RFI for AFRH Solicitation #47PM0325R0002

Line No. RFI Government's Response

Should the CPM schedule include only Area A or Area A and Area B? Schedule shall include both Base Bid and option areas.

On the bid form there is a note for “instructions” that refers to line numbers in the form.

The line numbers are not shown in the form, so it is not clear what the intent is. Please clarify. Amended bid form was provided in Amendment #2.

Please confirm that the Waste Management Plan is to be created by the successful contractor post award and is not part of the Technical Proposal to be submitted with the bid.

The waste managment plan does not need to be submitted with the technical proposal.

Demolition On sheet AD110 the diagonal hatch pattern is not indicated in the legend. Please clarify if existing ceilings in this area are to remain and how they are constructed. The diagonal hatch is for ceilings out of the scope of this project.

On sheet CS103 at the main entrance to the building there is 12” HDPE piping and inlets indicated. Please clarify how the new work is to connect to the existing and what the elevations are. The lower right corner of the sheet contains a structure schedule and inverts.

On sheet CS103 along the east side of the building at four locations please clarify how the new 4” sewers should be connected to existing sewers and what the elevations are.

It appears that the inverts out of the building was set 4’ below grade of asphalt driveway. The inverts of the existing MH’s are 289.66 and 289.01 which is 6’ to 7’ of fall from the proposed invert out of the new sewer.

On sheet CS103 there is a “proposed 3” gas service” indicated on the south side.

Please clarify the extent and nature of this work.

Contractor shall install new 3" gas service from existing vault, connect to all new generators.

Civil On sheet CS103 at the main entrance to the building there is 12” HDPE piping and inlets indicated. Please clarify how the new work is to connect to the existing and what the elevations are. Refer to Question 154.

Civil On sheet CS103 along the east side of the building at four locations please clarify how the new 4” sewers should be connected to existing sewers and what the elevations are. Refer to Question 155.

Civil On sheet CS103 there is a “proposed 3” gas service” indicated on the south side.

Please clarify the extent and nature of this work. Refer to Question 156.

Architectural The scope of keynotes LS-1 and ST-2 is general, citing the need to clean and replace damaged stone panels. Note that LS-1 is not deployed in elevation details 8 & 9 on A220, nor is ST-2 deployed on elevation details 1/A211, or in elevation details 1, 2, 3, 4, 5, 8, and 9 on sheet A220. Please confirm that stone cleaning and repair is not required on the elevation details listed here.

Per LS-1, all limestone panels to be cleaned. Per ST-2 all granite panels to be cleaned. LS-1 and ST-2 also cover general minor repair work as indicated in the notes. The notes apply to all existing limestone and granite panels which are to remain or be reused in the project.

Architectural The subtle shading used on sheet A220 makes it difficult to differentiate between stone materials. Please confirm that Keynote LS-3 is intended to apply to the 9 limestone panels in the darkly shaded areas on details 3/A220 and 4/A220.

As indicated in the legend, the darker shading indicates granite panels. The majority of the panels on the building are limestone, with the existing granite panels limited to the base of the building (to the level of the window sills on the lowest level).

Architectural On Pg AI601, in the finish legend, the note at the end of P-Lam-7 says they want that Wilsonart P-Lam for all cabinet interiors? Can you confirm that they want that (and why) vs the cheaper and more common melamine interiors?

Exposed surfaces of all closets must be plastic laminate for durability as outlined in specification 064116. Interior surfaces of cabinets may be melamine per industry standard and as noted in specification 064116. Provide in color to match PLAM-7

Architectural Can GSA provide historic drawings of the exterior cladding installation and/or means of attachment? No such drawings are available at this time.

Architectural To expand upon Specification 024119 part 3.4.D, would it be permissible (as a cost-saving measure) to store the salvaged stone cladding in a well-defined area on site using warehouse racking? Refer to Question #23 issued with Amendment #3, Structural For the purposes of the bid, what should be assumed for the length of the helical pile foundation system and how many helical piles should be assumed?

Per geotech report, helical pier length of 35 ft is required to achieve required compression capacity.

