Query No. Target Document Reference Question Submitted by Prospective Offerors Gov't Response / Clarification

1 RFP We understand the dead line for biding, but we need more time to prepare for it including translation of specification detail. Would it be possible to extend the deadline for 3 month?

Solicitation closing time and date were extended to "2:00 PM" on "16 Jun 2017" by Amendment

No. 0002 issued on 24 May 2017.

2 Other Contract

Requirements (Atch.

3)

F002 Performance Period Is there possibility to extend the days of construction period? 900days seem not enough to complete the project.

The government, after technical review with the Designer of Record (DOR), feel that 900 days is appropriate. The scope of ACM and refrigerant piping is simplified, and water meters are removed per Addendum No. 2. Should the KTR still feel that additional time is required, they may provide a proposal for consideration by the government.

3 General As of May, how many houses are occupied? Currently, 79% of the MFH units affected by this project are occupied.

4 General It is extremely difficult to proceed work when people are living in the house. Can we request to move while construction?

The residents will move into temporary housing during interior work. Their furniture will remain but a robust process will be in place to ensure furniture is moved/shifted to sides of the rooms away from work areas.

5 General Please provide the sizes of existing sash fittings of tower housing. Refer to Response for Query No.75

6 Specification Section 01 11 00, para. 1.40 Specification Section 01 11 00, 1.40 AVAILABILITY OF WORK SITE AND WORKING HOURS says, "Work Days: Monday through Saturday, except U.S. legal holidays", "Working Hours: 0730 to

1630 hours" and "Extension may be coordinated and approved through the COR and approved by the CO". Do you accept works on Sunday, U.S. National/Military Holidays, and/or Overtime

Work at night.

Refer to Specification Section 01 11 00, para. 1.40 which states: "The above working days and hours may be extended by the CO upon the Contractor's request on the stipulation that work requiring inspecting by the Government or work unable to be inspected by the Government on the following day shall not be performed during the extended days and hours. Extension may be coordinated and approved through the COR and approved by the CO." As long as the extension of work days or hours meets the stipulations in this specification, the contractor may request the extension but must receive approval from the CO before proceeding.

7 Specification Section 01 11 00, para. 1.12 Specification Section 01 11 00, 1.12 INTERPRETER requires an English speaking representative at all job sites at all times during the performance of work under this contract. Does it mean one interpreter for each Building (or about 4 Units in case of work sat Tower) or each Unit?

Only one interpreter would be required for each geographically separated area being worked.

For example, if 2 or 3 buildings were being worked on in the same general area, then one interpreter for that area would suffice. If KTR decides to work in multiple areas then additional interpreter are required.

8 General AC Service would not be provided for working housing units. Do you require to provide alternate heating equipment for working units during winter period. Is there any restrictions for work during winter period?

There are no restrictions for work during winter period. Since the residents will be in temporary lodging during interior work, temporary heating is only required as determined by the need of the contractor for their work. Although, after the residents return, KTR responsible to provide heat inside the unit until the resident has full use of the heat pump units.

9 General Can we (Contractor) determine "Work Schedule" (order of date and unit to execute) for the project? Is there any requirements for the work schedule by the Government?

Yes, contractor can determine work schedule. The KTR will be required to submit a work schedule through the AF3000 process that the Gov't approves.

10 Specification Section 01 11 00, para. 1.13 We would like to clarify if "Final Inspection" would be conducted for each building or each unit sequentially as the project progresses.

Final Inspection would be conducted for each building as the project progresses.

11 General Who would be responsible for moving furniture and household electrical appliances at work sites for the work; Contractor or the Government or Residents.

Residents will be required to move furniture with stricter government oversight for compliance.

12 General Can we perform site survey for each rooms prior to commencement of work to identify items

(furniture and household electrical appliances) to request to move?

Yes.

13 General Do we have to provide and remove curing and protections for furniture, household electrical appliances and other items at every Start/End of Daily Work?

While the occupants are in the temporary living facility the answer is "No". Once the occupants return back to their residence then the answer is "Yes" although the intent of moving the residents to temporary housing is to complete the majority of interior work while they are not occupying their unit.

14 Specification Section 02 82 14.00 10, para. 1.5.2.d We plan to provide Japanese workers for ACM abatement works for this project. Would you accept Japanese with U.S License of IHT for the position of Designated Industrial Hygienist?

Yes; individuals who hold either US license/accreditation or a Work Environment Measurement

Technician certificate (Sagyou Kankyou Sokuteishi) and who meets the requirements of the specification section are acceptable.

15 Drawing G-024 Can we treat Ceiling/Wall Gypsum Boards at demolishing areas with ACM GYP BD CPD with

"neg" description as Non-ACM demolition/removal?

Materials listed as "neg" in Table on Sheet G-024 have been confirmed by testing to be Non-

ACM and can be treated as Non-ACM work.

