About this file
This document contains a justification and approval for other than full and open competition and a related pre-solicitation notice for a federal contract opportunity. The justification document cites the statutory authority that only one responsible source will satisfy the agency's requirement, as the security cameras must be compatible with the existing IC Realtime security system platform at the Lieutenant Colonel Charles S. Kettles Veterans Affairs Medical Center. The project involves adding one security camera to the existing system at an estimated cost of $1,500.
The related pre-solicitation notice announces the agency's intent to advertise an invitation for bids for interior renovations costing between $1-5 million to existing basement spaces at the same medical center. The renovation work will improve efficiency and upgrade mechanical, electrical and plumbing systems. The opportunity is a total small business set-aside for qualified Service-Disabled Veteran Owned Small Businesses. The solicitation is planned for release on March 20, 2023 via Sam.gov and will include bid documents, specifications, and drawings.

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Lieutenant Colonel Charles S. Kettles
Veterans Affairs Medical Center
Nature and/or Description of the Action Being Processed: The project includes interior renovation of existing basement, sub-basement, electrical shop, and recreation therapy office space in Building 1 West. The work associated with this Single-source Justification includes the addition of a security camera to an existing security system. The security system work is specified in the Division 21 and 28 Specifications. The security system work is specified in the specifications in Division 28 and Sheets 1-EY101. 28-EY101, and E502 of the Drawings.
Description of Supplies/Services Required to Meet the Agency’s Needs: The security system is an existing system that shall remain in operation and be revised, extended, and reutilized. The new cameras must be manufactured by IC Realtime and be compatible with the existing security system platform (also developed by IC Realtime). Maintaining continuity with the existing system will facilitate future updates and ensure the equipment functions properly and communicates with the existing system. It will be much easier to perform future upgrades if the number of brands cameras is limited. This will also help when security systems at this and other stations are linked together.
