectively, unless those dates are changed via Solicitation Amendment. NOTE: Hard copy proposals shall mirror the electronic versions submitted. In the event of discrepancy between the electronic and hard copies, the electronic copy received by the due date and time will be the governing document.

2.3 Para 2.3 states that providing aluminum

SSMR to replace the existing membrane roof is a priority. The Attachment F CLIN schedule currently requires a full Modified Bitumen roof replacement in the base bid and has CLIN options for Repair existing roof only in lieu of replacement (0021) and another for Steep slope metal over roofing (0022). The current amount of information provided to analyze, design to bring up to code, and price a membrane roof replacement and/or repairs results in a great deal of risk for contractors. Additionally, due to the COVID-19 protocols, there is no planned site visit where contractors, subcontractors, designers, and engineers can view the conditions in person. Please consider deleting optional CLIN's 0021 and 0022 and allow DB Teams to provide their percieved best value solution with base bid pricing.

Simplifying the CLIN schedule should also result in increased subcontractor participation and allow all to focus on pricing one solution as accurately as possible during the bid phase. Alternates to address budgetary issues could be priced by opening discussions if needed.

See revised CLIN schedule., Amendment 0011 that deletes this requirement.

Demolition Drawings

To assist in scheduling and budgeting of projects within the overall package, please advise how the Government will address occupied facilities that are scheduled to be abated/demolished under this contract.

Considering additional hazardous material surveys and demolition plans must be developed, approved, permitted, etc, can Contractors assume unimpeded access to these facilities in reasonable windows prior to the User beginning the move in process to the new facilities? If not, does the Government have temporary storage and/or swing space available or should the Contractor budget to account for this?

Government will provide reasonable access to occupied facilities scheduled for demolition; however, the contractor shall request access notification a minimum of 15 days in advance to the contracting officer/OICC.

61 BEAP For previous Lejeune projects, we understand the BEAP has been relaxed to allow material selections to be suited to the facility function and more cost effective. For example, reducing the height of brick veneer and allowing more metal panel facade. Are similar exceptions allowed, provided they are represented in the proposal as part of the technical response?

Bid per RFP.

Part 3 Chapters 4 & 5

The LOGCOM CSP Warehouse Architectural Block Diagram appears to show two different fire pump rooms, one for Warehouse, and another for JEFS. It is the government’s intent that two separate fire services and two separate fire pumps be provided to wholly separate the fire protection systems of Warehouse from JEFS?

Or may a single water service and fire pump serve the entire building, with JEFS being provided a separate tenant sprinkler floor control assembly?

A single fire pump may be provided for the entire building, but the LOGCOM Warehouse (Tennant 1) and the JEFS (Tennant 2) must each be provided with a separate fire sprinkler system supplied by a shared sprinkler riser manifold in the designated fire pump room. This approach is subject to gov’t review/comment during the design phases.

P1338F FIRE Rooms: "Acoustics STC 45; Special Requirements: Noise from one room adds to the realism of combat training." Is noise supposed to bleed from one FIRE room to the others or is the Special Req. noise supposed to be generated in the room? How is this special req. to be fufilled?

The special requirement for noise was written on the “additional room requirements” by NAVFAC. Jacobs assumes that the noise requirement would involve no STC rating in walls or folding partitions between FIRE classrooms, however, the perimeter walls or partitions around the group of FIRE classrooms would require STC 45.

G401009 states “Refer to the Advanced Electric Meter requirements provided in Part 6 Attachment 7, Water and Electrical Meter Information for additional features and information." This does not appear to be included. Please provide.

Water and Electrical Meter information is included in Part 6 Attachment 6.
