About this file
Section J Attachment 20 is a document detailing boiler and pressure vessel operation and inspection requirements for a federal facilities management contract. The document specifies that contractors must conduct flue gas analysis on all operable fueled boilers at the beginning of the heating season, using calibrated equipment. After testing, contractors must adjust burners and controls to maximize combustion efficiency and submit before-and-after condition reports to the Contracting Officer's Representative (COR) and Facility Manager.
The attachment mandates comprehensive annual boiler inspections, including internal and external examinations of boilers, unfired pressure vessels, and domestic hot water heaters, following manufacturer's preventive maintenance requirements. Inspections must include exhaust flu gas assessments using EPA Methods 9 and 22, with field reports and pictures uploaded to the Enterprise Resource Planning System (ERPS). Additionally, hot water regenerators require monthly inspections, and domestic hot water samples must be analyzed to ensure no contamination. Completed certification forms must be posted near the equipment, and all testing must use current calibration-certified meters.

• The Contractor shall conduct a flue gas analysis (using calibrated flue gas equipment) on every operable fueled boiler at the beginning of the heating season.
• Based on test results, the Contract or shall adjust the burners and/or controls on each boiler to maximize combustion efficiency.
• A report of BEFORE and AFTER conditions for each test shall be submitted to the COR and Facility Manager immediately after completion of the test(s).
• Boiler inspections must include Internal and External inspections on boilers, unfired pressure vessels, and domestic hot water heaters with respect to all environmental conditions resulting in total compliance with the manufacture’s PM requirements for each system or component. In addition, exhaust flu gas inspections using the guidelines from; Visible Emissions Field Manual EPA Methods 9 and 22, will be followed. Field report with pictures will be entered into the Enterprise Resource Planning System (ERPS). Combustion Air Analysis will be done at the same time as the visible emissions inspection. The meter used must have a current calibration certification and be able to print out the test results. The test results will be uploaded into ERPS. This inspection is annual.
• Copies of completed certifications or forms generated from the inspections or repairs shall be always posted on or near the equipment.
• Hot water regenerators shall be inspected monthly and domestic hot water samples shall be taken from each regenerator or the closest point of use faucet and analyzed to ensure the treated hot water hasn’t contaminated the domestic hot water.
