About this agency
The Department of State Office of Acquisition Management is the civilian agency responsible for managing federal contracts and grant awards to support diplomatic, law enforcement, and facility operations for U.S. missions worldwide. The office coordinates acquisition across the Department's sub-agencies, including the Bureau of International Narcotics and Law Enforcement Affairs (INL), the Bureau of Diplomatic Security, the Bureau of Overseas Buildings Operations (OBO), and regional procurement support offices.
The Department awarded 992 federal contracts cumulatively since 2003, with combined potential value of $2.85 billion and $2.01 billion obligated to date. Contract activity has remained steady over the past five years, with 149 awards in 2022, 167 in 2023, 177 in 2024, 61 in 2025, and 79 year-to-date in 2026. The most recent recorded award date is October 30, 2026. Across the portfolio, 499 distinct prime contractors have been awarded; competitive concentration is highly fragmented, with the top five primes by award count covering only 19 percent of recent awards. Human Technologies Corp leads by award count with 31 recent awards totaling $29.3 million in combined potential value, followed by F & D Federal LLC with 30 awards and Makwa Global Security Solutions, LLC with 28 awards. By potential value, the top five primes cover only 3 percent of combined value, reflecting the Department's reliance on smaller vendors and transactional diversity across diplomatic and facility-support work.
Set-asides are concentrated in full open competition: 609 awards (61 percent) carry no set-aside designation. Small-business set-asides account for 15 percent of awards; 8(a) designations (sole source and competitive combined) total 91 awards (9 percent); HUBZone awards total 51 (5 percent); and service-disabled veteran-owned small business awards total 27 (3 percent). Woman-owned small business awards account for 20 awards (2 percent).
The Department issued 14 federal grant awards cumulatively since 2010, with combined federal dollars obligated of $1.6 million. All 14 awards are Project Grants. Grant activity has been minimal and sporadic—one award in 2010, ten in 2011, one in 2012, one in 2014, and one in 2020; no grant awards have been recorded since December 15, 2020. Across the portfolio, nine distinct grant recipients have been funded. Grant-making at the Department of State Office of Acquisition Management is not a current active funnel.
Recent contract opportunities span diplomatic security, facility renovation, health insurance for locally employed staff, and specialized services. The Department posted a pre-solicitation on October 21, 2026 (deadline November 2, 2026) for TAMLOC refurbishment in Tegucigalpa, Honduras, including demolition, redistribution of spaces, electrical systems, and building code compliance. A pre-solicitation on October 16, 2026 (deadline October 31, 2026) seeks sources for local guard services at the U.S. Mission in Guatemala City, requiring personnel to pass background investigations and meet terrorist-attack deterrence standards. The Bureau of Overseas Buildings Operations posted a pre-solicitation on October 9, 2026 (deadline October 23, 2026) for an IDIQ contract to replace fire alarm systems at approximately 120 U.S. embassies, consulates, and missions worldwide, designated as a total small-business set-aside. The Department also solicited personal services contractors for advisory roles at overseas missions, including a Senior Law Enforcement Advisor position in Abuja, Nigeria (closed October 20, 2026) and a Deputy Law Enforcement Coordinator position in Mexico City (closed October 22, 2026), both offering FS-02 salary levels equivalent to GS-14. Health insurance solicitations for locally employed staff at embassies in Portugal (deadline October 28, 2026) and other stations remain open. Market research notices remain active for construction security personnel, satellite phones and service plans, civilian armored vehicle manufacturing, and facility equipment procurement.
