The RFP in Part 3 states to provide cathodic protection on metallic pipe lines; however, in Part 4 Section G30 G301002 1.2.1.a.4 and G302001 1.2.1.b.5 (and typically at MCB Camp Lejeune), the corrosion protection called for is polyethylene encasement per AWWA C105. Typically cement lined, ductile iron pipe with the poly encasement is sufficient protection where utility crossing may require ductile iron pipe. Please confirm cathodic protection is not required provided polyethylene encasement is provided as specified in Part 4.
Cathodic protection is not required if the pipe is polyethylene encased as specified in Part 4.

Block Diagram
Per Block Diagram, AV Storage has been located off the Lobby? Can it be relocated elsewhere in the building?
The location of AV Storage in the block diagram is based on NAVFAC's program and general adjacency requirements for the building.
However, the block diagram is suggestive in nature and room locations may change but must be approved by NAVFAC during design phases.

Is Entry Workstation actually reception/front desk?
What furniture and equipment are required in the space? None has been provided in FF&E schedule.
Space required to be fully enclosed or it can be open front desk?
The Entry Workstation is an enclosed room with personnel access separate from the lobby and off the building's main circulation path. A glass sliding pass-through with shelf will be provided for interaction between personnel and visitors in the lobby. Therefore, the Entry Workstation will also serve as a reception/front desk. The room will be furnished with built-in desk height countertop and cabinetry.

For the P1512F M107 Renovation building, it is only evident that there is Raised Access Flooring (RAF) in the Simulation Training Laboratory 1 & 2 per the 8/1/1989 As-built drawings. Are there any other locations in the existing building where RAF will need to be removed? If so, what is the top of slab elevation below the RAF?
Refer to the as built drawings that are being issued for the entire building in an addendum (only one quadrant was issued with the RTA RFP). The recess in the structural slab for any RAF can be obtained from existing drawings.
There are very limited areas of raised access floor in the building with a recessed slab to accommodate raised access floor being level with finish floors that do not have raised access flooring.

Toilets in the Training Bays are shown straddling the Bay demising walls. Please confirm whether functional layouts of training equipment dictate the symetrical arrangement shown in the RFP Plans versus it being acceptable to slide the Toilet Rooms to one side of the wall or the other.
Functional layouts likely will be affected by moving the toilets fully into a training bay. For bidding purposes the arrangement shown in the Architectural Block Diagram should be followed, however the toilets could be moved during the building design process if it is confirmed the function of the space is not inhibited by moving the toilet.
The RFP requires Instructors Open Offices direct access to the training Bays. These are grouped in 6 on the Jacobs diagram, and the program requires 10 of them. This requires some Teams to pass thru other Teams, infringing on "direct" access to the training bays, forcing it to happen through implied corridors. Please confirm this adjacency is acceptable.
The arrangement of the instructor's open office areas is required to be reviewed during the design process with the user. Each instructors block show in the Architectural Block diagram is shown adjacent to the training bays allowing access from the open office area and their inherent circulation paths (between and surrounding workstations) into the training bays.
One team is not required to be placed in its own suite and separated from another team with walls (that would require corridors between team suites). This allows the instructor space to be entirely open office area with circulation paths incorporated around the workstations to allow direct access to the training bays.
Part 3 - Chapter4 n 4.1
The Architectural Block Diagram shows the instructors spaces (I) that look enclosed. Instructors office are described on the RFP Space Tabulation as open spaces (Part 3 - Chapter 4 - Section 4.1).
Sound transmission requirements are listed only for private offices (Part 3 - Chapter 6 - Section C101001). The Ground Floor Plan, sheet number PAF-A-101 shows dashed lines around instructors spaces. This can be interpreted as the requirement means an enclosed Team room with open cubicle-
First, PAF-A-101 document was not reviewed in relation to this RFI. The design intent for the instructors open office area is that it would be separated by a full height wall around the four or more sides that would separate it acoustically from the adjacent classroom, the training bay and the main corridor or any other space like a head or vending area that is adjacent to it.
Within that instructor space, it is entirely an open office area with no interior walls styled workstations versus the workstations being private offices. Or it can be interpreted as the Instructor spaces are open to the Corridor. Please confirm whether the Instructor spaces require Team privacy from each other and whether each Team is intended to have walls and lockable doors separating the Open Team Offices from open circulation space in the building.
separating teams, thus not requiring team privacy from each other. The instructors space would be separated from the main corridor by full height partition with controlled access door (to be confirmed by users) to allow instructors to access the space.

RFP Part 3 - Chapter 6 - Section B2020 indicates exterior windows should comply with UFC 1-200-
02. Part 3 - Charter 5 requires daylighting to meet UFC requirements. UFC does not quantify the requirement. Since the minimum requirement is not clear in the RFP a consistent bidding approach isn’t possible. Please clarify the base line bid requirements.
UFC 1-200-02, Section 2-5.2 requires compliance with ASHRAE 189.1 Section
8.4.1.2 or Section 8.5.1.2. These two sections of ASHRAE establish the requirement related to providing daylighting apertures in building facades and the exterior envelope. These are to be used to establish daylighting requirements.
Daylighting apertures should be incorporated in wall mounted fenestration and clerestory windows to the greatest extent possible.
Mothers Room is not included in the program, but it is mentioned on the STC rating requirements sections. While not required by code, UFC does list Nursing and Lactation Rooms as a requirement for all military facilities. Please confirm if a Mother's Room should be added to the Floor Plans.
Provide a Mother's Room to be located in the administrative area of the LOG OPS building.
See revised Room Requirement "Att_ RFI 254 - TFF Package 3__5_Room_P1512 LOG OPS_5 Room Req-Mother's Room_R1".

RFP requires a 14'W x 20'H double leaf oversized swinging insulated steel door at each Vehicle Training Bay. Are these custom or is there a known manufacturer? Can a more conventional commercial coiling garage door system be provided as a bid option?
Yes this would be a custom door and there are companies that provide custom sized doors.
This type of door allows weatherstripping and other exterior envelope advantages that traditional overhead doors do not allow.

Part 3 D209
P1512 F LOGS OPS School: Section states to provide compressed air outlets "as directed by owner." How many outlets will this entail?
Exact number is not known at this time other than there will need to be a compressed air drop for each vehicle. There will be additional compressed air drops in the Vehicle Maintenance Labs and other areas of the buildind and the exact number and location will need to be obtained during the design phase.
Part 3 Room Req't
P1512 F LOGS OPS School: D30 requires "on demand vehicle exhaust system for each vehicle."
1) Is this to include hose reels?
2) If so, are the hose reels to be motorized due to the size?
3) What type of connection is required to the vehicles?
Vehicle exhaust requires hose reels. These should be motorized with wall-mounted remote control.
Coordinate with users for the number of reels in each lab, connection to vehicle, and minimum flow rates during the design phases.
