Questions and Answers
1. Q: Structural drawings-specifications: VA needs to release the GEO-TECH report to the solicitation.
A: A copy of the Geotechnical Report was provided in amendment 2.
2. Q: Drawing S-501: Steel Brace Detail (8) / (9) on sheet S501
a. Contractor request information from A/E – welder cannot access the back side of joint next to the outside walls to weld A: The problem is due to the presence of the existing masonry wall. The Contractor shall selectively remove masonry units as required to access the back face of the steel to complete the welded connection. The removed masonry units shall be restored when the wall is reconstructed and heightened per 11/S502. A similar problem exists where the diagonal tube steel connects to the base plate gussets in Details 10 and 11 / S-501. In these instances, the gusset plate shall be lengthened to permit sufficient weld to occur on only one side. These items will be addressed via addendum with revisions to drawings.
b. Possible bolted connection?
A: Welded connections for this condition are preferred.
3. Q: Structural drawings-specifications: Plans call out micro piles, specs only provide information on driven piles
a. What are testing requirements for micro piles; is sacrificial pile required or proof test?
A: Micro piles are to be provided per the drawings and as specified in revised Section 316200 – see Part 2.1.B-Steel Micropiles. A minimum of one test pile shall be loaded to twice the required design load. The load test may be performed on a pile that is to remain, or it may be performed on a sacrificial pile at the Contractor’s option. Section 316200 will be revised in its entirety and issued via addendum.
4. Q: Plumbing drawings: The plumbing drawings do not show what to do if bid item #2 is accepted. Please advise as to what piping/fixtures/etc. will not be required if this deduct is taken.
A: The ice/water machine shall not be installed if bid item #2 is NOT ACCEPTED.
5. Q: Mechanical drawings; The mechanical drawings do not show what to do if bid item #2 is accepted. Please advise as to what piping/ductwork/equipment/etc. will not be required if this deduct is taken.
A: If Bid Deduct under Bid Item #2 is accepted, the 8x8 duct serving the restroom W08 will be stubbed down from the 12x12 serving WHSE-EF-1 and capped, and the associated exhaust air grille within W08 will not be provided. All other work will be provided as shown on the contract documents.
6. Q: Drawing MD101 notes that the existing heat pump condensing unit is to be relocated in Phase 1 to maintain operation. Where is it to be relocated to? Then it will be demolished after the new HVAC system is installed?
A: Temporary location for condensing unit will be provided via addendum.
7. Q: Drawings P101 and M301: There is a size discrepancy on the makeup water. Drawing P101 shows our connection size to be ¾” to the backflow preventer. Drawing M301 shows 1” from the backflow preventer to the humidifier. Please advise.
A: Detail 4/M301 will be revised via addendum. Makeup water pipe size shall be 3/4”.
8. Q: Drawing M101: There is a size discrepancy on the heating water. Drawing M101 shows 1-1/4” up to the RTU. Drawing M102 shows 1-1/2” down from the RTU. Please advise.
A: Heating water piping to the RTU is 1 1/4”. Basis of Design RTU coil connections are 1 1/2”. Pipe size down from the RTU will be revised via addendum.
9. Q: Mechanical drawings: There are steam traps referenced on multiple drawings as WHSE-T1, WHSE-T2, and WHSE-T3. There are notes that reference a steam trap schedule, however there is no schedule provided. Please advise.
A: Steam trap schedule will be added to Sheet S-501 and issued via addendum.
10. Q: Specifications Section 013526-Safety Requirements: Please advise if the designated SSHO and Competent Person role can be fulfilled by the site superintendent?
A: Yes, SSHO and superintendent duties could be performed by one individual if that individual has the “separate and additional” required SSHO training and experience over and beyond the OSHA 30 certification and documentation is provided with the technical proposal. The superintendent cannot hold more than 2 positions. The Competent Person is a subcontractor position per specs. Specification will be revised via addendum.
11. Q: Specifications Section 013526-Safety Requirements: Will the SSHO be full time separate person?
A: Please see response to Q7.
12. Q: Structural drawings: We are seeking clarification on if the foundational support: is it Helical or Micro-pile in design? There are conflicting documents in the drawings.
A: The foundation support is to be micro-piles. The drawings will be modified via addendum to remove references to helical piers.
13. Q: Structural drawings-specifications: Please provide a geo-tech report A: A copy of the Geotechnical Report was provided in amendment 2.
