About this file

This is a Contract Considerations specification document (Section 01 29 00) applicable to the Municipal Authority of the Borough of Morrisville's 2025 Galvanized Service Replacement project (Contract No. W-56) in Pennsylvania. The document establishes procedures for schedule of values, applications for payment, change orders, and alternates. Contractors must submit a preliminary Schedule of Values in duplicate within 10 days after the effective date of the agreement, formatted according to supplementary conditions and including direct proportional amounts of overhead and profit for each line item. Applications for payment must be submitted monthly in triplicate on EJCDC Form C-620, utilizing the Schedule of Values for itemization, and must include payroll certification forms for contracts exceeding $25,000, updated construction progress schedules, and—for final payment applications only—waivers of liens or contractor's affidavits. The contract specifies a 45 consecutive calendar day performance period from the Notice to Proceed, with sealed bids due electronically through PennBidTM by November 13, 2025, at 10:00 AM. The project involves one base bid and seven alternate bids for ADA/PennDOT-compliant curb ramp installation, sidewalks, curbing, and sign relocation/installation within Morrisville Borough, with all work performed in accordance with PennDOT Publication 408 and Borough Standards.

The contract requires a 10% bid bond or certified check payable to the Owner, with bonds accepted only from companies licensed in Pennsylvania. Changes to the work are managed through multiple procedures: the Owner's Engineer may issue supplemental instructions for minor changes not affecting contract price or time; a Proposal Request process allows 15 days for contractor estimates on price and time impacts; contractors may propose changes with full documentation of effects; and change orders are executed as Stipulated Price Change Orders, Unit Price Change Orders, Work Change Directives (EJCDC Form C-940), or Time and Material Change Orders (EJCDC Form C-941) as appropriate. The Owner will separately purchase all water system materials under a distinct contract. Bidders must provide performance bonds, labor and material payment bonds, maintenance bonds, and comprehensive insurance documentation, with no bidder permitted to withdraw their bid within 60 days after the scheduled closing time. The Owner reserves the right to waive any informalities or reject any or all bids. CDBG funding is noted as assisting the project.
