About this file
This document contains questions and answers regarding Solicitation 36C26323R0023 from the Department of Veterans Affairs Veterans Health Administration for the renovation of a private patient bed ward. Two questions are asked for clarification. The first question seeks additional information on the advanced utility metering system specification, as subcontractors are unclear on the requirement. The response indicates this specification section has been removed, and revised specifications have been provided. The second question asks to clarify the assumed project award date in schedules, as using a date before the project bids could impact the schedule. The response provides August 1, 2023 as the estimated award date, with a notice to proceed by October 30, 2023. Bidders are to base their schedules on these dates.

QUESTION
# CONTRACTOR QUESTION VA RESPONSES TO QUESTION
1 Section 25 10 10: I have reached out to all of our MEP subcontractors and JCI, no one seams to know or understand what the requirement is with the advanced utility metering system. JCI is not including it in their quote and have referred me to Schneider Electric whom they believe has a national contract with the VA to monitor the meters. The electrical subs have excluded any metering of the panels and don’t know how to integrate the system because of the lack of drawings. The M/P subs think it’s a JCI system but also believe it might be Honeywell. Please provide some additional drawings on how and where the system is to be installed and a BOD.
Bidders to disregard specification section 25 10 10. See “S06 Q_A Atch 1 - Revised Atch C.1 Specifications Vol 1.2 - 609 pages” which has removed specificaton section 25 10 10. Also see See “S06 Q_A Atch 2 - Revised Atch C.1 Specifications Vol 1.1 - 291 pages” with a revised specificaton section 00 01 10.
2 The solicitation requires our schedule to be submitted with our proposal to have an assumed project award of May 15th. We obviously shouldn’t have an assumed award date before the project bids. Can you clarify what the new assumed award date should be in our schedule? This could have potential have major impacts on the AHU installation as it may push it into a different season and change the cooling demands. This would change our technical write up on how we would handle the new AHU installation.
For scheduling purposes, assume an estimated award date of August 1, 2023, and that the Notice to Proceed will be issued ninety (90) calendar days after the award date, October 30, 2023.