14. Q: Hazardous Materials: Are we expecting to run into asbestos or lead?
A.: Asbestos-containing materials (ACMs) and Lead-Based Paint (LBP) are not anticipated in the Warehouse as it was constructed in the early-mid 1980s, nor in Area ‘G’ which was constructed in the late 1990s-early 2000s, but in portions of the original Hospital (especially areas constructed prior to the mid-1980s) there may be ACMs or lead-based paint requiring remediation which has not been previously abated. If LBP-painted items or ACMs are found in the original Hospital affecting the Work, i.e. Mechanical Rooms, GC is to notify the COR immediately for direction. OHSA’s “Lead in Construction” guidelines are to be followed if lead-based paint or paint containing lead is encountered. See Section 010010-Medical Center Requirements part 2.0.I-Contact with Asbestos Containing Materials (ACM), along with “Hazardous Materials” notes on Sheet G-002 for additional direction, including requesting most-current copies of Asbestos and Lead Based Paint reports from the COR.
15. Q: Existing Conditions-Equipment: Please verify that the VA will disassemble, move and reassemble all existing racks?
A: VA is to disassemble, move and reassemble existing pallet racks and shelving. Coordination of removal for access to construction activities is to be provided between the GC and COR. Contractor shall account for this time in their construction schedule as COR provides timeline.
16. Q: Existing Conditions-Equipment: Please verify that the VA will move all equipment.
A: Intention is for VA to move equipment designated in the Phasing and Demolition drawings to be moved by the VA; GC is responsible for removal and storage of items not otherwise noted to be done by the VA. GC is to coordinate with VA for scheduling of equipment removal in work areas.
17. Q: Equipment: Please verify that new scale is owner furnished owner installed.
A: New scale shall be Contractor Provided-Contractor Installed. Phasing notes can remain the same except the Contractor shall be responsible for help in relocating the scale. New scale is to be a floor-mounted item that will require installation for the Owner at a temporary location during Phase 1 and relocation in Phase 3. Temporary connection of power for the scale and display to be provided by GC during Phase 1. See electrical drawings for permanent power and scale display connections and installation to be provided by the GC as part of Phase 3. Revisions to drawings and Basis-of-Design information for the scale from the VA will be provided via Addendum.
18. Q: The structural foundation plans (S101) call out using micro-piles for the pile caps, but the specifications (31 62 00) are for driven piles. Also, steel helical piles are being called out in the structural General Notes (S-001). Based upon the soil report and limited access, we would like to confirm that micropiles are the deep foundations that are specified. If so, we need the specifications for micropiles to be provided.
A: Yes, micropiles are to be used. The specifications will be revised via addendum.
19. Q: Also want to confirm that there are only axial loads (25 kips) and tension loads (3.5 kips) and no lateral loads that need to be considered for the design of the micropiles.
A: Correct. Lateral loads need not be considered for design of micropiles.
20. Q: Is pre bid meeting and site visit attendance will be required to participate as GC into this project. We are qualified and are available to participate. Please advise on this .
A: Prebid meeting and site visit are not mandatory, they are just highly encouraged.
21. Q: Is there any chance we can run a test helical pier in Boring 2 area on the Harry S. Truman site? – A: VA is okay with location, as long as distance requirements are met per the A/E, and that testing does not take more than 1 (8 hour) work day.
The test helical pier shall be placed in the vicinity of the geotechnical Boring No. 2, no more than 5’-0” from the building. The Contractor shall follow all other requirements of the drawings and specifications, as well as any time constraints imposed by the VA.
22. Q. We respectfully submit for your consideration a request to approve products as an accepted substitute on Renovate Warehouse for Pandemic Preparedness.

A. Slip Resistance coefficient requirement – the ASTM test they reference is not current, plus testing was withdrawn in 2006. No information was provided on how to make a coved base as called out in the Color/Room Finish Schedules on AE601. Product does not appear to be able to be placed on vertical surfaces like resinous epoxy such as what’s specified. Substitution request is rejected – use specified materials.
23. Q. At the time of bid, it is unlikely that we will be able to definitively identify our subcontractors for the trades called out in Factors 3, 4, and 5. As such, would the VA consider omitting the Factors 3, 4, and 5 requirements for subcontractor personnel and past performance information?
A. Factor 3,4 and 5 remain and are required.
24. Q. If you decide not to omit the Factors 3, 4, and 5 requirements, will the VA consider allowing the submission of the required information for multiple potential subcontractors for each trade?
A. If you are not sure who exactly you will use then submit more than one company but they have to meet the qualifications and you have to clearly identify for which factor you are submitting information for.
25. Q. Will CPARS evaluation forms suffice for the Factor 1 Relevant Past Performance of Prime Contractor requirements, provided they for the same projects that we submit under Factor 2 Technical Construction Experience?
A. You have to submit what is asked for in factor 1 and 2 . You can submit the same projects for factor 1 and 2. CPARS does not suffice for the information requested.
End of Questions.