16 Drawing 4P1-H-101 Should we include Wall Penetration Work at ACM EXTR WALL COATING in ACM Abatement

Work? Or do you require only Paint Removal Work as ACM Abatement Work for ACM EXTR

WALL COATING? Please clarify.

Work shall be included as ACM Abatement work as shown on drawings.

17 Drawing AE501 Although Detail 20 CLOSE EXIST VENT OPENING, on DWG AE501 requires 12.5 EXTR GLASS MAT

GYP BD for the opening, we could not have found any 12.5 EXTR GLASS MAT GYP BD or equivalent products in Japan. Would you provide any alternate plan (to plug the opening with mortar for example) ?

Alternate construction is acceptable for 12.5 EXTR GLASS MAT GYP BD:

Alternate 1: Exterior grade gyp board or plywood with peel-and-stick weather barrier.

Alternate 2: Plywood with moisture/vapor barrier, metal lath and mortar.

18 Drawing 4P1-P-101 General Plan Note 4, on 4P1-P-101 says "SYSTEM SHALL BE RESTORED TO UNIT (WHICH WILL BE

OCCUPIED DURING CONSTRUCTION) WITHIN 8 HRS". Is it possible to conduct site survey prior to commencement of outage work to complete the outage work within 8 hours?

Yes, a survey can be conducted for each building. Refer to Specification Section 01 11 00, para.

1.40 which states: "The above working days and hours may be extended by the CO upon the

Contractor's request on the stipulation that work requiring inspecting by the Government or work unable to be inspected by the Government on the following day shall not be performed during the extended days and hours. Extension may be coordinated and approved through the

COR and approved by the CO." As long as the extension of work days or hours meets the stipulations in this specification, the contractor may request the extension but must receive approval from the CO before proceeding.

19 Drawing 4P1-P-101 General Plan Note 6, on 4P1-P-101 says "WATER SAMPLING SHALL BE SUBMITTED TO BASE BIO-

ENVIROMENTAL ENGINEER TO ENSURE WATER IS SAFE TO CONSUME AFTER WATER METER

WORK IS COMPLETED AND BEFORE WATER SERVICE IS RESTORED TO UNIT". Does Base Bio-

Environmental Engineer mean Bioenvironmental Engineering Flight (BEF) of Misawa Air Base? If so, how long does it take to ensure the safety. If it takes certain time period, the service would not be restored within 8 hours though.

Water meters and all related work are being removed from this project in Addendum #2.

20 Drawing MD Drawing Series In many rooms, it would be very difficult to remove ceiling/wall boards for removal of existing piping by Globe Bag Operation. If removal of a wide range of ceiling or wall board with ACM joint compound is required in a room with occupants, what kind of method we should use?

The ACM removal is intended to be completed while occupants are in the temporary living facility. Also, because the amount of existing piping to be removed is limited in the design, a wide range of board removal is not anticipated. If the need to remove large areas of board occurs, seal with critical barrier, utilize NAM, staged decon, and appropriate PPE.

21 Drawing H Drawing Series Globe Bag Operation is required to remove the ceiling with ACM containing joint compound for the project. During preparation of Globe Bag Operation, such as cutting ceiling boards to install vinyl sheets or bag, chips and powders of ACM may be scattering above in the ceiling space. Is it acceptable?

Utilize equipment w/ hepa filtration at point of cut to reduce chipping and powder; upon completion, clean above ceiling space w/ hepa vacuum and wet wiping; include ceiling space in clearance sampling.

22 Drawing 4P3-AE101 General Plan Notes 5, on DWG. 4P3-AE101 says "PRIME AND PAINT NEW AND REPAIRED

INTERIOR GYP BD PAINT FINISH TO 300 BEYOND DISTURBANCE". To avoid irregular colors and/or difference of color between existing boards and new/repaired boards, should we paint all ceiling and/or wall completely?

Ceilings - Prime /paint with new and repaired (entire) ceiling finish edge to edge. Walls - Prime and paint new and repaired wall finish to 300 mm beyond disturbance with color matching and finish as close as possible.

23 RFP Can Subcontractors for the Prime Contractor Offeror submit Past Performance projects as part of the five (5) past performance questionnaires to be submitted to the Government?

Past performance information of Subcontractors for the Prime Contractor Offeror will not be considered for evaluation. Refer to solicitation para. L-100 (b)(3)(iv).

24 General In addition to missed appointments by military families for swing space transitions, what other past performance problems did the incumbent contractor, Nishimatsu Construction, encounter during the Phase I and Phase II of the effort so that the successful Offeror can apply as Phase III lessons learned?

Fencing and obstructions around the housing units are included in lessons learned. To solve this, a survey was done by the contractor prior to starting in an area and the Government coordinated with residents for removal. From lessons learned, fencing is written into this contract as part of the scope of work for removal and replacement.

