RFI for AFRH Solicitation #47PM0325R0002
Line No. RFI Government's Response
For the AFRH Sheridan Building Renovation project, the proposal Evaluation Factor A: Past Performance currently defines similar projects as phased renovation work in occupied Residential Facilities and/or Assisted Living Facilities. All three projects are required to meet this definition of similar, be 150,000 SF, have a contract value of $100 million, and be completed in the last six (6) years in order to achieve an Excellent rating. Phased occupied renovations of residential/assisted living facilities of the required size and value (150,000 SF and $100M) are extremely rare. Almost all renovations of this size require that the tenants move out and the renovations are performed in an empty building. As such, we request that the similar projects definition be altered to read as follows, “ Similarities include renovation work or new construction of occupied or unoccupied Residential Facilities and/or Assisted Living Facilities.”
Amendmended within solicitation and evaluation factors to read provide projects value of $50M over the past 10 years.
General:
The site visit was limited to 4 attendees per company but this did not allow the GCs to bring subcontractors to the site. It will be important for some of the subs to see the existing conditions. Please consider scheduling an additional site visit for subcontractors.
Per Amendment 0001, a second contractor site visit was scheduled and conducted on 2/14/25. No additonal site visits are anticipated.
General:
It was mentioned at the site visit that access to the roof must be approved and requires escorts. This project will require frequent access to the roof. Please confirm that the government will accommodate this and provide escorts.
Roof access is to be limited to need related to the construction of the project backed by justification. Once need is confirmed, the contractor shall provide a "responsible" contractor employee or employee(s) that would pass a public trust background check. These responsible contractor employee(s) will escort other employee(s) during any roof access. A "responsible" employee can be a contractor supervisor, foreman, safety officer, or other individual with authority over contractor employees accessing the roof for construction purposes.
General:
Please consider allowing one additional week for RFI submissions.
Amendment 002 provided additional week RFI.
Solicitation and Request for Proposal:
Due to the complexities of this project, we are requesting that the due date for the project be extended for an additional 2 weeks to allow adequate time for a project of this magnitude
Amendment 002 provided additional week RFI.

With the indication of a project labor agreement in the solicitation and on-going discussions outside of this solicitation that a PLA may not be required, please advise if a PLA is required for this project. Please consider revising the RFI deadline and Proposal Submission Date, as the full market is not reviewing until the PLA requirement is clarified.
Per Amendment 0001, a project labor agreement remains a requirement.
The RFP restricts the Technical Proposal to 25 pages. Please confirm that the maximum page count DOES NOT INCLUDE the cover, title page, cover letter, table of contents, and tab/dividers.
Amended to add 50 pages. Does not include cover, title page, cover letter, table of contents, an tab/dividers
The RFP restricts the Technical Proposal to 25 pages. If two pages are used for each of the three projects (6 pages, Factor A), 1 page is used to list project references (Factor B), and 2 pages are used for each of the four required resumes (8 pages, Factor C), then only 10 pages are left for Factor D Management Approach.
However, a substantial amount of information is required. Typical project-specific QC plans are often 25 pages or more and a 100-item schedule in legible font will consume 4-5 pages. Please: 1) allow an 11 x 17 for the Organizational Chart and exclude it from the maximum page count; 2) exclude the project-specific QC Plan from the maximum page count; 3) exclude the CPM Schedule from the maximum page count.
Amended to allow for 50 pages and the following details below
1) Allowing for 11x17 Organizational Chart
2) Please provide summarized/condensed project-specific QC Plan
3) Provide summary CPM Schedule (no more than 100 activities)
Factor B requests CPARs reports, but these reports are only available for recent federal government projects. Are past performance questionnaires (PPQs) required for projects without PPQs? If yes, please provide a PPQ form.
Amended 0003, Past Performance Questionnaire uploaded for responses
If PPQs are required, please exclude the PPQs from the maximum page count for the technical proposal.
No; we will increase page count via Amendment
Factor C requires that the PM and the QC Manager hold a CCM certification to earn an Excellent rating, and that one of the two hole a CCM certification for Good rating. The CCM certification (Certified Construction Manager) is very uncommon for construction professionals who are not project managers. We believe the U.S. Army Corps of Engineers Construction Quality Management for Contractors (CQM-C) certification, which if focused intently on construction quality control, is more appropriate for the QC Manager. We respectfully request that GSA change the CCM requirement to CQM-C certification for the QC Manager for both the "Excellent" and "Good" Evaluation Criteria in Factor C Key Personnel.
Amended Evaluation Factors to remove CCM submission standard for QC Manager for Excellent page 8 of 12 evaluation factors.
Please confirm whether the socioeconomic category goals to be included in the Small Business Subcontracting Plan are affected by the January 21, 2025 Executive Order entitled "Ending Illegal Discrimination and Restoring Merit-Based Opportunity," or any other recent executive actions or legislative changes.
Amended 0003 to remove Equal Employment Oppurtunity FAR 52.222-23 from solicitation. Reference question and answer #6 Small Business Subcontracting Plan.
The Solicitation identifies Buy American clause 52.225-12 but the Agreement lists 52.225-11. Please clarify which is correct.
The solicitation utilizing Buy American 52.225-12 is the provision (https://www.acquisition.gov/far/52.225-112) to use in accordance with evaluation. Whereas Buy American 52.225-11 is the clause that's entered into the actual final contract (https://www.acquisition.gov/far/52.225-12).
We recommend requiring the executed Project Labor Agreement to be submitted with the proposal to prevent any delays after award. Please advise if this will be added to the proposal requirements.
Please follow instructions cited on page 23-24 of 42 of Solicitation IV.M.e Project Labor Agreement (PLA.)
Currently, Times New Roman size 12 font is required for the proposal submission.
