Summary

Pricing Instructions to Offeror

There are a total of eight (8) tabs in this pricing template which reflect varying geographical wage rates. Please complete all eight (8) tabs to allow for a fair comparison of all offeror(s), please provide fully loaded burdened rates and any escalation for the base and option years.
The government has identified potential labor categories to support the CFS IDIQ Effort. If needed, offerors may propose additional labor categories in the space provided. The hours field is locked and can not be changed.

*The USGOV understands that certain costs are site specific and will be addressed at the task order level. These costs may include, but not are limited to, Other Direct Costs (ODC), overtime, materials, follow-on maintenance, cyclic maintenance, system repairs, and travel-related costs.

**All Contractor Leads, Supervisors and Managers shall perform working level and day-to-day tasks included in the contract. Contractor Leads, Supervisors and Managers are not excluded from performing tasks related to their associated technical discipline to include but not limited to: electrical, mechanical, plumbing, general maintenance, etc.

Program Manager (TS)15The Program Manager shall have the authority to commit the Contractor’s financial resources, and act as the single point of contact with the Government, as required to meet the overall requirements of the Operations and Maintenance (O&M) Contract. The Program Manager shall hold a bachelor’s degree in an engineering/construction/facilities/contracts or related field or equivalent schools’ training/certifications and possess a Top-Secret security clearance. The Program Manager shall have a minimum of 15 years’ experience in related O&M support services and/or facilities management, with a minimum of 5 years’ experience in providing such services to large facilities or operations. The Program Manager must hold a certificate from either International Facility Management Association (IFMA) as a CFM, BOMI International as a FMC, or Association for Facilities Engineers (AFE) as a CPMM, or equivalent.•Certificate from either IFMA as a CFM

Quality Control/ Quality Assurance Lead (MRPT)5The Quality Control / Quality Assurance Lead shall have a strong working knowledge of O&M operations and the different systems in large buildings. They must have experience working in an RCM program and the different methods of non-destructive testing. They should have a minimum of fifteen (15) years in major Industrial complex or construction projects working in the QC/QA Department. As well as a minimum of five (5) years working as Quality Control / Quality Assurance Lead and possess a MRPT clearance. The Quality Control / Quality Assurance Lead will provide a method statement detailing how they set up and run a QC/QA Department. They should have working knowledge of O&M operations and the different systems in a large building.•Require MRPT Clearance

Chief Engineer (TS SCI)5The Chief Engineer shall possess certifications in equipment operations with 5 or more years’ supervisory experience in physical plant and building operations including power plants for large facilities and possess a Top-Secret security clearance. The Chief Engineer must hold a certificate from either Association for Facilities Engineers (AFE) as a CPE, United State Coast Guard Third Assistant Engineer License, of Steam, Motor, or Gas Turbine vessels of any horsepower, or a U.S. State Stationary Engineers License.•Require Top Secret SCI Clearance
•4 year degree in Facilities Management discipline.
Operation Manager (TS)15The operations manager shall have the authority to commit the Contractor’s labor force and the use of resources (tools, materials, parts and other materials) to meet the overall CFS requirements of the Contract. The Operations Manager shall hold a minimum of an Associates’ degree in a related discipline or equivalent schools training/certifications, possess a Top Secret security clearance and have a minimum of 15 years’ experience related O&M support services and/or Facilities management, with a minimum of 5 years’ experience in providing such services to large facilities or operations.•Require Top Secret Clearance

Trade Supervisors (TS SCI) 5 The Trade Supervisor/Foreman is responsible for overseeing and coordinating the daily operations of skilled trade workers to ensure projects are completed efficiently, safely, and to the highest standards of quality. This role requires strong leadership, technical expertise, and the ability to manage schedules, resources, and personnel effectively while maintaining compliance with safety regulations and company policies Example: Lead, supervise, and coordinate a team of skilled trade workers (e.g., electricians, plumbers, carpenters, welders, etc.) to meet project goals and deadlines.