RFP No. FA520517R0004, Improve Military Family Housing (IMFH), Phase III, A/C and Weatherization, Misawa AB, Japan

Consolidated List of Prospective Offerors' Submitted Questionnaire and U.S. Government Response / Clarification DATE: 26 May 17

25 General With respect to PDF Slide #16 of the pre-proposal conference minutes relating to the Phase III 6-step tenant transition plan, was the past performance problem encountered by Nishimatsu

Construction, the failure to provide adequate notice of construction to residents prior to the start of work, e.g., 30-days out, 21-days out, 7-days out, etc.?

The answer to the question is no. Missed appointments were a problem on only a small percentage of the project; approximately 5%. Some missed appointments cannot be avoided due to a sudden requirement. For example, a sudden medical trip, a sudden deployment, or other emergency. This project will have a robust plan in place to minimize missed appointments using lessons learned from previous projects.

26 General As a follow-on question to the question above, was the problem a language barrier, i.e., failure to provide a bilingual tenant transition coordinator to work with the residents?

No, communication with the residents was exceptional. When problems occurred, the KTR contacted the government and it was quickly resolved.

27 General With respect to the importance of compatibility of Phase III-installed equipment - both the heat pumps and energy management control systems - what future energy savings initiatives was the

Government referring to during the pre-proposal conference, e.g., Smart City, smart-grid, micro-grid efforts, etc.?

Accordance with federal guidance EPACT2005, EISA 2007, EO13423, and EO13693. The statues require a increase in energy efficiency (10% by 2020) and a reduction in energy intensity 25% by

FY25. The base is using Energy Management Control Systems (EMCS) controls to comply with this guidance.

28 Drawing

Sheet 126

M-601 In Sheet M-601 of the mechanical drawings, it states under the heat pump unit schedule that the basis of design is Mitsubishi VRF heat pump model - PUSY. Is an equivalent equal acceptable, or practicably, is that not possible given the current equipment schedule and installation of

Mitsubishi products?

It is feasible for the contractor to provide an alternate manufacturer, provided the contractor has a full understanding of any potential limitations of alternative manufacturers with respect to design intent. Also, the KTR shall provide verification that the units can be controlled using the designed EMCS control system within this project.

29 Drawing

Sheet 126

M-601 In Sheet M-601 of the mechanical drawings, it states under the fan coil unit schedule that the basis of design is Mitsubishi VRF fan coil model - PMFY, PLFY.

30 Drawing EM-501/EM503

Specification; 23 09 33.00 40 Par 2.2

(Stand alone controller)

In Sheets EM-501 and EM503 of the control drawings, it states under both the sheet notes, No.

3, that central controller is Mitsubishi EW-50J. Is an equivalent equal acceptable, or practicably, is that not possible given the current equipment schedule and installation of Mitsubishi products?

The Mitsubishi EW-50J is the basis of design. An equivalent alternative is feasible but any alternative manufacture device must translate proprietary communication from the heating/cooling equipment to BACNET.

31 General Can you publish the Attendee List for the pre-proposal conference - company names, attendee names, email addresses, and telephones numbers, etc. in order to encourage teaming and partnerships in order to benefit the Government?

Refer to the interested vendor list for this solicitation on FedBizOpps.

32 RFP Can you extend the bid due date in light of the numerous questions asked during the pre-proposal conference and the Government's request to put all those questions in writing, the

Government's anticipated and numerous subsequent answers, the changes provided by

Amendment 1, the subsequent ACM addendum, the updated and revised specifications and drawings, as well as those drawings provided during the pre-proposal conference?

Refer to response to Query No. 1 above.

33 Pre-Proposal

Conference

IAW drawings, ceiling cassette type A/C system is adopted instead of wall mounted type A/C system, which has been adopted to Weatherization Phase 1 and A/C Phase 2. We consider that this change will involve huge impact to the Contract such as:-

1. prolongation of contract period

2. increase of required works (huge demolition work)

We consider that the demolition works required under this Contract will not be able to perform under occupied condition. Even the resident will move to other unit temporarily, their furniture and personal belongings need to be removed or shifted to the designated area. Please note that over 50% of ceiling board will be removed for FCU replacement and removal of related A/C piping and electrical conduit. Also please note that all required works including reinstatement work of the affected ceiling board will not be able to complete within 1 week.

3. increase of the risk of ACM

If the ceiling board is ACM, Glove Bag Operation indicated in drawings will not be applicable due to huge volume of ceiling board demolition (over 50% of ceiling board will be removed). We consider that the unit should be made vacant completely including removal of furniture and personal belongings for the safety of the residents.

See answers to the comments coinciding with the numbers in the RFI.

