Section J – Attachment 28 On-Ramp and Off-Ramp Procedures
Definition:
1. “On-Ramp Procedures:” A provision in a contract that allows a contracting officer to add new contractors to a contract during its active period of performance. On-ramps are often used in multiple-award contracts to add small businesses.
2. “On-Ramping Process:” The Government/Contracting Officer will issue a solicitation or a special notice through the designated government procurement portal (e.g., SAM.gov) announcing the opportunity to industry to competitive bid for the opportunity.
3. “Off-Ramp Procedures:” A provision that allows a buyer or organization to terminate or remove a contractor who are no longer performing well or providing value.
4. “Off-Ramping Process:” The Government will provide written notice of intent to remove contractors off of the Indefinite Delivery and Indefinite Quantity contract vehicle.
1. On-Ramping Procedures
To maintain a competitive pool of contractors and ensure adequate capacity, the Government reserves the right to add new ("on-ramp ") to this IDIQ contract at designated intervals as needed.
The Government may initiate an on-ramp under circumstances including, but not limited to:
• A reduction in the number of active awardees due to off-ramping, terminations, or inability to perform.
• The need for increased competition or additional capacity.
• Changes in mission requirements that necessitate additional contractors.
• All incumbent contractors on the existing IDIQ who are 8(a) eligible and have received a CPARS rating of “Very Good” or higher in the previous evaluation cycle shall not be required to re-compete during an on-ramp competition.
b. On-Ramping Process:
• The Government/Contracting Officer will issue a solicitation or a special notice through the designated government procurement portal (e.g., SAM.gov) announcing the opportunity.
• The solicitation will outline the evaluation criteria, which may be consistent with or modified from the original IDIQ competition.
• Interested offerors must meet the minimum qualification requirements and evaluation criteria established in the on-ramping solicitation.
• The Government reserves the right to limit the number of new awards based on mission requirements and competition needs.
• Successful offerors will be awarded an IDIQ contract under the same terms and conditions as existing IDIQ contract holders.
2. Off-Ramping Procedures
To ensure continued high-quality performance and effective contract management, the Government reserves the right to remove contractors ("off-ramp") from this IDIQ contract under the following circumstances:
a. Off-Ramping:
A contractor may be off-ramped if:
• They fail to meet the minimum task order competition requirements (e.g., failure to submit proposals for a designated number of task orders within a specified period).
• They receive repeated poor performance ratings on awarded task orders per FAR Clause 52.249-2- Termination for Convenience of the Government.
• Offeror has graduated from the 8(a) program.
• Offeror has outgrown the 8(a) program in accordance to SBA guidelines.
• They voluntarily withdraw from the contract.
• They are suspended, debarred, or otherwise become ineligible to receive government contracts.
• There is evidence of non-compliance with contractual terms and conditions.
b. Off-Ramping Process:
• The Government will provide written notice of intent to off-ramp, stating the reasons and allowing the contractor an opportunity to respond.
• If applicable, the contractor may be given a corrective action period to address deficiencies before final off-ramping occurs.
• If the contractor does not resolve the issues within the designated timeframe, the Government may unilaterally terminate the IDIQ contract or remove the contractor from consideration for future task orders.
• The Government's decision to off-ramp a contractor is final and not subject to protest.
