Measurement and Payment Specification for Morrisville Borough 2026 Design/Build Curb Ramp Project

This document is a measurement and payment specification from the Municipal Authority of the Borough of Morrisville, located in Bucks County, Pennsylvania, detailing compensation procedures for the design and construction of ADA/PennDOT-compliant curb ramps. The project involves the design and field construction of curb ramps at all intersections within Morrisville Borough, with payment structured on a unit price basis for each completed curb ramp. The specification requires that all measurements be conducted by the Resident Project Representative based on completed work performed in accordance with contract drawings and specifications. The contractor must design each curb ramp to meet ADA standards and PennDOT RC-67 requirements, incorporating 4 inches of PennDOT 2A stone over prepared subgrade, 4 inches of 3,000 PSI Class A air-entrained concrete, plain cement concrete vertical/depressed curbing, and ADA-compliant truncated domes. The contractor is responsible for obtaining design approval, completing post-construction CS-4401 forms, providing sealed as-built plans from a licensed Pennsylvania Professional Engineer, and engaging a third-party testing agency for material testing and construction observation at a frequency of every 10 cubic yards of concrete placed. An 18-month maintenance period is required, during which the Borough may require ramp replacement due to ponding or drainage issues. The contract duration extends for the period specified in the bidding documents, with concrete placement restricted to comply with PennDOT Publication 408, Section 501.3(b) cold weather placement requirements.

All incidental work including mobilization, demobilization, maintenance and protection of traffic, roadway restoration, lawn restoration, sign relocation, audio-videotaping, concrete washouts, and line striping is incorporated into the unit price for each curb ramp with no separate payment authorized. Roadway restoration must be completed within seven days of the last concrete pour using Class A concrete and 1.5 inches of Superpave wearing course PG 64-22 in 9.5MM mix, with infrared patching required if cuts exceed one foot from the curb face. All materials and construction methods must comply with PennDOT Publications 408, 72, and RC-67 standards, as well as applicable ADA standards and Borough requirements. The contractor assumes full responsibility for utility coordination, hand digging verification of underground utilities, preservation and reinstallation of existing brick sidewalks, and correction of any non-compliant work at no additional cost to the Owner. The specification explicitly states that not all curb ramps may be designated as technically infeasible, and the Owner reserves the right to reject excessive use of such designations, requiring compliant installations at contractor expense. Payment is contingent upon submission of pre-construction, formwork installation, and final completion photographs, as well as two copies of professional video documentation on CD or DVD format.
