About this file

This is a specification section for Material and Equipment requirements applicable to the Municipal Authority of the Borough of Morrisville's 2025 Galvanized Service Replacement project in Pennsylvania. The section establishes comprehensive guidelines for product selection, transportation, handling, storage, and protection throughout the project lifecycle. Key requirements include prohibiting the use of materials and equipment removed from existing premises except where specifically permitted, transporting and handling all products in accordance with manufacturer instructions, and promptly inspecting all shipments to verify compliance with specifications, correct quantities, and product integrity. Products must be stored with seals and labels intact in weather-tight, climate-controlled enclosures when sensitive to environmental conditions, with exterior fabricated products placed on sloped supports above ground. The specification permits product options when materials are specified by reference standards or description only, names specific manufacturers with no substitutions allowed when manufacturers are identified, or allows substitutions when manufacturers are named with a substitution provision. Contractors must arrange storage to permit periodic inspection and maintain products in acceptable condition throughout the project duration.

Substitution requests are subject to strict procedural requirements, including submission during the bidding period as specified in the Instructions to Bidders document. All substitution requests require three copies of documentation including shop drawings, product data, and certified test results demonstrating equivalence to specified products, with the burden of proof on the proposer. Contractors submitting substitution requests represent that they have investigated the proposed product, determined it meets or exceeds the quality of the specified product, will provide equivalent warranty, will coordinate installation with no additional cost to the owner, waive claims for additional costs or time extensions, and will reimburse the owner and engineer for any review or redesign services required. The Owner's Engineer retains the right to require contractors to use equipment items from listed manufacturers identified on the Bid Form, and substitutions will not be considered if indicated on shop drawings or product submittals without separate written request or if acceptance would require revision to the Contract Documents.
