Submittal Requirements and Procedures Document
This is a technical specification section detailing submittal procedures and requirements for the Municipal Authority of the Borough of Morrisville's 2025 Galvanized Service Replacement and Curb Ramp Project in Pennsylvania. The document outlines comprehensive procedures for contractors to submit construction-related deliverables including construction progress schedules, product data, shop drawings, samples, design data, test reports, certificates, manufacturer's instructions, and manufacturer's field reports. Contractors must submit a preliminary progress schedule within 10 days of the effective agreement date and a final schedule within 10 days of the preconstruction conference, with revised schedules submitted with each application for payment. All submittals must be transmitted to the Owner's Engineer and reviewed by the Contractor's Design Engineer prior to submission. The submittal process requires sequential numbering of transmittal forms with alphabetic suffixes for revisions, identification of all project information including pertinent drawing and detail numbers, and specification section references. Contractors must allow 15 days (excluding delivery time) for Owner's Engineer review of each submittal and must identify any variations from contract documents or product limitations that could affect work performance.
The document establishes that contractors bear responsibility for verifying product conformance, field dimensions, adjacent construction work, and coordination of information in accordance with contract requirements. Product data submittals require submission of the number of copies the contractor requires plus three copies for the Owner's Engineer's retention. Shop drawings and samples follow similar requirements with three copies retained by the Owner's Engineer. Samples must include identification with complete project information and must illustrate functional and aesthetic characteristics with integral parts and attachment devices. Manufacturer's instructions, certificates, and field reports must be submitted in quantities specified within individual specification sections and must indicate material or product conformance to or exceeding specified requirements. Design data and test reports are submitted for information purposes to assess conformance with contract documents and the expressed design concept. The specification references related work in Section 01 40 00 (Quality Control) and Section 01 70 00 (Contract Closeout), which address manufacturer's field services, maintenance bonds, warranties, and record drawings.
