About this file
Section J Attachment 10 is a Consolidated Facility Management Plan template that outlines minimum key requirements for a facility management contract. The document specifies 10 critical areas contractors must address, including method of operation, management positions, quality control/quality assurance processes, and technical performance requirements. Specific technical requirements include implementing Reliability Centered Maintenance, performing Vibration Analysis and Thermal Imaging, and using the State Department's Asset Management System (AMS) to track work orders and asset identification.
The plan mandates that technicians have formal training in their specific craft, verified by state licenses or training certificates with two years of continuous employment in commercial buildings. The document also details call center operational procedures, requiring the CFS Contractor to train operators on work order processing and prioritization, with specific procedures to be provided by Facility Management Services (FMS) for work order distribution and management.
