About this file

Section J Attachment 13 is a document detailing the qualification requirements for contractor employees in a Department of State Facilities Operations and Maintenance (O&M) contract. The attachment mandates that all contractor personnel must be fully qualified, with specific requirements including valid trade licenses, current certifications, and specialized training. Employees engaged in operation, maintenance, and repair functions must have resumes submitted with the proposal and undergo specific training, including basic computer skills, Microsoft Office proficiency, and 24 hours of factory training on Trane Summit and Building Logix Systems.

The document provides a template for position descriptions that requires contractors to specify required licenses, certifications, training, and qualifications for each role. Contractors must ensure all employees' documentation is current and submit copies to the Contracting Officer (CO) or Contracting Officer's Representative (COR), with new or replacement employees' documentation required at least 10 days before their start date. This attachment emphasizes the importance of workforce qualification and documentation in meeting the contract's technical and operational requirements for facility management services.
