About this opportunity

The Department of the Air Force Air Mobility Command's 628 Civil Engineering Squadron is seeking right of way vegetation clearing services at Joint Base Charleston through the establishment of multiple Blanket Ordering Agreements (BOAs). The procurement covers vegetation management across approximately 72 miles of electrical, vehicle, and pedestrian rights of way on both the Air Base and Naval Weapons Station, including electrical line clearance with minimum 20-foot horizontal clearances and tree removal in hard-to-access areas. Contractors must demonstrate substantial performance confidence through past performance references and submit detailed pricing for two initial work requests covering 15 sites with varying linear footage requirements ranging from 300 to 10,100 feet. The government will evaluate quotes based on total evaluated price and past performance, with the intent to award up to three BOAs that will enable future competitive task order competitions among selected vendors. Amendment 01 was issued on September 4, 2025, extending the quote submission deadline to September 10, 2025, at 5:00 PM EST, and providing updated statements of work and questions and answers from the mandatory site visit.

This procurement is 100% set aside for small businesses under NAICS code 561730 (Landscaping Services) with a $9,500,000 size standard, and no incumbent contractors are identified in the solicitation documents. While specific award values are not disclosed, the government intends to award two initial orders simultaneously with the BOAs, suggesting immediate work availability beyond the framework agreements. The performance timeline includes a five-year BOA period with individual work orders having 30-day performance periods, and normal working hours are restricted to Monday through Friday, 7:00 AM to 5:00 PM. All work will be performed at Joint Base Charleston in North Charleston, South Carolina, covering both the Air Base and Naval Weapons Station facilities within installation boundaries and around installation-owned utilities. Contractors must obtain base access credentials and comply with stringent security requirements, including background checks and adherence to force protection conditions throughout the contract performance period.