1. See response to Query # 2.

2. See response to Query # 2, Query # 4, and Query # 20.

3. See response to Query # 4 and Query # 20.

Consolidated List of Prospective Offerors' Submitted Questionnaire and U.S. Government Response / Clarification DATE: 26 May 17

33 (Cont'd) 4. increase of construction cost

a) Ceiling cassette type is more expensive than wall mounted type.

b) Removal/reinstatement work for ceiling board and related A/C piping and electrical conduit are included.

c) More curing and protection work due to huge demolition work will be required.

d) In case ceiling is ACM, abatement cost will have a huge cost impact.

4. The ceiling mounted units have always been the base's desired construction method.

Refrigerants line lengths, room sizes, and type of equipment specified within this design, to include ceiling mounted units, were specifically analyzed to provide a long term solution that eliminated risk of additional work to the government after completion of the project. The wall mounted units were installed on the initial MFH Phase 2 and then on Phase 1 to accommodate the base's desire to leave the existing heating system as an emergency heating method. In this way, the old system could be restored if the units failed to provide adequate heating during the extreme cold winter days. This is no longer a requirement because the units have been shown to be reliable in the colder winter months.

A base mandated design requirement for this project was to remove the existing heating system. In doing so, it allows for use of the ceiling space for the new indoor ceiling mounted units. This provides the housing unit with a cleaner and better environment for residents. This also means less equipment to maintain and the piping is isolated so that the building heating system can be drained. The wall units are susceptible to the condensate drain line and indoor unit's drain pan to being plugged with slime and sludge. The ceiling unit has a condensate pump that allows for the water to be quickly dispersed outside and doesn't allow for stagnant water that promotes the growth of mold and fibers. The ceiling mount unit is designed to provide easier maintainability of the system for the housing maintenance technicians.

The previous IMFH AC Ph2 and Weatherization PH1 project contractor installed ceiling mounted units in some of the four-plex units and all of the towers. The completed installation of the units provides a very professional finish look compared to the wall mounted units. The

KTR's means and method did not require 50% of the wall to be removed. They removed units similar to this project to include piping and electrical with only small access cutouts required.

The wall mounted units rely on a small section of plastic cover to hide the incoming refrigerant piping and power cables. This piece of material is hand cut by the contractor and often doesn't follow the line of the cover evenly. This requires housing maintenance to frequently reseal this section that has cracked once the material has dried out. Also see response to Query # 4 and

Query # 20.

Consolidated List of Prospective Offerors' Submitted Questionnaire and U.S. Government Response / Clarification DATE: 26 May 17

33 (Cont'd) 5. increase of difficulties (work under occupied condition)

We consider that the required work will not be able to perform under occupied condition, even the ceiling board is not ACM due to huge volume of demolition work and related finishing works. If we are allowed to spend more time and money for preparation, protection and curing to the furniture and personal belongings before, during and after the required work, it may be possible, however we consider that it will be not an economical and practical way to do it.

6. increase of Government’s subsequent cost

We consider that the Government will need to spend more money and resources to control the moving of residents.

5. See response to Query # 4 and Query # 20.

6. The plan to move residents to the temporary housing facility is finalized and necessary due to the potential ACM work.

We believe that the existing design used in Weatherization Phase 1 and A/C Phase 2 is most realistic/suitable method to perform the works under occupied condition with minimum disturbance to the resident, which should be most important precondition imposed to these

Contracts.

Based on our understanding and opinion mentioned above, please answer the following questions.

1. Is there any specific reason to adopt ceiling cassette type A/C system instead of wall mount type A/C system?

2. As mentioned above, we consider that the required works will not be able to perform under occupied condition (no resident but furniture and personal belongings are remained). Please indicate how the Government consider/evaluate this condition?

3. As mentioned above, there are many difficulties to perform the required work (ceiling cassette type A/C system) under occupied condition, however we consider that it will be possible if the existing design (wall mount type A/C system) is adopted to this Contract. Please consider and advise the Government intention.

Answers to additional commentary in order of 1 - 3.

1. See response to #4 above.

2. This question is answered above.

3. This question is answered above.

34 Pre-Proposal

Conference

We consider that Contract Period (900 CD) for 594 units is too short comparing with Contract

Period for Weatherization Phase 1 (700 CD) for 208 units. Also, SOW of this Contract (entrance door replacement and water/electrical meter installation) is more than the one for

Weatherization Phase 1. Please re-consider and re-examine the Contract Period and prolong the

Contract Period.

Refer to response to Query #2 above.

35 Site Visit We heard that temporary office and storage yard will be able to establish in the parking area for

Tower 231.

1, Can we assume that all parking area will be available to our temporary use?

2, Can we assume that all residents in Tower 231 will move out?

3, If the answer to item No. 2 is yes, can we use the toilet at 1/F?