This includes acquisition, disposition, leasing, maintenance, compliance, and ensuring that all assets meet performance and financial objectives. The role requires a strong understanding of property management principles, market trends, and regulatory requirements• 4 year degree in Facilities Management discipline and/or Business Management
Real Property Asset Management Manager (RPAM) (MRPT)8The Real Property Asset Manager is responsible for the strategic management, operation, and optimization of an organization’s real estate portfolio. This includes acquisition, disposition, leasing, maintenance, compliance, and ensuring that all assets meet performance and financial objectives. Safety Inspector (TS)15The Safety Inspector must be well versed on OSHA reporting requirements. HAZWOPER 40 and EM-385-1-1 certification are required. They must have a minimum of fifteen (15) years in major Industrial complex or construction projects working in the Safety Department. Additionally, they must have a minimum of five (5) years experience as Safety inspector. The safety inspector will provide a method statement detailing how they set up and run a Safety Department. A Top-Secret security clearance is required.•Require Top Secret Clearance
•Degree Environmental Health and Safety or have a current certification in the following: OSHA 10 & 30, HAZWOPER 40, EM-385-1-1.

Enterprise Resource Planning Specialist (ERPS) (MRPT)5The Enterprise Resource Planning Specialist Specialist should have five years or more experience in the use of Enterprise Resource Planning, such as Maximo, in Maintenance and Operations of facilities and buildings. They must have experience in managing a large preventive maintenance and repair portfolio of multi-site, multi building/facility. They will serve as the O&M Contractor’s Maximo subject matter expert and primary point of contact with DOS leadership for all matters involving Maximo and will interact with client/DOS subject matter experts in meetings and correspondence to gather maintenance information and coordinate with DOS in the development of O&M business practices and assist with Maximo user support. The ERPS supervisor will ensure the accuracy of asset data, completeness, and compliance with data standards, make certain that new assets are successfully created in Maximo after commissioning along with appropriate PMs, create PMs and routes to meet warranty and equipment recommendations and ensure PM workload is balanced.•Require MRPT Clearance
•Training certificate on Maximo system and annual continuing education certificates
Enterprise Resource Planning Supervisors (ERPS) (S)10The ERPS supervisor should have ten years or more experience in the use of Enterprise Resource Planning, such as Maximo, in Maintenance and Operations of facilities and buildings. Technical Writer III (MRPT) 3-5 Years The Technical Writer is responsible for creating, editing, and maintaining technical facilities management documentation that communicates complex preventative maintenance to consolidated facilities services provider. This includes user manuals, technical guides, product specifications, and online help systems. The role requires excellent writing and organizational skills, technical proficiency, and the ability to collaborate with engineers, and product teams to ensure accurate and high-quality documentation. • BS Degree required

Service Desk Support / CMMS Analyst (Tickets for CMMS/Asset Data Entry) (MRPT)1-2The CMMS Analyst is responsible for the administration, analysis, and optimization of the Computerized Maintenance Management System (CMMS) to support efficient maintenance operations. This role involves managing ticketing system , generating actionable insights, and ensuring the CMMS is aligned with organizational goals. The CMMS Analyst collaborates with maintenance teams, planners, and other stakeholders to enhance reliability, track asset performance, and drive continuous improvement.• Training certificate on Maximo system
Structural/ Civil Engineer (MRPT)8The Structural/Civil Engineer is responsible for designing, analyzing, and overseeing the facilities infrastructure to ensure they are safe, functional, and durable. Administrative Assistant (MRPT) 5 The Administrative Assistant is responsible for managing schedules, handling communications, preparing reports and documents, and assisting with the coordination of CFS vendor activities. Administrative Assistant shall organize and maintain paper and electronic files and records, coordinate meetings, conferences, and other events, including preparing agendas and taking minutes

•Have 5 years of experience and training of Microsoft office suite (ie. Word, PowerPoint, Excel, Access)
General Clerk (MRPT)2General Clerk is responsible for data entry, filing, answering phones, sorting mail, and assisting with basic record-keeping. The ideal candidate is detail-oriented, dependable, and able to follow instructions with minimal supervision. Perform data entry and update records and databases accurately. File, retrieve, and maintain physical and electronic documents.•Require MRPT Clearance
•Have 2 years of experience and training of Microsoft office suite (ie. Word, PowerPoint, Excel, Access)
BAS Engineer (TS) or (TS SCI) clearance is site specific.>10The BAS Engineer is responsible for the maintenance, upgrading and optimization of the building automation systems (BAS) that control and monitor a building’s mechanical, electrical, and plumbing systems to include heating, ventilation, air conditioning (HVAC), lighting, and energy management. The BAS Engineer will manage and track all service contracts, projects and repairs to the BAS. The BAS Engineer ensures the efficient operation and upkeep of these systems, contributing to energy savings, comfort, and safety for DOS building occupants.•Require Top Secret Clearance or TS SCI

As well as a minimum of five (5) years working as QC/QA Inspector and possess a Secret clearance.
