About this file
This is a Construction Facilities and Temporary Controls specification document (Section 01 50 00) related to the Municipal Authority of the Borough of Morrisville's 2025 Galvanized Service Replacement project and 2026 Design/Build Curb Ramp Project in Bucks County, Pennsylvania. The specification outlines the contractor's responsibility for providing temporary utilities including electricity, lighting, heat, ventilation, communications, water, and sanitary facilities during construction. The contractor must also establish temporary controls consisting of barriers, enclosures, and fencing; provide protection of work; implement water control and dust control measures; and develop construction facilities including access roads, parking areas, progress cleaning, project signage, and temporary buildings. The contract duration is 45 consecutive calendar days from the Notice to Proceed, with electronic bid submissions required through PennBid by November 13, 2025, at 10:00 AM. Sealed bids must be accompanied by a certified check or bid bond equal to at least 10 percent of the bid amount.
The specification establishes that all costs associated with temporary utilities, sanitary facilities, fencing, water control, and dust control are the contractor's responsibility at no additional cost to the Owner. The contractor must provide a 6-foot-high fence with vehicular and pedestrian gates around the construction site and implement dust control measures as directed by the Owner's Engineer. The contractor is required to maintain the site in a clean and orderly condition through daily waste removal and debris collection, provide security to prevent unauthorized entry and vandalism, and restore all temporary facilities and existing facilities used during construction to original condition upon project completion. Bidders must demonstrate prior experience by having completed at least three similar projects valued at 75 percent or more of the proposed contract amount and provide performance bonds, labor and material payment bonds, and maintenance bonds along with comprehensive insurance documentation. The project focuses on ADA/PennDOT compliant curb ramp installation with sidewalks, curbing, and sign relocation in accordance with PennDOT Publication 408 and Borough Standards, with CDBG funding assistance.