KTR will have the parking lot as their laydown area. This area was determined due to the least amount of traffic and interruptions to other families as trucks are moving in and out on a daily basis. Tower 231 will be the temporary living facilities for the members as we construct in their homes. So the Tower will have military members in it for the duration of the project. KTR will have to provide their own porta potty services for their employees. Separate parking areas will be designated for the contractor and residents.

36 Pre-Proposal

Conference

IAW explanation on Pre-proposal conference, Tower 116 will be made vacant completely for

A/C system installation. In case, can we utilize the parking space for Tower 116 as our temporary office and storage area?

No. Tower 231 will be the laydown yard for the project. If additional space is required the KTR shall submit a AF103 for approval by the government.

37 Pre-Proposal

Conference

Construction Timeline

(Atch. 6)

IAW Atch 6 (Construction Timeline), Tower 116 will be available prior to 1 October 2018 and this work should be completed at the end of the Contract. Also, Tower 116 will be handed over to KTR as complete vacant condition IAW explanation on Pre-proposal Conference. However, there is a description that “The first four floors are to be used as swing space for construction”. Please advise the meaning of this sentence.

Tower 116 will not be used for swing space. Tower 116 will be vacant by Oct 2018.

38 Site Visit

Drawing 5/M-501, Sheet No. 121

1. We found in site walk held on 28 April 2017 that some of the housing units have post-erected steel structure roof covering. However, these structures have not been indicated in the drawings. Please indicate which buildings have such structures and the details of this structure.

According to our initial investigation to this matter, we assume that the installation of CD piping and Slim Duct will not be feasible. Please advise.

2. In relation to this, please advise which CD piping in which building should have “metal cover over top 3/4 condensate drain piping” shown on the drawing 5/M-501 in sheet No. 121/247.

Also please clarify that this metal cover should be installed to vertical CD piping or not.

(1) These Awnings were installed after our field survey efforts of the units. Alternate routing for slim duct and condensate piping below Second Floor windows in Unit Types 12N, 15N, 16N and

16ND will be included in Addendum #2.

(2) Metal cover not required over vertical condensate drain piping under building overhang.

Metal cover over horizontal piping on wing wall will be necessary at building types: 15N Type, 12N Type, 8N Type, 7A Type, 7P2 Type, 6A Type, 6P1 Type, 6N Type, 4P3 Type, 4P1 Type

39 Specification Section 01 14 00

Para. 1.2.2

1. We understand that all required work should be executed under occupied condition and SOW of this Contract requires a lot of messy and heavy duty work, such as removal of the existing

FCU with associated steam piping's from ceiling, installation of new FCU with associated piping's and wiring and removal and rectification works to disturbed ceiling gypsum board with painting.

In order to perform the required work, resident’s personal belongings (such as beds, furniture, TV, electrical appliances, pictures , luxury goods and etc.) need to be shifted temporarily to secure the working space. Due to required works under this Contract (huge volume of works at ceiling surface and ceiling space), we expect that working space and access to the area for our work will be approx. 50% of each rooms ( equal to removal of ceiling gypsum board). In case, all beds in Bedroom, especially Master Bedroom, will need to be brought away from the room or pushed to wall side or put the bed vertically to wall side. Also, these things need to be shifted back to the original location after completion of the work every day, if the residents are staying the unit. Please confirm that those residents should be responsible and liable to move their belongings by themselves before and after our installation work every day.

Number (1) Refer to Query No.4: If required, residents will be required to lean beds vertically against the wall, if necessary, and will be required to move it back into position when returning.

The GOV or Title II will validated that the items have been moved prior to the resident moving to the Temporary Living Facility (TLF) at Tower 231.

39 (Cont'd) 2. Even if the resident will move out from the unit temporarily during our installation work, their personal belongings such as loose furniture, TV, electrical appliances and etc. in all Bedrooms, Living Room and Dining Room should be removed temporary to secure the working space and its access. Because, it will be impossible to remove/install existing/new FCU and ceiling gypsum board without standing on the bed, table and etc. placed in these rooms due to limited space of the rooms. Please note that ceiling space between ceiling board and concrete slab is not enough to crawl into such space (we cannot work/move within ceiling space), therefore all access to the work at ceiling surface and within ceiling space need to be taken form bottom (floor) to up

(ceiling) . Also, it will involve a lot of dust and powder during our installation works and heavy protection to the furniture and etc. mentioned above will be imposed and this will impact to bid price and contract period over-run. Please advise that temporary moving to the existing furniture and etc. will be done by the residents or not. If not, please advise how to proceed the work, especially removal/installation of FCU and associated piping's at Bedrooms.

Refer to No. 1 above

40 Construction Timeline

(Atch. 6)

1. IAW Attachment No. 6, Construction Timeline, we consider that the required installation work will need to be performed in multiple units concurrently and we assume that no restriction except the restriction described in specification will be imposed to our working schedule. Please confirm.

