About this file
Section J Attachment 21 is a detailed specification for Reliability Centered Maintenance (RCM) Testing for electrical system components. The document outlines comprehensive testing requirements for electrical equipment, mandating that all testing be performed according to manufacturer recommendations, IEEE standards, NETA standards, or other applicable industry standards, with the most stringent standard applied when multiple standards exist.
The attachment specifies that testing frequency shall be determined by the method used to identify required testing, and if test results fall outside acceptable limits, testing frequency must be increased until passing results are achieved. The RCM testing encompasses multiple diagnostic techniques including oil sampling, lubrication analysis, thermographic inspections, vibration testing, and ultra-sonic testing, with the goal of identifying potential equipment degradation trends before media breakdown or component failure occurs.

Section J Attachment 21 Testing as part of RCM
Section J - Attachment 21 Reliability Centered Maintenance (RCM) Testing
a. Perform testing of all electrical system components as required by the manufacturer’s recommendations, Institute of Electrical and Electronics Engineers (IEEE) standards, International Electrical Testing Association (NETA) or other applicable industry standards. When multiple standards are applicable, the most stringent will be applied.
b. The frequency of testing shall be determined using the same method used to identify the required testing.
c. If test results fall out of acceptable limits, increase testing frequency until passing results are achieved allowing for degradation trends to be identified prior to media breakdown or component failure.
d. Testing as part of RCM for all electrical equipment and systems. shall include but not be limited to:
• oil sampling,
• lubrication analysis,
• thermographic inspections,
• vibration and ultra-sonic testing