Helical pier counts are provided on foundation plans and sheet S602.

Structural Please provide the geotechnical report that is referenced on S001 H.1 & L.2 Geotech report issued with Amendment #3.

Structural Are the piles to be treated as a delegated design by the specialty pile contractor? Yes. Per Spec Section 316613 - Helical Piers, the piles are a delegated design.

Structural Are the loads noted on the drawings copied from the Geotech report or calculated based on building loads?

Loads shown in Note L.1 on sheet S001 are calculated based on building loads, and validated by the Geotech report.

Structural For design of the piles, should we use the column loads from sheet S601? No. Helical piers must provide the capacity stated in Note L.1 on sheet S001 Structural S100A: On S100A the pile caps at column line intersections 15.6-C and 17.6-C are called out in plan view as pile cap type PC-8A. These pile caps in plan view scale to match the size of pile cap type PC-6A. Please confirm the pile caps at these two locations should be noted as type PC-6A. Yes, provide PC-6A caps at columns 15.6-C and 17.6-C Structural S100A: On S100A the new perimeter foundation wall rests on top of pile caps and grade beam GB-1. At the North-West corner of the perimeter of new foundation walls there is no call-out for GB-1 between pile caps. This condition starts at F.8-6.2 and continues west/counterclockwise until the wall terminates at G.66-6.66. Please confirm that grade beam GB-1 should be installed between these pile caps to support the foundation walls.

Between caps 8C & 7A, the clear space is very short. Between caps 7A & 2A, the retained height of the wall reduces, and with it the lateral load. In both cases, the wall, tied to caps per 1/S511, spans between caps without the need for grade beams.

Structural S100A: The existing pavement in the North alley between column lines 5.35-6.14 & AN- HN.45 will need to be partially demolished and replaced to install the new pile caps and foundation walls. Structural details imply that this alley pavement is concrete pavement, however the civil drawings do not provide information regarding the existing construction.

a. Please confirm the pavement in this alley is concrete pavement.

b. If this pavement is concrete pavement, please provide a civil detail for the replacement of this pavement.

c. Please provide existing elevations of this pavement. The civil drawings do not seem to provide existing elevations in the alleys, which is required to determine the brick-seat height of the foundation walls.

A. Saw cut and remove existing asphalt paving as necessary to install structural elements.

B. Repave with asphalt in line and grade providing positive drainage away from the building face and towards the entrance to the alley. Utilize heavy duty asphalt paving. Maintain the existing drainage pattern.

C. Elevations of ramp range from 299.95 to 301.10.

Structural S/511 & A/502: Detail 4/S511 shows the slab edge detail at exterior perimeter walls, noting the edge of slab abuts the new perimeter foundation wall with expansion joint.

Detail 6/A502 shows the same situation, however the slab directly abuts the perimeter foundation wall with bentonite waterstop in lieu of expansion joint.

Please confirm which detail should be followed for exterior wall conditions.

Provide isolation joint material between the interior slabs-on-ground and the perimeter foundations walls, in accordance with structural detail 4/S511.

Structural A707: Detail 1/A707 shows mortar beds and topping slabs at new showers. The topping slabs are implied to extend out past the extents of the bathrooms. The demolition plans, such as AD101A.1, note demolition of existing topping slabs for the new mortar beds with note SD3. For newly constructed floors at levels 1, 2, & 3 there are seemingly no notes regarding new topping slabs on top of the SOMD.

a. Please confirm there are no new topping slabs on top of the SOMD.

b. If there are new topping slabs on top of the SOMD, please define the extents, build-up, reinforcement, etc.

A. No topping slab on new SOMD (slab on metal deck).

B. We will provide an additional new detail for showers over new SOMD, detail 1/A707 is for existing slab conditions.

Plumbing On sheet P102A there are notes and circles indicating existing rain leaders (RL) but not all of the notes point to circles, and some of the circles seem to misplaced or missing altogether. Please clarify these locations.

There is a (RL) rain leader at each location labeled. Only graphically, a few of the risers are not showing properly

No additional site visits will be scheduled.

The owner does not know to what space this question refers. Refer to Spec.
