South Weymouth, MA and ANT South Portland, ME;
• ZONE 4: District 14 (Primary location Guam)
The following factors shall be used to evaluate offers:
(1)Technical, (2) Past Performance, and (3) Price. All evaluation factors other than price, when combined, are significantly more important than price; however, price will become more important as the differences between the other factors become less.
FACTOR (1) TECHNICAL (equally as important as Past Performance)
(A) - Technical Understanding/Capability The Government will evaluate the offeror’s ability, method/approach to providing all the requirements in the Solicitation as identified in their technical section/proposal. The technical proposal should be precise and include offeror’s abilities, plans, facilities, organization or other pertinent facts that are important to accomplishing this requirement. Technical will be rated as to the extent the offeror can clearly and fully demonstrate that it has a thorough understanding of the requirements. Offerors that cannot specifically address their ability, method/approach to providing all the requirements in the PWS or that do not submit a Technical Section with their offer may be rejected without further consideration.
(B) – Personnel The Government will evaluate the offeror’s ability to clearly and fully demonstrate that it has a thorough understanding of the requirements and can successfully provide information including personnel, staffing, specific tasking for buoy overhaul and transportation. The Government will evaluate relevant experience of personnel in overhaul/repair of ATON Buoys or similar items.

rework procedures. Description of Property Management and Controls to include procedures for material procurement, tracking and storage; equipment availability and facilities.
FACTOR (2) Past Performance (equally important as Technical ) The Government will evaluate an offeror’s past performance to determine the degree to which current and previous contract efforts indicate the probability of the offeror successfully accomplishing/performing the requirements of the statement of work. The currency and relevancy of the information, source of the information, context of the data, and general trends in contractor’s performance will be considered.
The Government may use a variety of sources, data, and/or information available about the offeror’s current or past performance, not just the information identified by an offeror, to evaluate past performance. Sources that may be used to evaluate past performance include, but are not limited to: (1) the Contracting Officer’s knowledge of and/or previous experience with the offeror, (2) past performance questionnaires/surveys, (3) the Past Performance Information Retrieval System (PPIRS), and/or any other source. Although the Government will consider information obtained from other sources, the burden of providing thorough and complete past performance information rests with the offeror.
Past performance information received from the offeror shall be within the past 5 years or ongoing and be relevant to this requirement (i.e., the same or similar requirement.) Only relevant past performance will be evaluated. An offeror’s lack of relevant past performance will not be evaluated favorably or unfavorably and will be rated as “neutral”. However, a strong record of relevant past performance will be considered more advantageous to the Government than a "neutral" rating.
FACTOR (3) Price (least important)
The Government will evaluate price for reasonableness. The Government reserves the right to conduct a price realism analysis to determine whether an offer’s proposed prices are realistic for the work to be performed and reflects a clear understanding of the requirement. The other evaluation factors are significantly more important than price. Although price is not the controlling factor in award of a contract, it is an important factor and should not be ignored. The degree of its importance will increase with the degree of the equality of the offers in terms of the other evaluation factors which selection is based. If competing offers are substantially equal in technical and past performance, price may be the controlling factor in award.
(a) Offerors are required to provide prices for all items/CLINs. A zero dollar figure ($0.00) unit price means the offeror shall provide the service/supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable and the Government has discretion whether to reject the offer without any further consideration.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
