About this file
This is a technical specification document for Section 01 31 00 - Coordination and Meetings, applicable to the Municipal Authority of the Borough of Morrisville's 2026 Design/Build Curb Ramp Project in Pennsylvania. The specification outlines the contractor's responsibilities for project coordination, field engineering, and required meetings throughout the construction process. Key coordination requirements include scheduling submittals, sequencing interdependent construction elements, and managing site access during and after Owner occupancy. The contractor must provide field engineering services including survey control verification, stakeout, elevation and line establishment, and protection of survey control points established by the Design Engineer. A preconstruction meeting is mandatory, to be scheduled by the Owner's Engineer after the Effective Date of the Agreement and prior to work commencement, with required attendance from the Owner, Owner's Engineer, Owner's Resident Project Representative, Contractor, Contractor's Superintendent, major Subcontractors, Contractor's Design Engineer, and Third-Party Inspection representatives. The preconstruction meeting agenda must address contract document distribution, subcontractor and product submissions, personnel designations, procedures for field decisions and change orders, scheduling, and premises usage. Meeting minutes must be distributed within seven working days. Progress meetings are scheduled on an as-needed basis throughout construction, presided over by the Owner's Resident Project Representative, with required attendance from the Contractor's superintendent, major Subcontractors, suppliers, Owner, and Owner's Engineer as appropriate. Progress meeting agendas cover work progress review, field observations, submittal status, delivery schedules, progress schedule maintenance, quality standards, and coordination of projected progress, with minutes distributed within five working days.
The specification contains no explicit pricing terms, set-asides, incumbent information, or funding requirements, as it is a technical coordination procedure document rather than a bid solicitation or contract award notice. The document establishes administrative and coordination protocols to ensure efficient project execution and communication among all parties involved in the curb ramp construction project. Contract administration timelines are specified through meeting minute distribution requirements—seven working days for preconstruction meeting minutes and five working days for progress meeting minutes—establishing clear communication protocols for project documentation and coordination throughout the contract term.
