About this file

This document is a Task Assignment (TA) and supporting proposal materials for professional environmental services under Florida Department of Environmental Protection (FDEP) Contract No. HW686, a statewide Waste Cleanup Program Services contract. The parties involved are the State of Florida Department of Environmental Protection and Professional Service Industries, Inc. (PSI, an Intertek company). The task assignment authorizes PSI to conduct groundwater monitoring and PFAS (per- and polyfluoroalkyl substances) sampling at Dryclean World (The Clothes Doctor) facility in Lake Mary, Seminole County, Florida (ERIC_5498), with project oversight by FDEP Project Manager Skylar Schwed and PSI Project Manager Nana G. Westmark.

The scope of work consists of three subtasks: project management, annual groundwater monitoring for volatile organic halocarbons (VOH) including an Annual Groundwater Monitoring Report with data evaluation and ADaPT package submission, and PFAS groundwater sampling with an email summary deliverable. The task involves groundwater elevation measurements of 21 monitoring wells, sample collection from nine deep and deeper wells for VOH analysis via EPA Method 8260, sample preparation and shipment to the FDEP Central Laboratory for PFAS analysis, containerization of purge water into 55-gallon drums for approved facility treatment, and manifest documentation. The total task assignment value is $10,441.19 (adjusted from an original estimate of $10,411.19 following negotiations), comprising 89.7 labor hours. Invoicing occurs in two phases: $9,142.68 upon submittal and FDEP approval of the Groundwater Monitoring Report, PFAS Summary, IDW manifest, and project management deliverables (due January 15, 2023), and $1,298.51 upon submittal and approval of the PFAS Email Summary (due December 14, 2022). The task completion date is April 14, 2023. Investigative-derived waste disposal costs of $125.00 per 55-gallon drum are included through subcontractor Petrotech Southeast.

Re: Proposal for Annual Groundwater Monitoring, PFAS Monitoring

Dryclean World (The Clothes Doctor) Dry Cleaners 3895 Lake Emma Road Lake Mary, Seminole County, Florida

FDEP Facility ID# 59 9700693 / ERIC_5498

Dear Ms. Schwed:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Annual Groundwater Monitoring Services for Volatile Organic Halocarbons (VOH) and Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds for the Dryclean World Dry Cleaners at 3895 Lake Emma Road, Lake Mary, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule.

PROJECT BACKGROUND

Drycleaning operations at the Dryclean World Dry Cleaners began in March 1984. Based on documented impacts from the drycleaner, the facility was accepted into the Florida Drycleaning Solvent Cleanup Program in March 1998, and assessment activities commenced in November 2002 by WRS. An ISR was implemented in February and March 2007 which consisted of excavating contaminated soil from three areas: the vicinity of the northeast corner of the building, an area near the northeast corner of the building, and an area north of the northeast corner of the building.

Drycleaning operations ceased at Dry Clean World (later known as The Clothes Doctor) in October 2009, and the drycleaning equipment was removed from the building. Various assessments and additional remedial strategies were employed until 2015.

PSI Proposal 0552-383389 FDEP – Dryclean World, ERIC_5498

PSI conducted annual groundwater monitoring events from 2011 to 2021, identifying chlorinated solvent impacts extending hydraulically downgradient to the southeast of the drycleaning business.

The FDEP is currently implementing the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites in close proximity to public wells. Therefore, the Department requested we conduct a groundwater sampling event for select wells at the Dryclean World to evaluate the potential presence of PFAS compounds, in addition to the routine annual groundwater monitoring.

The proposal contained herein consists of conducting groundwater sampling and analysis for VOH parameters for the routine annual groundwater monitoring, and sampling and analyses for PFAS compounds at select wells, along with two deliverables. The results will be used to evaluate current groundwater quality conditions. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Annual Groundwater Sampling and Analysis, and Groundwater Monitoring Report

The field activities for the routine VOH groundwater sampling event will be conducted concurrently with the PFAS sampling whereas the deliverable for each will be submitted separately.

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 21 monitoring wells.

c. Collect groundwater samples from the following monitoring wells for analyses by EPA

Method 8260 for VOHs:

i. Deep: DMW003, DMW006, DMW007, DMW012, DMW0013, DMW014, DMW019 and;

ii. Deeper Wells: DMW021 and DMW022.

The groundwater samples will be submitted to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis.

d. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.

e. Evaluation of data and develop an Annual Groundwater Monitoring Report to include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event. An ADaPT package will also be submitted to ensure data quality objectives have been met.

3. PFAS Groundwater Sampling and Analysis, and Summary Deliverable

The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3 along with a separate deliverable.

a. Collect groundwater samples from the following monitoring wells:

i. Deep wells: DMW003, DMW006, DMW012.

ii. Deeper well: DMW022.

b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.

c. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.

d. Evaluation of data and prepare brief email summary of the PFAS results to be submitted to the Department including one figure with text boxes (no isoconcentration contours), field notes/forms, and the final laboratory report. If the results exhibit PFAS concentrations above EPA Health Advisory Limit of 70 parts per trillion (ppt), the results will be submitted to the Department within 48 hours of data receipt. If the results exhibit levels below the HAL, the results will be submitted within one month of results receipt from the FDEP Laboratory.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the described services is shown on the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021. An invoice and deliverable schedule are presented as follows.

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
