About this file
This document contains a justification and approval for other than full and open competition and a pre-solicitation notice for a federal contract opportunity. The justification document specifies modifications and upgrades needed for an existing Simplex fire alarm system at a Department of Veterans Affairs medical center, including new devices, appliances, controls and wiring at an estimated cost of $102,000. The single-source justification cites the need for continuity with the original equipment manufacturer to integrate with other monitoring systems and ensure proper system operation. The pre-solicitation notice is for interior renovations including mechanical, electrical and plumbing upgrades at a VA medical center in Ann Arbor, Michigan with a cost between $1-5 million. The opportunity is set aside for verified service-disabled veteran-owned small businesses. The solicitation is planned for release on March 20, 2023 via SAM.gov and bids will be due within 120 days thereafter.

Other Than Full and Open Competition Brand Name Only Justification
Acquisition Plan Action ID: 36C250-23-AP-1618 2237: 506-23-3-586-0027
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Lieutenant Colonel Charles S. Kettles
Veterans Affairs Medical Center
Nature and/or Description of the Action Being Processed: The project includes interior renovation of existing basement, sub-basement, electrical shop, and recreation therapy office space in Building 1 West. The work associated with this Single-source Justification includes modifications to an existing fire detection and alarm system manufactured by Simplex, including associated programming and testing. The work shall include alarm devices, alarm notification appliances, control units, fire safety control devices, annunciators, power supplies, and wiring.
The fire alarm system work is specified in the Division 21 and 28 specifications and in the General Notes on Drawing Sheet GI000, Sheet 1-FX101, 28-FX101, 1-EY101, and 28-EY101.
Description of Supplies/Services Required to Meet the Agency’s Needs: The fire alarm system is an existing system that shall remain in operation and be revised, extended, and reutilized. Fire alarm equipment and services are available from the original source (Simplex) for integration into the existing fire protection system. VA already has a service agreement with Simplex and warranties for the existing system. It is also important that the fire alarm system is entirely provided by Simplex to simplify integration with other hospital monitoring and reporting systems in an upcoming project.
Continuity with the existing vendor is necessary to meet those requirements and ensure that the alarm will work as intended when needed.
Total cost associated with the work described in this brand-name-only justification is approximately $102,000.

3. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The updated direct-digital building control system must operate and function as one complete system including one database of control point objects and global control logic capabilities. The VA has an existing service agreement with a control system integrator and holds warranty agreements which would be voided if the continuity of the control system were compromised by using products from other manufacturers and service providers.
