Quality Control Specification Summary

This is a Quality Control specification document (Section 01 40 00) established by the Municipal Authority of the Borough of Morrisville for the 2025 Galvanized Service Replacement and Design/Build Curb Ramp projects in Morrisville, Pennsylvania. The specification governs quality assurance and control measures throughout the construction phase, encompassing quality control of installation, tolerance management, compliance with reference standards, mock-up procedures, testing laboratory services, observation services, and manufacturers' field services. The contractor is responsible for monitoring quality control over suppliers, manufacturers, products, services, site conditions, and workmanship to ensure compliance with specified standards and manufacturers' instructions. All work must be performed by qualified personnel, and products must be secured with positive anchorage devices designed to withstand stresses and vibration. Fabrication and installation tolerances must comply with manufacturers' specifications without accumulation, and adjustments must be made to appropriate dimensions and positions before final securing. The contract term is 45 consecutive calendar days from the Notice to Proceed, with electronic bid submission required through PennBid by November 13, 2025, at 10:00 AM.

The specification requires the contractor to furnish duplicate certified copies of all routine tests from mills, shops, or factories and to employ and pay for independent construction observation services on a daily basis, including documentation with photos and material testing reports. The contractor bears all costs associated with testing, laboratory services, and observation services as specified in individual specification sections. Manufacturers' field services must be provided when specified, with qualified staff observing site conditions, installation quality, and equipment startup. Prior to applying new materials, substrate surfaces must be cleaned, cracks or openings sealed, and manufacturer-required primers, sealers, or conditioners applied. A 10% bid bond or certified check is required, and bidders must demonstrate completion of at least three similar projects valued at 75% or more of the proposed contract amount. Performance bonds, labor and material payment bonds, and maintenance bonds are mandatory, along with comprehensive insurance documentation, with all specifications adhering to PennDOT Publication 408 and Borough Standards.