2. In item 1 of Note in Attachment No. 6, there is a description that “Contractor to assume 31 days per building”. If our planed/expected working duration per one building is longer than 31 days, can we proceed the work based on our planed/expected working duration, if all Contract work will be completed within Contract Period.?

Also, please clarify that any penalty will be imposed if the required work is not completed within

31 calendar days per building or not. We consider that this duration (31 days) is too short and should be prolonged. Please clarify..

3. A few kind of work to one building are required such as A/C system installation, plastic windows and solar film application, waterproofing application, replacement of entrance door and water/electrical meter installation. We assume that these works will be performed independently under independent schedule, therefore all required works will not be completed within 31 calendar days. Please indicate which work needs to be completed within 31 calendar days.

(1,2,3) Yes, the KTR can use longer periods than 31 days. The KTR to submit schedule for approval after contract award. The intent for the 31 days was Air Conditioning, ACM, and

Power Panel replacements and installation. All other project requirement could be scheduled at a different times while still meeting the Period of Performance.

4. In item 2 of Note in Attachment No. 6, there is a description that “Max of 3 days per unit for

Asbestos removal and receive air sample result.” It will be fully depending on the extent of ACM volume, however we assume that we will not able to complete ACM abatement work within 3 days including obtaining air sample result. If ACM is discovered in ceiling gypsum board joint compound and is required to be removed , it is obvious that such huge volume of work should not be completed within 3 days. Please delete this sentence or provide the relaxed/modified note.

5. In item 3 of Note in Attachment No. 6, there is a description that “Residents to be moved to tower 116 first four floors for 7 days. Tower 116 will be used as swing space during ACM removal and domo.” Please explain the meaning of this sentence and the Government’s intention clearly.

(4) There are multiple means and methods for the contractor to ensure results by 3 days. For example the KTR could decide to provide an onsite lab.

(5) Tower 231 will be used; not 116 (Query No. 37). Temporary living facility duration to be agreed upon by the GOV & KTR by written request for approval to the CO.

41 Drawing: G-021 G-021/Sheet No. 3

General Notes 1

In General Notes 1, there is a description that “Specifications and drawings are complementary and what is required by one shall be binding as if required by all”. Our clarification to this sentence is as followings:

1. The required work should be indicated in both drawings and specifications. The design intent and extent/scope of the work should be properly indicated in the drawings.

2. However, some of the detail requirement will not be indicated in the drawings such as performance requirement, required test and certificate and regulation/codes to be applied and etc. due to space restriction of the drawings.

Per Note 1, the Drawings and Specifications requirements both apply and are binding. KTR should identify specific issues of concern. Any discrepancies by the Drawing and Specifications should be submitted by the KTR as a request for information (RFI). (6) This statement is not true. Some required work is not applicable to a drawing. For example "Training". This would not be shown on a drawing but must be provided by the KTR. (7) Noted: See number (1) above.

3. In case, we assume that such requirement mentioned above, which is not shown on the drawings, is required to comply with these requirement even such things are not indicated in the drawings.

4. We consider that this is the meaning of “complementary” (mutually supplement).

5. In case that if some work is not indicated in the drawing, however only specification has an indication of such work, we consider that the clause mentioned such work shall be treated as

NOT applicable.

6. In addition, this Contract is not “Design and Build Contract”, therefore all design intent should be properly reflected to the drawings for the proper execution of the work.

7. Please note that many non-applicable clauses are included in the specification and we will price only for applicable clauses.

Please clarify.

42 Drawing Sheet No. 3

General Notes 7

If tree and its root removal is un-avoidable, we assume that the Government will remove the tree and its root by free of charge. Please confirm. If the removal should be done by the

Contractor, please indicate how many trees should be removed for estimate purpose including size of trees.

The contractor is responsible for removing trees should a conflict arise. The routing shown on the plans was selected to avoid conflict with trees. Additional adjustments may be made in the field to avoid trees as necessary.

43 Drawing Sheet No. 3

General Notes 8 & 9

There is a description for services and utilities and the disruption (outage) is allowed under coordination with relevant Government department in General Notes No.8. However, the description in General Notes No. 9 seems to be contradicted with the description of No.8. We assume that the disruption of utilities at some area, where is out of scope of the work, will be occurred during construction period. Please clarify.

Disregard Note 9. Note 8 describes the appropriate requirements for coordinating service outages.

44 Drawing Sheet No. 3 and 4

General Notes 12

There is a description that “Tower building (type 10, 11A, and 11B)”, however unit type for this tower is 10N IAW drawing G-022 (sheet 4). Please clarify which is correct.

Type 10N is the correct unit type. 10N is intended in lieu of “type 10, 11A, and 11B”.

