Government Response
Will the government consider providing all applicable WD’s including CBA's for the IDIQ? Some CBA-covered labor classifications reflect wage rates can significantly exceed prevailing market levels, making it difficult for contractors to establish accurate and defensible ceiling rates without full visibility into the applicable WDs. Inclusion of this information would support realistic pricing, mitigate risk, and promote fair competition.
The Government does not possess the incumbent contractor’s Collective Bargaining Agreements (CBAs); however, Offerors are also encouraged to reach out directly to the incumbent contractor or relevant union representatives to obtain additional information, as appropriate or to check online as CBAs may be available from the Office of Labor- Management Standards (OLMS) Online Public Disclosure Room. Please refer to Section J, Attachment 04 for the site locations - DC, VA, MD, CO, NH, SC, FL, and KY to research applicable Wage Determinations on the SAM.gov database
Will the government please provide clarification on the role of the Program Manager? It seems that this position is non-billable and based at the PgMO site. If it is indeed non-billable and considered part of the contractor's indirect costs, we believe it would need to be allocated to multiple contracts as "overhead.” This does not appear to be the case.
Will the government provide the position description for the Project Manager for all CFS sites?
Will the government clarify if the Project Manager or the Operations Manager is running each site?
Yes, the position is non-billable. The Program Manager at the IDIQ level for both the PgMO and CFS suppliers are non-billable and shall be a part of the contractor’s indirect costs. Each awardee shall allocate costs as they deemed necessary.
At the task order level, the Project Manager/Operations Manager is a billable LCAT for those CFS awardees and is required to run each site.
As a follow up to Q&A posted to SAM.gov on 6/26/2025, questions #40 and #52, which state that the offeror must provide a detailed Project Management Plan, will the Government please define the requirements for the Project Management Plan, including the difference between this
Correction. The offeror must provide a Program Management Plan according to C.3.5.

question #186, The answer states, “The Program Manager is a non-billable position. The PM must be available for in-person supervision and coordination in support of government requirements to meet contractual requirements. These duties cannot be performed from a remote location.” Will the Government clarify whether it is the Program Manager (IDIQ level) or the Project Manager (task order level) is required to be on-site to provide in-person supervision and coordination in support of government requirements to meet contractual requirements?
The Project Manager and/or Operations Manager assigned at the task order level are required to be on-site to provide in-person supervision and coordination in support of the Government’s contractual requirements.
Regarding the IDIQ-level Program Manager (non-billable), the Government has reassessed its position. While this individual is not required to be physically located within the National Capital Region (NCR), they must be able to respond and report in person to any performance location within 24 hours of a request from the Contracting Officer (CO) or Contracting Officer’s Representative (COR). This adjustment is intended to ensure continued responsiveness to DOS needs while addressing industry concerns about the burden of maintaining a full-time on-site presence.
question #115, the Government states that the CFS Services Matrix shall be submitted as part of the offeror’s proposal submission. Will the Government please provide guidance regarding the following:
(a) In which Volume and Factor should the CFS Services Matrix be provided in the Offeror’s response?
(b) Will the CFS Services Matrix be included in the page count limits of the Volume and Factor in which it is to be added?
(c) Will the Government provide instructions for completing the Matrix, including with what specific information the Government requires the Offeror to fill out the blank cells of the
The CFS Services matrix is required at the Task Order level and will be included with the Task Order solicitation documents. Attachment 15 CFS Services Matrix is provided as a template for the Task Order deliverables and does not need to be included with the offerors IDIQ proposal.

It appears that certain formulas were not updated or corrected in Amendment 0002’s updated Attachment 23.
Specifically, in the Outside-O&M LCAT, NCR-O&M LCAT, Colorado-O&M LCAT, Florida-O&M LCAT, Kentucky-O&M LCAT, New Hampshire-O&M LCAT, and South Carolina- O&M LCAT worksheets, the formulas in cells M78 and Q78 are referencing incorrect hourly and dollar amounts for CLINs X008 and X009. Cell M78 adds together the Estimated Hours amounts from cells M61 through M77.
Cell Q78 adds together the Estimated Price amounts from cells Q61 through Q77. Will the Government confirm whether a revision is forthcoming to correct the formulas in cells M78 and Q78?

