About this opportunity

The Department of the Air Force Space Command seeks up to five IDIQ contracts for maintenance, repair, and new construction of buildings and base infrastructure at Vandenberg Space Force Base and nine remote California locations, with proposals due March 13, 2025 at 12:00 PM Pacific Time. This is a competitive 8(a) small business set-aside; only 8(a) Program Participants registered in NAICS 236220 (Commercial and Institutional Building Construction) are eligible to submit offers.

Place of performance includes Vandenberg SFB and remote sites: Oak Mountain, Vandenberg Village Antenna Farm, Pillar Point Air Force Station, Anderson Peak, Laguna Peak, Santa Ynez Peak, Naval Base Ventura County Point Hueneme, Naval Base Ventura County Point Mugu, and Orcutt Hill. Work will be performed under design/build or bid/build processes and includes demolition, site work, excavation, concrete, masonry, structural steel, electrical, mechanical (HVAC), painting, and millwork.

The NAICS size standard is $45 million. Individual task orders range from $2,000 to $25 million; the total program ceiling is $525 million. The base period runs five years with one two-year option. Each awardee receives a minimum guarantee of $2,000.

Offerors must hold an active California General Contractor License (Class A or B) and demonstrate bonding capacity of up to $60 million. Contractors must provide program managers with 10 years of experience, site superintendents, quality control managers, and safety officers for each task order. All work is subject to Davis-Bacon Act wage rates; Santa Barbara County, Ventura County, and multistate wage determinations apply depending on task location. Environmental, security, and VSFB-specific compliance requirements include HAZMAT management, cultural resource protection, restricted-area access protocols, and CAD standards adherence.

Evaluation uses Highest Technically Rated Offeror (HTRO) methodology with Fair and Reasonable Price. The technical proposal (Volume II) is limited to 80 pages and scored on past experience across 12 construction categories (erosion stabilization, electrical distribution, hazmat abatement, blast-resistant construction, facility renovation, fire systems, electrical repairs, HVAC, ICD 705 secured rooms, and environmental/cultural projects). Offerors self-score using a 75,000-point worksheet; the government validates scores for the top five self-scored offerors. Price evaluation focuses on fully burdened hourly rates for Program Manager, Superintendent, and Quality Control Manager across fiscal years 2025–2032. Past performance is not evaluated as a scoring criterion.

Pre-proposal questions are due February 27, 2025 at 12:00 PM Pacific Time. An Industry Day was held February 20, 2025. Three amendments have been posted, most recently on March 11, 2025, modifying FAR clause applicability and bonding capacity scoring ranges.