45 Drawing Sheet No. 3

General Notes 12

There is a description that “Contractor is responsible for patching suspended gypsum ceiling where affected by mechanical work. Match existing color and finish”. However, as you are fully aware, perfect matching the color and gross of the patch-up painting with adjacent area in such a big area is almost impossible. Can we change the underlined sentence to “Try to match the color and finish as much as possible.”?

Ceilings - Prime /paint with new and repaired (entire) ceiling finish edge to edge. Walls - Prime and paint new and repaired wall finish to 300 mm beyond disturbance with color matching and finish as close as possible.

46 Drawing Sheet No. 3

General Notes 13

IAW General Notes 13, Contractor shall be responsible for providing temporary heat. Please indicate :-

1. Model/type, manufacture and capacity of heating equipment

2. How many number of heating equipment are required per one unit?

3. In case using oil heater, who will supply/deliver the fuel?

4. Who will be POC for any complaint from resident, contractor or Government?

Also, it will be very difficult to maintain interior space temperature at 20 degree C (68 degree F), because our worker will go and out from the unit frequently. Can we assume that this requirement will be interpreted as “try to maintain interior space temperature approx. 20 degree C”?

(1) Provide 100-110v electrical heater(s) as required once the resident returns for each housing unit. KTR to provide electrical heaters until the unit is accepted by the government by final inspection.

(2) One per room (Temperature measured to be Below freezing then two per room)

(3) N/A

(4) GEITA /GOV REP will coordinated. Yes, 20 Degree refers to temperature after COB of each day.

47 Drawing Sheet No. 3

General Notes 14

IAW General Notes 14, we are required to survey existing condition of external wall. Please advise what kind of survey is required.

Survey shall consist of examining housing units external walls for obstructions and differing site conditions. The placement of the outdoor units, power panels, and EMCS panels will be field verified at this time.

48 Drawing Sheet No. 3

General Notes 15

IAW General Notes 15, the allowance for concrete walkway should be included in our cot proposal, if the access for trash enclosure for 2 townhouses is blocked by our work. However, we cannot estimate the quantity for concrete walkway because we cannot find such drawings from Bidding Documents. Please provide a quantity for concrete walkway for estimate purpose.

KTR shall provide an allowance to provide 30 square meters of concrete walkway.

49 Drawing Sheet No. 3

General Notes 17

IAW General Notes 17, no winter exclusion period is specified. We assume that we will be able to perform any work by taking necessary provisions for winter work without obtaining the approval from the Government. Please confirm.

There is no winter exclusion period during this project. If the manufacturer of a submittal requires specific temperatures for installation KTR to identify it in the AF3000.

50 General If any change to the original schedule is made by the resident or Government after completion of initial briefing to the residents, we assume that all re-briefing and re- coordination with the resident should be done by the Government or Title II. Also, re-coordination with relevant

Government department through Form103 also will be done by the Government.

Please clarify.

Concur. The Gov't will coord with residents. KTR responsible for AF103.

51 General We understand that the contract period is short and volume of the work is heavy. Therefore, we consider that the stoppage of the work caused by the resident due to sudden absence and cancellation of appointment is not acceptable. In case, can we assume that the Government will arrange caretaker/watchman instead of the resident?

The gov't will try their best to arrange for caretaker / watchman in case of sudden absence. This will be coordinated through Title II and GEITA.

52 General We assume that all furniture and personal belongings will be moved by the resident to enable our installation work. Can we also assume that the curtain and curtain rail, which are installed by the residents, will be removed and replaced by the resident?

Curtains purchased by the resident are not the KTR's responsibilities. Resident to remove curtains prior to moving into the temporary living facility.

53 Drawing Sheet No. 4 In the description of Hazardous Abatement, handling method/sequence of arsenic/cadmium containing gypsum board is described. IAW this sentence, we need to verify the removed gypsum board whether this board is arsenic/cadmium containing board or not and properly transport and dispose this board IAW GOJ requirements, if this board is identifies as arsenic/cadmium containing board. However, we do not know the extent of such board and will not be able to determine the quantity of such board. Please indicate the quantity of arsenic/cadmium containing board for estimation purpose.

KTR to be aware but hasn't been part of either of the previous projects. Should KTR discover arsenic/cadmium they should report to the government for guidance on removal procedures.

The statement in this document is for awareness only.

54 Asbestos Sampling and Analysis (Atch. 10)

Drawing

Sheet No. 6 and 7

There is a table for housing units defining the existence of ACM in the drawing (Sheet No. 6) and

Asbestos Sampling and Analysis is included in bidding document as Attachment 10. Also, there is a description at item No. 3, General Haz Mat Notes (Sheet No. 7 to 19) that “Joint compound on gypsum wall and ceiling board contains more than 0.1% asbestos”. In the above mentioned drawing, all units are indicated as “positive” or “negative” to ACM in VCT mastic, cove base mastic, gypsum board joint compound and external wall texture coating. With regards to these information, the following questions are raised. Please clarify.

