About this file

This is a Measurement and Payment specification document for Upper Makefield Township's 2026 Road Program in Pennsylvania, outlining the unit price payment methodology and compensation structure for roadway construction work. The contract encompasses a base bid and three alternate bids involving milling, base repair, leveling course, manhole rim adjustments, and wearing course work across various roads within the township. Specific work items include: 4-foot tapered edge mill (0 to 2 inch depth) measured in square yards; base repair measured in square yards including excavation, geosynthetic fabric installation, and asphalt binder course; Superpave leveling course measured in tons; 1-inch WMA Superpave wearing course measured in square yards; and thermoplastic pavement markings (24-inch white, 4-inch white, and 4-inch double yellow) measured in linear feet. All measurements and quantities are to be determined in the field by the Resident Project Representative, with the Contractor providing necessary equipment and personnel for measurement assistance.

Payment for each line item shall be made at the contract unit price listed in the Bid Schedule, with all quoted prices constituting full compensation for labor, materials, equipment, mobilization, audio-videotaping, and maintenance and protection of traffic. The specification incorporates mobilization, audio-videotaping documentation of existing roadway conditions, and traffic control as incidental costs with no separate line items. Materials testing conducted by a third-party testing agency is also incidental to the work. The Contractor bears responsibility for milling operations, hauling and disposal of millings, dust control, street sweeping, repair or replacement of damaged features, coordination with utility providers, and scheduling coordination with the Township's paving schedule. Work must comply with PennDOT Publication 408 standards, and final payment for the wearing course is contingent upon completion of joint sealing and curb line sealing within one week of placement.
