About this file

This document is an amendment to a solicitation for a federal construction contract. It provides responses to questions from offerors regarding Hurricane Florence recovery projects at Marine Corps Base Camp Lejeune in North Carolina. The projects include replacement of the Logistics Operations School, the II Marine Expeditionary Force simulation and training center, and the Logistics Command consolidated storage warehouse. The responses clarify design timelines, contaminated soil remediation requirements, hazardous waste handling procedures, and energy code references. They also note a 60-day timeframe for government vacating of existing facilities prior to demolition. The total budget for all three projects is $232.5 million and priority will be given to the Logistics Operations School.

56 184 Part 6 - 6.2 P1512F Log Ops School Phasing of Log Ops School

Phasing plans provided in the RFP attachment list Key Construction milestones as follows - Contract award by 9/2020, Construction Start by 12/2020, and Construction Complete by 9/23/20. Please confirm these milestones are not applicable to the contract. If they are applicable, please clarify if Construction Start is meant to convey design start and that the Log Ops School should be 1st in terms of priority of delivery in lieu of P1338F as required in the solicitation.

Priority order: Bid per RFP.

The dates are meant to be used as guidelines between contract award, construction design, and construction completion and contract dates will depend on actual award date and proposed schedules as submitted.

58 Amendment #3 SF30 Continuation Part 2 & TFF+Package+3_Cost+Estimate_R1

Can the Government elaborate on how the Design to Budgets were developed and explain the correlation with the estimate provided by Jacobs in Amendment #3? For example, the base price in the estimate for P1512F is $181,325,806 and the design to budget (assuming there was a transposition error between P1338F and P1512F in the table) is $144,000,000. Additionally please clarify that while project budgets may fluctuate, the total package cost may not exceed the total design to amount of $232.5M. If the total package amount is a hard ceiling, does it factor only base bid items or base bid and all options?

Design to Budgets were developed from the DD1391s.

Additionally, the amounts were transposed between P1338F and P1512F. The correct design to budgets are:

P1338F $59.7 M P1512F $144M P1527F $28.8M

The total package cost is $232.5M.

62 Part 1, 01 33 10.05.20 1.5 Submittals To meet the government's goals for priorities and schedule, fast track design packages will be required.

With the volume of Lejeune work being designed and reviewed in

Package 3 and other packages, there is concern that the volume of projects being submitted and reviewed may present a challenge.

For both fast track and standard design packages, would a specific design review strategy be able to be developed in partnership with the gov to streamline the submittal, review comment, backcheck and closure process? The intent is not to omit necessary review, rather to develop a mutually efficient process for both the gov and DB team.

The design schedule shall be in accordance with the RFP and referenced criteria. The schedule shall demonstrate adequate time for development and review of the required submittals and be coordinated with the construction schedule.

Critical Path Design Submittals (Fast Track) requirements are specified in Part 1 Section 01 33 10.05 20 Design Submittal Procedures.

Suggestions could include packaged reviews, in person review and comment closure meetings, etc.

99 01 14 00 The RFP does not provide the period of time the proposers should allow for the Government to vacate the existing buildings and move into the new facility prior to commencement of existing building demolition. The period of time is required to account for the duration

Time period to vacate existing occupied facilities is 60 days, unless otherwise specified in the RFP.

in the project schedule. A previous PPI was submitted regarding the subject for P1512F, this PPI is requesting the same information for P1338F and P1527F.

KEY CONSTRUCTION

MILESTONES are provided at the bottom of the page. Are the dates required to be incorporated into the proposed project schedule?

The dates are meant to be used as guidelines between contract award, construction design, and construction completion and contract dates will depend on actual award date and proposed schedules as submitted.

101 2 Part 6.2 Attachment 5 Part 6.2 – P1512F – General, Attachment 5, does not provide for a period of time the project schedule should allow for the Government to vacate the existing buildings prior commencement of existing building demolition. The period of time is required for the proposers to properly account for the duration their project schedule.

Refer to response #99.

3 01 20 00.05 20 1.3.4 SECTION 01 20 00.05 20 describes the HVAC TABS process. Does the Government require the completion date for each building include the HVAC TABS Season I and Season II analysis and reporting process requirements?

Yes, the Government requires the completion dates for each building to include the HVAC TABS Season I and Season II analysis and reporting process requirement

103 2 & 3 01 31 19.05 20 1.3.5 The reservation of rights by the Government leaves a significant amount of schedule time up to interpretation, discretion, and decision out of the Contractor’s control. In order to eliminate this schedule risk, we request the Government provide clear direction of what should be included for days until the first CDW will occur after award.

Bid per RFP.

Part 3 Chapter 6 G1040 1.1 The RFP states that the project does require contaminated soil or groundwater work. Please define scope of contaminated soil or groundwater at the JRC site.

Per the NEPA Decision Memorandum (see Part 6) for the JRC site, no contaminated soil or groundwater exists;

however there is a groundwater plume under the P1527 (LOGCOM site).

140 1 Part 2 01 33 29.05 20 RFP Part 2 Section 01 33 29.05 20 references ASHRAE 90.1 – 2016, however the UFCs still reference ASHRAE 90.1 -2013 for energy performance. Please clarify which edition of ASHRAE 90.1 shall be referenced for energy performance.
