About this file
This Quality Control specification document (Section 01 40 00) outlines the quality assurance and control requirements for the Upper Makefield Township 2026 Road Program in Pennsylvania. The specification establishes mandatory procedures for monitoring quality control across suppliers, manufacturers, products, site conditions, and workmanship throughout the milling, base repair, leveling course, manhole rim adjustments, and wearing course operations defined in the contract's base bid and three alternate bids. The contractor must comply fully with manufacturers' instructions, specified standards, and applicable codes, with all work performed by qualified personnel. The specification requires verification of field measurements against shop drawings, proper securing of products with appropriate anchorage devices, and strict adherence to fabrication and installation tolerances without permutation. Additionally, the contractor must examine existing site conditions and substrate surfaces for acceptability, verify structural support capability, ensure utility services are available with correct characteristics, and prepare surfaces through cleaning, sealing cracks, and applying manufacturer-required primers or sealers prior to installing new materials.
The specification mandates that the contractor furnish duplicate certified copies of all routine tests conducted during material and equipment fabrication, with independent testing firms performing additional tests as specified and required by the engineer. All testing and laboratory service costs are the contractor's responsibility, with retesting required for non-conformance performed by the same independent firm. The owner will employ and pay for observation services during construction, though such observation does not relieve the contractor of performance obligations. The contractor must cooperate with both independent testing firms and construction observers, providing safe access, incidental labor assistance, and 24-hour advance notice of operations requiring services. These quality control measures are cross-referenced with related contract documents including General Conditions, Supplementary Conditions, Submittals, and Material and Equipment requirements to ensure comprehensive quality management throughout the project execution.

1.03 QUALITY ASSURANCE-CONTROL OF INSTALLATION
A. Monitor quality control over suppliers, manufacturers, Products, services, site conditions, and workmanship, to produce Work of specified quality.
B. Comply fully with manufacturers' instructions, including each step in sequence.
C. Should manufacturers' instructions conflict with Contract Documents, request clarification from Engineer before proceeding.
D. Comply with specified standards as minimum quality for the Work except when more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.
E. Perform Work by persons qualified to produce required and specified quality.
F. Verify that field measurements are as indicated on shop drawings or as instructed by the manufacturer.
G. Secure Products in place with positive anchorage devices designed and sized to withstand stresses, vibration, physical distortion or disfigurement.
1.04 TOLERANCES
A. Monitor fabrication and installation tolerance control of Products to produce acceptable Work. Do not permit tolerances to accumulate.
B. Comply with manufacturers’ tolerances. Should manufacturers’ tolerances conflict with Contract Documents, request clarification from Engineer before proceeding.
C. Adjust Products to appropriate dimensions; position before securing Products in place.
1.05 REFERENCES AND STANDARDS
A. For Products or workmanship specified by association, trade or other consensus standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.
B. Conform to reference standard by date of issue current on date for receiving bids, except where a specific date is established by code.
01 40 00-2
C. Obtain copies of standards where required by Product specification sections.
D. Should specified reference standard conflict with Contract Documents, request clarification from Engineer before proceeding.
E. Neither the contractual relationships, duties, or responsibilities of the parties in Contract nor those of Engineer shall be altered from the Contract Documents by mention or inference otherwise in any reference document.
1.06 TESTING LABORATORY SERVICES
A. Contractor shall furnish to Engineer duplicate certified copies of all routine tests made by the mill, shop or factory at which material or equipment is fabricated or manufactured for the Work when so specified in individual specification sections.
B. An independent firm will perform tests and other services when so specified in individual specification sections and as required by Engineer.
C. Testing and source quality control may occur on or off the Project site. Perform off-site testing as required by Engineer.
D. Reports will be submitted by the independent firm to Engineer, in duplicate, indicating observations and results of tests and indicating compliance or non-compliance with Contract Documents.
E. Cooperate with independent firm; furnish samples of materials, design mix, equipment, tools, storage, safe access and assistance by incidental labor as requested.
1. Notify Engineer and independent firm 24 hours prior to expected time for operations requiring services.
2. Make arrangements with independent firm and pay for additional samples and tests required for Contractor's use.
F. Testing does not relieve Contractor to perform Work to contract requirements.
G. Retesting required because of non-conformance to specified requirements shall be performed by the same independent firm on instructions by Engineer.
H. Contractor shall pay for all testing and laboratory services and/or test reports as are required in individual specification sections.
