5. National Fire Code (NFPA 1)
6. Base Architectural Compatibility Guide
7. Unified Federal Criteria (UFC)
8. Unified Facilities Guide Specifications (UFGS)
9. OSHA 1910.269, ANSI Z133
B. LOCATION: Various selected areas, Joint Base Charleston, Weapons Station, SC.
C. SCOPE OF WORK: The project requirements include but are not limited to the following major items of work:
Vegetation encroachment within the electrical distribution rights-of-way currently poses significant risk to system reliability, general safety, and wildfire mitigation. Regular clearing of the rights-of-way around JBC is necessary to maintain proper clearance around power lines in accordance with all applicable local, State, and Federal standards.
1. Contractor shall conduct a site survey to confirm measurements and boundaries prior to construction.
2. Contractor shall provide all labor, materials, and equipment required to clear small trees and all vegetation along the designated electrical utility rights-of-way corridors. This work shall establish a minimum horizontal clearance of 20 feet on each side of all overhead power lines and provide safe, unobstructed access to larger limbs and trees.
Avoid damage to existing structures, utility poles, or equipment. Any damage caused to Government property shall be fixed by DCC at no cost to the Government
3. Contractor shall manually trim limbs near overhead power lines using a pole saw and/or chainsaw, taking all necessary precautions to avoid contact with the power lines. The Government Project Manager and 628 CE Electrical Shop will assist onsite to confirm all large trees designated for removal.
4. Contractor shall remove all large trees located within the minimum 20-foot horizontal clearance on each side of the overhead power lines (using the center of the power pole as the point of reference) using a track excavator, or equivalent equipment. Felled trees shall be dragged to a centralized staging area for loading and transported to a government-designated laydown area. Contractor may utilize composite mats to protect asphalt, concrete driveways, and walkways. Timber mats may also be used as necessary to minimize ground disturbance in designated wooded areas.
5. Contractor shall mulch all limbs, trees, and stumps at the government-designated laydown area. Mulch shall be evenly spread across ensuring a flat distribution with no remaining piles.
6. Contractor shall perform final grading and cleanup of all disturbed areas within the right-of-way and laydown areas, ensuring a smooth, uniform finish suitable for ongoing maintenance and access.
7. Contractor shall submit a Right-of-Way Clearing Plan and Environmental Protection Plan for approval for each right-of-way to be cleared
8. CE is aware that the current status of the rights-of-way makes performing this work a safety concern as the rights-of-way have not been maintained properly. This has resulted in encroachment of overgrowth at/around the poles as well as tree branches actively resting on the electrical transmission lines. These hazards present a condition where the lines may need to be de-energized to perform this work. CE PM will coordinate with 628 CE Electrical Shop to de-energize any transmission lines deemed too dangerous to work while energized.
9. Contractor shall utilize appropriate flaggers and barricades in work zones near roads or public access areas.
10. Any lay down areas designated shall be returned to existing conditions prior to de-mobilizing from site
11. Contractor responsible for all measurements for proposal purposes, quantities listed in this SOW are approximate.
