About this file

The document is an Air Force Form 103 (AF Form 103) Work Clearance Request for right-of-way vegetation clearing at Joint Base Charleston, covering both the Air Base and Naval Weapons Station locations. The form provides detailed instructions for obtaining dig permits, which require coordination with multiple agencies including NIWC Facilities Help Desk, NMCI, SDDC, AFSBN, Communications, Environment, and Safety departments. Key procedural requirements include calling Palmetto Utility Protection Services for a tracking number, submitting a completed AF 103 form with a work area sketch, and allowing 5-8 business days for processing.

The associated federal contract opportunity solicitation (FA441825Q0043) seeks right-of-way vegetation clearing services through the establishment of Blanket Ordering Agreements. The 628 Civil Engineering Squadron requires vegetation clearance services within Joint Base Charleston installation boundaries and around installation-owned utilities. The government intends to award two initial orders alongside the agreements, with future orders to be competitively bid among the selected vendors. The solicitation is managed by the Department of the Air Force Air Mobility Command, with the goal of maintaining and clearing vegetation around base utilities and right-of-way areas.
