Re: Proposal for Groundwater Monitoring

Springfield Cleaners 2335 Temple Trail Winter Park, Orange County, Florida

FDEP Facility No. 48 9501313 / ERIC_4993

Dear Ms. Murphy:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Groundwater Monitoring for the Springfield Cleaners, 2335 Temple Trail, Winter Park, Orange County, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. According to the Orange County property appraiser’s website, the current property owner is the same who signed the Site Access agreement in 2012.

PROJECT BACKGROUND

Springfield Cleaners is currently an active PCE drycleaning operation and operates in a small shopping center in Winter Park, Florida. There is a dry-to-dry machine, and one industrial grade conventional washing machine and dryer located at the drycleaner.

A Site Screening was performed in 1997, which identified PCE in a soil sample collected adjacent to the drycleaning machine at 1-ft. bls at a concentration of 146 micrograms per kilogram (µg/kg). In April of 1997, Springfield Cleaners was determined to be eligible for state-funded cleanup under the Drycleaners Solvent Cleanup Program with a score of 114.

PSI conducted a Site Assessment in 2012 on behalf of the FDEP Drycleaning Solvent Cleanup Program, the results of which were compiled into a report and submitted to the Department in February 2013. The Site Assessment was approved in April 2013. The results of the Site Assessment revealed soil with concentrations of PCE above the Chapter 62-777 FAC Leachability to Groundwater SCTL criteria, however, mailto:Skylar.L.Murphy@FloridaDEP.gov

FDEP – Springfield Cleaners none of the soil samples revealed volatile organic halogen concentrations above Direct Exposure SCTL criteria. No groundwater impact was detected above the Groundwater Cleanup Target Levels in the groundwater samples collected from the monitoring wells installed for this study.

Based on results from the soil sampling and a Modified Active Gas Survey (MAGS), PSI developed a Remedial Action Plan for soil which was submitted to the Department in January 2014 and consisted of a soil vapor extraction (SVE) design. However, based on the existing drycleaner business still operating, the remediation strategy was modified to include Natural Attenuation Monitoring as the presumptive remedy. This strategy was approved by the Department in April 2016.

Confirmation soil sampling was conducted and submitted in November 2019 which revealed that none of the previous locations that exhibited elevated contaminant concentrations above the SCTLs remained in the vadose zone.

Groundwater monitoring has been conducted since 2017. Contaminant concentration trends in one of the monitoring wells, MW001, have fluctuated above and below applicable GCTLs since 2017. The most recent August 2021 groundwater sampling results revealed decreased PCE and TCE concentrations below GCTLs when compared with the previous October 2020 groundwater sampling results, where results marginally exceeded GCTLs.

It was recommended to continue the groundwater monitoring with a limited network of wells to include monitoring wells MW001 (source well), MW005 (upgradient well) and MW010 (downgradient well).

During the most recent Site Review Meeting, it was again decided to continue with groundwater monitoring. There was some discussion about pursuing a conditional closure, but based on previous conversations with the property owner, that was not an option that the owner would like to pursue.

PROPOSED SCOPE OF WORK

PSI proposed to conduct the following scope of work.

1. Project Management

This scope is provided for in the template worksheets.

2. Groundwater Monitoring

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 10 monitor wells.

c. Collect groundwater samples from 3 monitor wells for analysis by EPA Method 8260 for

Volatile Organic Halocarbons (VOHs) by a laboratory using protocols approved by the National Environmental Laboratory. Accreditation Conference (NELAC). The following wells will be sampled:

i. MW001 (source well)

ii. MW005 (upgradient)

iii. MW010 (downgradient well)

d. The investigative derived waste (IDW) will be containerized in a 55-gallon drum. Once characterization of the IDW has been performed, the drum will be transported off the site to an approved facility. A copy of the manifest will be provided to the Department upon receipt.

3. Groundwater Monitoring Report

A Groundwater Monitoring Report will be developed which will include current and historical data, with a comparison to state standards and consist of the groundwater elevation maps, groundwater quality data, development of ADaPT deliverable, and recommendations.

A deliverable schedule is presented below.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the above-described services is shown on the attached Cost Estimate and Level of Effort sheets which includes the Groundwater Sampling and Report deliverables. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW 686, Waste Cleanup Program Services, dated December 21, 2021. The groundwater monitoring will be conducted in September – October 2022 with a report deliverable, including manifest, in December, as outlined in the previous table.

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
