About this file
This is a technical specification document for traffic regulation and control requirements established by the Borough of Morrisville, Pennsylvania for the 2025 Galvanized Service Replacement and 2026 Design/Build Curb Ramp Project. The contractor is required to furnish, erect, and maintain traffic control devices including cones, drums, barricades, flashing danger signal lights, directional signs, and trained flagpersons to safely manage vehicular traffic in construction areas. The scope of work encompasses implementation of a Traffic Control Plan per Road Opening Permit requirements, advance notification protocols to local police (minimum 10 days), fire companies, school districts, ambulance services, and affected residents (minimum 24 hours), construction parking controls, haul route coordination with the owner, and maintenance of at least one open traffic lane during non-working periods with continuous provision for emergency vehicle access. The contractor must install and maintain safe decking over open trenches using steel plates or equivalent materials with sufficient strength to support truck loads, maintain access to adjacent properties and driveways, and relocate traffic control devices as work progresses. All traffic control signs, signals, cones, drums, flares, lights, and flagperson equipment must be approved by the authority having jurisdiction, and all equipment and temporary installations must be removed upon project completion with post settings removed to a depth of two feet.
The specification does not address pricing, set-asides, incumbent contractors, or specific funding mechanisms, as it functions as a technical requirements document rather than a procurement announcement. The traffic regulation requirements apply to the broader curb ramp and water infrastructure projects occurring within Morrisville Borough and must comply with PennDOT Publication 408 and Borough Standards. Contractors must coordinate haul routes and traffic management plans with the owner and ensure compliance with all local municipal Road Opening Permit conditions. The requirements emphasize contractor responsibility for all traffic control costs and liability associated with maintaining safe and efficient traffic movement throughout the project duration.
