National Foreign Affairs Training Center (NFATC) / SA-42

Site Overview: The National Foreign Affairs Training Center (NFATC) is campus facility that provides training for all Department of State staff. The facility consists of training classrooms, administration offices, multipurpose rooms, auditoriums, cafeteria, gymnasium, childcare facility, data centers and a central heating/cooling plant building. NFATC is located in Arlington, VA, and resides only a few miles away from Washington, DC.

Rentable SF: 374,924 Floors: (25) High, (9) Low & (1) Penthouse

Usable SF: 542,452 Parking: 934,123 sf., 1,690 Spaces

Roof SF: 288,189 Elevators: 15 (11 hydrlc., 4 MRL traction)

Asset Narrative: The Department maintains an asset inventory in its enterprise asset management system (Currently Maximo) that will not necessarily entail aspects of the building that will require maintenance and repair. Examples include but are not limited the following: Carpet Tiles, Ceiling Tiles, Wall Tiling, Wall Moldings, Wall Coverings/Paint and Trim Work. Refer to the OmniClass tables herein and the current asset inventory for greater detail as to what will require O&M for SA-42.

Site: SA-42 (NFATC) – A campus facility with a varying population of 3,500+/- personnel.

Total onsite personnel are dependent on number of courses in session, as well as planned events within the campus’ multipurpose rooms. The campus consists of (13) total buildings identified in alphabetical order (bldgs. A-B-C-D-E-F-G-H-I-J-K-L-M). The campus contains various structures to include Guard House’s, bicycle and motorcycle shelters, gazebos and turnstile shelters.

Envelope & Roof:

Varying envelopes: Primarily brick façade; however, the historic cottages have siding, and the childcare facility consists of both metal paneling and T-111.

Roofing: Most roofs at the NFATC campus are flat, combination of BUR and TPO Roofing.

Other roofing systems on campus include asphalt shingles, standing seam metal and composite slate.

HVAC: Most of the campus is operated by the Central Plant facility. The Central Plant has

(3) Trane centrifugal Chillers 685-tons, (2) Kewanee 16,738 MBH Boilers, (2) heat exchangers and (3) Cooling Towers 685-tons. This is a 4-pipe system that serves 66% of the facility, including buildings C-D-E-F-G-J-K. Other buildings on campus are stand-alone operated buildings. Building B assumes most of the remaining operations, as it has (3) Lochinvar Crest Condensing Boilers (1,500 MBH each), (3) Air-cooled Trane chillers 225-tons and (2) Central Station Air Handler Units 80,000 CFM.

Electrical: 34.5 kVA distribution, Mitsubishi and Eaton UPS systems, (8) Automatic Transfer Switches, (5) Diesel Generators, and (4) Load Bank.

Building Automation System (BAS): The NFATC campus utilizes Trane Tracer SC+ w/ Ensemble software for BAS controls. There are (3) workstations and (2) separate systems at the current time (bldg. B is currently isolated).

Conveyance: 11 Hydraulic Elevators, 4 MRL Traction Elevators. (57 total stops)

Safety & Protection Systems: The facility is equipped with Fire Suppression throughout all campus buildings with exception of the historic cottages (bldgs. H & I), including a hydrogen system within the building B loading dock. NFATC is protected by a Notifier alarm system, which spans all campus buildings.

Grounds Maintenance/Landscaping: The east parcel of the property rests on 64 acres, approximately 40 acres attributing to permeable surface of the grounds. These 40 acres are maintained by the Operations and Maintenance contractor; the west parcel (8-acres) is maintained by Arlington County under an existing MOU. There are vast gardens across campus, including (5) courtyards, (3) green roofs, (2) courtyard ponds, a bioretention pond system and (2) landscaped traffic circles.