Please confirm that smaller font sizes may be used for illustrations, tables, the CPM Schedule and the Organizational Chart, as long as the font can be easily read.
This is allowable for illustration, tables, schedules, and charts as long as they're easily readable.
The SF 1442 identifies a period of performance starting 3/28/25. Please clarify the anticipated NTP.
It is anticipated that the NTP happens in Spring however it's dependent on how long acquisition process takes.
The bid form requires a divisional breakdown but then has lines for Labor and Materials that sum to a total. This will result in an incorrect total price and the instructions don't align with the bid form line items. Please remove the Labor and Material lines from the bid form so that we are not duplicating costs.
Amended please use revised bid form uploaded with Amendment 003.
Page 6 of the SOW states that the work areas must be cleaned at the end of each work day. Please confirm this only applies to public areas that may be impacted and visible.
The contractor shall maintain all public areas where any construction work is being performed in a clean and orderly manner. The contractor is expected to maintain a level of cleanliness within all construction zones to create a safe working environment that complies with applicable OSHA requirements.
Page 5 of the SOW and section 011000 references the Facilities Management Manual for permit requirements. This document does not appear to identify permits required by the general contractor. Please clarify which permits are required by the
GC.
The scope and intent of the AFRH Building Permits are captured in the GSA Contract documents; therefore no formal permit shall be issued by AFRH for the Sheridan Building Renovation manged by GSA. The official closeout of the GSA contract at the end of the project shall indicate full compliance with AFRH Building requirements.
Section 2.2.2.1 of the SOW states that the building is occupied Monday through Friday. Please confirm this is incorrect and the building is occupied 7 days per week.
The facility will be occupied by residents and government personnel 365 days/year.
Section 4.2.5 discusses the fire watch requirements and notices for removing fire alarm and sprinkler systems from service. The fire alarm and sprinkler systems will be out of service in the unoccupied construction areas. Please confirm that we do not owe a full time 24/7 fire watch.
Half of the building will be occupied by mobility-challenged veteran residents; therefore, AFRH is confirming the language in the soliciation:
"when a required fire alarm system or automatic sprinkler system is out of service for more than 4 hours in a 24-hour period, the GSA CMa and COR/PM and AHJ shall be notified at least 7 calendar days in advance.
The contractor is to comply with all NFPA and OSHA requirements related to the situation including any Fire Watch requirements indicated.
Work cannot commence until the AHJ has given written approval for any Fire Watch or building evacuation plan required by NFPA 101 and
OSHA 1910.252.
The phasing for the work shown on the civil drawings is currently unclear. Please clarify which phase the civil work should be performed in.
Civil work on the north side of the demarc line between Side A and B shall be completed with side A. Civil work on the south side shall be completed with side B.
Section 011000-1.1M states that AFRH will occupy the South half and entire basement during Phase A. Please confirm that demolition and construction of the infills should be performed during their respective phases per the phase line.
Demolition and construction of infills shall be perfomed during their respective phases. Contractor shall coordinate timing and protection/barrier measures with owner at least seven calendar days prior.
Section 011000-1.5 states that FF&E, AV, and IT may be performed by other contractors. Please clarify what aspects of the IT system the GC is responsible for.
The contractor is required to complete all work identified on the contract documents. FF&E, including AV and IT FF&E, shall be purchased and installed via a separate AFRH contracting action.
Section 011000-1.5 states that FF&E, AV, and IT may be performed by other contractors. Please clarify what aspects of the Security system the GC is responsible for.
Refer to Question 66.
Specification 012400 states that the option pricing must be held for 540 calendar days from contract award which means that the option pricing must be held for 660 calendar days from bid day. Subcontractors will not hold pricing for that long.
Please consider reducing this period and clarify how long the option pricing must be held for.
Please reference the Agreement pg 7 out 67 section II.A. Basis of Pricing (4) Options
Section 013100 requires an on-site security manager. Please confirm this is not a full time position and can be performed along with other responsibilities.
The on-site security manager is a full-time position insofar as they are expected to be on site while any construction work is being performed.
The individual is not required to be dedicated to this effort and may perform other duties.
Section 013100-1.4 lists a General Contractor MEP coordinator and a Mechanical Electrical Plumbing (MEP) Coordinator. Please confirm this is referring to the same person and not two positions.
Delete Spec. Section 013100, para. 1.4.A.15 in its entirety.
Reference Section 013100. Please clarify the requirements of the System/IT Coordinator since there is not a description provided in the section.
Add Spec. Section 013100, paragraph S as follows:
The Systems/IT Coordinator shall be BICSI-RTPM certified and lead the general contractor's coordination effort for all communications work required under Division 27, including any associated Division 26 work.
Responsibilities include subcontractor submittals and shop drawing review, oversight of independent testing authorities, test report review, and field inspections and associated reporting to document contract compliance.
Specification section 014025 (1.3.A) calls for the Testing Agency to be provided by the Contractor unless otherwise specified. Section (3.2.B) indicates Government will retain Testing Agency to perform Testing and Inspection of the air barrier system as specified. Please confirm which party is to retain Testing Agency for Air Barrier Systems.
Delete Spec. Section 014025, paragraph 3.2.B in its entirety and replace as follows: Contractor shall provide an independent testing agency for air barrier systems.
Specification section 014025 (3.2.B.2.a) calls for the air leakage rate of the building to not exceed 0.4 cfm/ft2 using ASTM E779 and E-1827 Standard Testing methods. Specification 019119 Section (1.5.C - page 11) for same testing methods calls for less than or equal to 0.3 CFM/ft2. Which air leakage rate of the building enclosure should be adhered to.
Delete Spec. Section 014025, paragraph 2.a in its entirety and replace as follows:
