About this file

This file is a Questions and Responses (Q&R) Tracker documenting 90 industry questions and government responses for RFP 140P2025R0082, DEVA 318717, which solicits rehabilitation of the Furnace Creek and Cow Creek Water and Wastewater Treatment Systems in Death Valley National Park. The questions and responses address technical specifications, design clarifications, scope definition, pricing methodology, and administrative requirements issued through Amendment 0010 (January 30, 2026).

Key technical clarifications include: propane-powered LP generators with 72-hour fuel capacity per specification Section 26 32 15; crystalline cementitious waterproofing for lift station wet well only per Section 03 31 30; confirmation that fire sprinkler systems are not required for Group F-1 structures below 12,000 SF threshold; galvanized steel bar grating (not anodized aluminum) per specification Section 05 50 00; and horizontal directional drilling (HDD) specifications with contractor-provided submittals and contingency plans per Section 33 05 23. The tracker clarifies that spoil disposal involves approximately 30,000 cubic yards of base excavation with designated stockpiling at Staging Area 1 (mixing table south of Cow Creek administrative area) and along trench disturbance limits; approximately 700 cubic yards of rock excavation is estimated as "information only" for bidding purposes; and excess clean soil may be reused for lagoon berms and Cow Creek RO plant site fill. Pricing is structured as lump sum bids per Section B—Contract Price Schedule based on quantities derived from RFP drawings, with detailed pricing information in Attachment 4 tabs (Section B and CLIN Breakout only, per Amendment 0010) provided for government evaluation purposes only. The proposal due date was extended to February 3, 2026, at 12:00 PM Mountain Time, with Past Performance Questionnaires due by January 30, 2026. Contractors must provide biological monitors, surveyors, and archaeological monitors; Southern California Edison will design and install electrical duct bank and transformers with the contractor responsible for conduit installation; and all work must comply with FAR clauses 52.236-2 through 52.236-4 regarding differing site conditions and physical data disclosure.

DEVA 318717

RFP 140P2025R0082 - DEVA 318717

Rehabilitate Furnace Creek & Cow Creek Areas Water & Wastewater Treatment Systems

No.Industry QuestionGovernment ResponseAmendment
1The drawings and specifications call out propane-powered generators. We have been unable to locate specifications for those generators. Please advise.Section 26 32 15 Engine Generator - LP is the 12pg Specification for the Liquid Propane (LP) Generators.Amendment 0004,

Issued 10/30/2025.

2 I also noticed the specification under Section 03 calls for Crystalline Cementitious Waterproofing at a minimum 2% dosage rate. Xypex provides this type of crystalline admixture, and we’d like to make sure the intent of the spec is properly carried through to the bidders.

If possible, could you confirm whether this spec is intended for the new or rehabilitated manholes and pump station concrete? That will help us guide contractors and ready-mix suppliers correctly. The intent of the Waterproofing Specification in Section 03 31 30 is for the Lift Station Wet Well only. No other concrete components on the project need waterproofing. It is also worth clarifying that the lift station wet well will also have a corrosion protection coating system, as specified in Section 33 31 05 - Section 2.2 for Manhole Lining. Amendment 0004, Issued 10/30/2025.

3 In the RFP docs under Volume 1, section FACTOR 5 it refers to submitting a SMALL BUSINESS PARTICIPATION from “All Offerors (including small business and other than small businesses) shall submit documentation that address the evaluation criteria defined in the Small Business Participation factor contained in Section M of this solicitation. *Note, Small Business Participation is separate (and a different document) from the Small Business Subcontracting Plan under Volume II”.

The Small Business Participation form is missing from the RFP docs; can you please provide this form. There is no pre-printed form for the Evaluation Factor #5 - Small Business Participation submittal with the Volume I: Non-Price Proposal. Offerors shall submit documentation, limited to 8pgs (preferably) and formatted as seen fit, that addresses the following criteria (as stated in Section M):

• The extent to which firms, as defined in FAR Part 19, are specifically identified in proposals.

• The extent to which Offerors demonstrate substantive commitment to small business firms, such as letters of commitment, Joint Ventures, mentor/protégé agreements, or other demonstrations of commitment (i.e., binding commitments will become enforceable/contractual requirements).

• Identification of the type and variety of work small business firms are to perform (i.e., binding commitments will become enforceable/contractual requirements).

• The extent of participation of small business Prime Offerors and small business Subcontractors in terms of the value of the total acquisition (total contract value) (i.e., binding commitments will become enforceable/contractual requirements).

• The extent to which the Offeror provides detailed explanations/documentation supporting the proposed quantitative participation.

• Extent to which the Offeror complied with requirements of FAR 52.219-8 – “Utilization of Small Business Concerns,” (i.e., binding commitments will become enforceable/contractual requirements).

• Extent to which the Offeror complied with requirements of FAR clause 52.219-9 – “Small Business Subcontracting Plan,” (i.e., binding commitments will become enforceable/contractual requirements).

*Note, the pre-printed form for the Small Business Subcontracting Plan submittal with the Volume II: Price Proposal may be found under Section J, Attachment #5 (document file entitled, B08_Attach5 - Small Business SubPlan.docx). Amendment 0004, Issued 10/30/2025.