In the Q&A Document from July 1, 2025, the Government’s answer to question #32 states, “Currently there are no CBAs.” However, we know this to be inaccurate, as several CBAs are currently in place under the incumbent contracts and are expected to remain applicable to the upcoming task orders. To ensure all Offerors can develop accurate and compliant pricing that reflects prevailing wage requirements, will the Government provide the current CBAs associated with this requirement?
The Government does not possess or cannot release any Collective Bargaining Agreements (CBAs) related to the current contract, as they may be proprietary to the incumbent contractor or the union. The Government can provide the cities and states where services will be performed, so offerors can search WDs on the SAM.gov Wage Determination Database. Offerors are also advised to reach out directly to the union or incumbent contractor for further information, as appropriate.
For full site addresses please refer to Section J Attachment 04. Sites are located in DC, VA, MD, CO, NH, SC, FL, and KY.
If the Government is unable to provide the applicable CBAs, will Offerors be permitted to propose rates above the IDIQ ceiling rates in instances where current CBA rates exceed the established ceilings?
Offerors are expected to propose rates that do not exceed the established IDIQ ceiling rates. The Government is not obligated to adjust IDIQ ceilings to accommodate higher CBA rates. If CBA wage determinations result in costs above the ceiling rates, Offerors must assess whether they can meet the requirements within the current pricing structure.
While the Government acknowledges the concern, no further changes to ceiling rates will be made, and no additional questions will be answered at this time.
Question: The attachment 19AQMM25R0151 P00001.pdf excludes more than 30 pages of Section B – K material to include Section M – Evaluation Factors for Award. Also, the modified solicitation is not conformed to include changes from Amendment 1 answers to questions. Will the Government please provide a conformed copy of the solicitation?
Evaluation factors for award are provided in Section M of the solicitation. While a fully conformed version of the RFP has not been issued, all amendments and Q&A responses are considered integral to the solicitation and supersede previous language where applicable. Offerors are responsible for reviewing and incorporating these updates when preparing their proposals.
Question: In the Government’s answer to question #145 in Amendment 1, the Government indicated it would issue an updated Attachment J-25 as a fillable PDF with signature fields. The updated Attachment J-25 was not provided with the Amendment 1 on June 26, 2025 in SAM.gov. Please provide the updated attachment.
Please disregard the previous response to Question #145. We apologize for any confusion. Offerors may use Adobe or a similar tool to complete the current version of Attachment J-25 electronically, or they may manually fill it out, sign it, and submit a scanned copy with their proposal.
In the CFS section of the Pricing Tabs, CLIN3008A-D includes extra hours totaling 5,736 instead of 1,912. Will the Government make the necessary update?

Q&A – Question 29 - Quality Control/Quality Assurance Lead but the Job Descriptions refers to a Quality Control/Quality Assurance Supervisor. Question: Is this position a Lead or Supervisor?
Answer: To include both a Lead and Supervisor position.

Can the Government identify which position should be a supervisor and update the Pricing sheet accordingly?

Q&A – Question 29 - Question: We request the Government add the following labor categories to the CFS Program Manager Site Supervisor Safety Manager Quality Control Manager Operations Manager Administrative Assistant General Clerk III Maintenance Mechanic Maintenance Trades Helper Mechanical Supervisor Senior Chief Engineer Utility Maintenance Mechanic If these labor categories are not added, how will these labor categories be able to be priced at the site task order level?
Answer: All suggested LCATS have been updated or added to the pricing sheet.

In the CFS section the Labor categories that were to be added are not listed. Can the Government please add the labor categories and amend the pricing sheet?
Offerors are welcome to add any additional labor categories they deem necessary to support their proposed approach at the site task order level.
While the Government has updated the pricing sheet with commonly requested labor categories, offerors may insert additional labor categories into the worksheet as needed to reflect their proposed staffing structure. Please ensure any additions are clearly labeled and priced accordingly.
Attachment 23 Pricing Sheet Update. Question: Does the Government require or desire overtime rates for any of the labor categories provided in Attachment 23? Answer: The offeror has the ability to add additional CLINS to capture overtime hours or labor categories that may be essential to execute the contract. Attachment 23 Pricing Sheet Update
The Government does not specifically require overtime rates; however, offerors may add them if deemed necessary to reflect their proposed approach. Offerors may include additional labor category descriptions and qualifications under the “Additional LCAT” tab. Overtime or other is still un-editable. Please advise how to add extra CLINS, Labor Categories or Overtime hours to the spreadsheet?

The government has placed a number of requirements on the Program Manager, including TS Clearance, Facility Management Certifications, and the requirement to be available in person, and stated that it is a non-billable position. These requirements place the Program Manager for the contract in a direct support role on this contract; no other positions carry the same level of requirements. Can the government confirm this is a non-billable position?

Will the Government consider an extension until July 22?
Prospective bidders are still absorbing the impacts of the nearly 250 questions that resulted in over 60 pages of answers. Allowing an additional week for contractors to responsibly adjust pricing and technical strategies more closely mirrors the 3 weeks’ time between question due date and subsequent answers were provided. Thank you in advance for allowing contractors to provide the best solution to DOS.
The Government does not intend to issue an extension past July 15, 2025 at this time. Offerors were provided with a Draft RFP prior to the release of the final solicitation, which allowed ample opportunity to review and prepare for the structure and requirements of this procurement. While the final Q&A responses were extensive, they largely clarified information already available within the solicitation or expanded upon previously asked questions.
Additionally, the Government will not be addressing any further questions related to the Go/No Go criteria. The criteria were clearly stated in the original solicitation, and no material changes have been made. Offerors are expected to use their professional judgment when selecting past performance examples that align with the stated thresholds. The evaluation team will assess responses based on the information provided in accordance with the solicitation requirements.