1. There are three information for ACM such as:-

a) Drawing No. G-024 Description of Housing Units

b) Asbestos Sampling and Analysis

c) item No. 3, General Haz Mat Notes (Sheet No. 7 to 19) this will be applicable only for gypsum board joint compound

d) other information

Which information should be used for the determination of the material (whether ACM or non-

ACM)? Please advise

2. In case, the answer is “based on item a) above”, do we need to assume that if “pos” is indicated to the item on the table in sheet No. 6, all such item should be considered and treated as ACM? If so, we assume that a lot of ACM abatement work will be involved, such as removal of ceiling gypsum board and cost and time for this abatement work will have a big impact to the

Contract. Please confirm.

3. We assume that over 50% of ceiling gypsum board may be removed for the removal of the existing FCU with associated piping and new FCU installation with associated piping and wiring at the rooms involved. Therefore, if the ceiling is defined as ACM, “Glove Bag Operation” indicated in the drawing (Sheet No. 7) will not be applicable due to huge volume of joint compound involvement. In case, we consider that ACM abatement work should be performed by complete vacant condition without any residents, dogs and cats, all loose furniture, TV, audio component, electrical appliances, kitchen wares, personal belongings, luxury goods and etc. for the safety of residents and such condition (complete vacant condition) will be prepared by the

Government for our work.

Please clarify.

4. In case the answer is “based on item b) above”, the following problem need to be resolved.

A) Asbestos sampling and analysis attached in bidding document does not cover all housing unit involved to this Contract. Also, sampling place for wall/ceiling gypsum board is not the rooms involved to this Contract. (almost of sampling for wall gypsum board have been taken at Hallway and sampling for ceiling gypsum board have been taken at Laundry) Based on these information in hand, it is very difficult to determine the extent of ACM gypsum board. Our obligation to ACM abatement work is to remove, transport and dispose ACM as a result of construction activities. It means that ACM abatement work is required to only the portion where is disturbed by our construction activities and other area, where is not disturbed by our construction activities, will be remained as it is. Therefore, we need to know the detail/clear information for the presence of ACM to execute partial ACM abatement work properly. For this purpose, we consider that it is necessary to take sampling from wall and ceiling at all bedrooms, Living Room and Dining

Room.

Please confirm that the additional sampling mentioned above is necessary to perform, if the extent of ACM will be determined by asbestos sampling and analysis.

4. For the buildings listed as Not Renovated (NR) in the Disposition of Housing Units Table, the ceiling board (GWB) is Non-ACM but the joint compound is unknown. Therefore, it is considered positive until tested. Because of this, the KTR shall sample ceiling GWB joint compound and test for ACM in one room where ceiling work is required per the design in one

(1) unit of each Building listed as "NR" in the PAIP column in the Disposition of Housing Units

Table. Therefore, there are 89 buildings listed as "NR" for a total of 89 samples. Samples shall be taken close to where the construction work will take place. Test results shall be presented to the government before work progresses in any of the buildings noted as "NR". Work may proceed on buildings renovated under PAIP 1, 2, and 3.

Because the design is based on using the existing openings in the ceiling where the existing heating units will be removed and cutting in additional access panels as needed, GWB joints can potentially be avoided and therefore not disturb joint compound that tests positive for ACM.

1. The Disposition of Housing Units Table on Sheet G-024 was revised to clarify existing ACM conditions. See Addendum #2. Information listed in the Table on Sheet G-024 shall be used to determine ACM or Non-ACM material for each building.

2. If material is noted as "pos" the KTR shall treat as ACM. Material listed as "neg" shall be treated as Non-ACM. All ceilings in buildings renovated under PAIP 1, PAIP 2, and PAIP 3 were completely replaced using non-ACM materials. The table on G-024 has been corrected to show

"neg".

3. The project as designed does not anticipate the need to remove 50% or more of the ceiling board. Also see Query # 20.

54 (Cont'd) B) In case the answer to the above item 4 is “yes, necessary”, please advise how many sampling from wall and ceiling gypsum board should be taken to determine the presence of ACM. For example, one lot (one lot= 3 samples) from wall and one lot from ceiling for all bedrooms, Dining Room and Living Room (in case 3 bedroom, (3bedrooms + 1 Living Room +1 Dining

Room) x3 sample x 2 (ceiling and wall) =30 samples). Also, please clarify that sampling from wall and ceiling gypsum board mentioned above should be taken from all units or one unit as a representative to its building (one unit per one building) or any other. Also, please indicate what kind of touching up and rectification measures should be taken after such sampling.

C) If the answer is “yes, necessary” and the number of bulk sampling is provided, our bid price will cover only this bulk sampling cost based on the quantity provided by the Government and all ACM abatement work and disposal cost should be treated as variation to the original
