About this opportunity
The Municipal Authority of the Borough of Morrisville, located in Bucks County, Pennsylvania, is seeking bids for the 2025 Galvanized Service Replacement project (Contract No. W-56) along Pennsylvania Avenue. The procurement involves a comprehensive water infrastructure improvement initiative that includes 22 exploratory excavations, 31 water service replacements for 1" and under lines, 6 service abandonments, and 1 lump sum valve replacement involving 2 valves. Bidders must have completed at least three similar projects valued at 75% or more of the proposed contract amount, with electronic submissions required through PennBidTM by November 13, 2025, at 10:00 AM. The project requires a 10% bid bond or certified check, and bidders must demonstrate financial capability through proof of liquid assets. The contract duration is set at 45 consecutive calendar days from the Notice to Proceed, with the owner separately purchasing water system materials. Evaluation will focus on the lowest responsible bidder, with careful consideration of technical capabilities and project experience.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the contract documentation. The project appears open to qualified contractors with demonstrated municipal water infrastructure experience. Bidders must provide performance bonds, labor and material payment bonds, and a maintenance bond, along with comprehensive insurance documentation. While a specific budget range was not disclosed, the project involves multiple service replacements and infrastructure upgrades, suggesting a moderate-scale municipal investment. The technical specifications include detailed requirements for pavement restoration, including specific asphalt mixture designs and restoration techniques. Contractors will need to adhere to Pennsylvania Department of Transportation (PennDOT) utility permit requirements, including precise specifications for surface openings, directional drilling, and road restoration. The project documentation indicates a systematic approach to updating aging water distribution systems in the Morrisville area, with a focus on infrastructure reliability and long-term municipal service improvements.