4Please confirm that there is NO Fire sprinklers scope on this project. The project structures are listed as Group F-1 Industrial occupancy, IBC 903.2.4. The threshold for sprinkler requirements is 12,000 SF. These buildings are under the threshold and therefore do not require an automated suppression system. Fire extinguishers are required and are called out at drawings and specs.Amendment 0006, Issued 12/10/2025.
5Please provide Run Time and Fuel Tank Size for the LP Generators. This information is missing from spec section 26-32-15.The propane tank shall have a capacity for a 72-hour run time at full load.Amendment 0006, Issued 12/10/2025.
6Per the project specification 01 35 05 section 3.1 WILDLIFE PROTECTION REQUIREMENTS sections “B. & F.” there are some inconsistencies in these sections where the specs call for a contractor supplied biologist and another location where a NPS biologist would be utilized.
Please confirm that project biologist is provided by NPS or the contractor. The language in the project specification 01 35 05 section 3.1 WILDLIFE PROTECTION REQUIREMENTS sections B & F comes from the Mitigation Measures and BMPs in the EA. The pre-construction survey, to be conducted by an authorized biologist, would be the financial responsibility of the contractor. Needs to mitigate any disruption to wildlife during construction would be the responsibility of the construction crew, in that they will need to contact the NPS biologist with proper handling permits to safely remove the species.Amendment 0006, Issued 12/10/2025.
7Do we need to provide grating on the sides of the spiral screen? See attached drawing 01-C7.3. If Yes please clarify how to support the grating at those two places in red. *Refer to Attachment. The length of the grating is as shown in purple (upstream side of spiral screen) on Drawing 01-C7.3 exhibit that was provided to us. Also, as shown in detail D/C7.3, ensure there is 12" of clearance between the grating and the spiral screen. The places identified on the exhibit in red will not have grating. Therefore, there will be a 6" open gap between the spiral screen and edge of wall within the red section.Amendment 0006, Issued 12/10/2025.

We are requesting that the (8) years can be extended to (15) years.Examples submitted for Factor 1 remains unchanged and within the past eight (8) years.Amendment 0006, Issued 12/10/2025.
21The RFP requirement for Factor 1 has the following: Typical project value should reflect generally similar project value for construction as this requirement of at least $30+ million total. We are requesting that the $30+ million total can be changed to at least $20+ million total. The typical project value total remains unchanged from at least $30M+. Offerors may submit lower project value totals at their own discretion; however, are advised that examples reflecting project value totals lower than $30M+ may be less favorably rated for the Factor 1 Evaluation Factor.Amendment 0006, Issued 12/10/2025.
2201 27 00 3.1 Q call out that air/vac valves are part of this bid item. None are shown on the drawings 02-C5.36 - 02-C5.67. Please clarify or define where the air/vac valves are located.3.1 Q (CLIN 17) does not call out air/vac valves. 3.1 R (CLIN 18), however, does call out air/vac valves. In the process of reviewing drawings 02-5.36-02-5.67 (CLIN 18, WW Force Main from Cow Creek Lift Station to Furnace Creek System at Hwy 90), we realized that no air/vac valves were added to the drawings for this pipeline. We have added two combo valves—one at sta CS394+51.61 and CS312+80.

Amendment 0008, Issued 1/16/2026.

23Please define the stations for this pipe line to be allocated toward this bid item. The description is not clear and is ambiguous. We are unable to come up to the 7,089lf of pipe as written on the pay item spread sheet.Assuming this question is referring to 3.1 Y (CLIN 25), since that is the only quantity with 7,089 LF. In spec section 01 27 00-8, it is clear in the description that this piping is from the Furnace Creek Wells to the Furnace Creek RO Building (Sheet 01-C1.48, Sta. FW 316+00 to Sheet 01-C1.62, Sta. FW 389+05), which is more like 7,305 LF.Amendment 0006, Issued 12/10/2025.
24It is not clear if the Option bid items are inclusive of the base bid items or independent? Please issue a list of plan sheets that clearly define the stationing limits of the base bid items and option bid items.Option Items are separate from Base Items. Option CLINs are delineated on Sheet 01-G1.19 and G1.20. Within these sheets, it also shows what sheets are associated with that Option CLIN.Amendment 0006, Issued 12/10/2025.

The Contract Documents describe excavation, demolition, and waste management requirements throughout Divisions 01, 02, and 31; however, they do not identify any designated on-site disposal or stockpile location for excess soil, unusable material, rock spoils, trench spoils, demolition debris, vegetation, or similar materials generated by the Work.

Sections including 01 74 19 – Construction Waste Management and Disposal, 02 41 00 – Demolition, and geotechnical and monitoring-well specifications state that waste materials must be removed from the Project site and disposed of at a facility acceptable to authorities having jurisdiction. Several sections further state that burning or burying waste on-site is prohibited, and plant materials must either be given to the Tribe or disposed outside of the Park.

The documents do not clarify:

*Whether excess excavated soil (not suitable or not reused) must be removed from the Park entirely *Whether any on-site disposal area exists within Death Valley National Park *Whether NPS intends to designate a location for temporary stockpiling or permanent placement of spoils *Whether clean excess soil may be used elsewhere in the Park at Government direction *Approximate quantities of excess excavated materials anticipated

Because spoil export and disposal can significantly affect trucking, haul distances, environmental compliance, disposal fees, and overall cost—and because all CLINs are lump sum—bidders cannot uniformly price this work without clarification.

REQUEST FOR CLARIFICATION - To ensure fair competition and consistent pricing among all offerors, please clarify the following:

(1) Excess Soil and Trench Spoils.

Sheet 01-G1.15, 16, 17 & 18, in footnote 3, "On-site haul and stockpile: excess trench spoil will be hauled on-site to the mixing table south of the Cow Creek administrative area..." The mixing table is Staging Area 1.

(2) Temporary Stockpile Areas.

For excavated materials (for removal, processing, or re-use) is a combination of the mixing table (staging area 1) and within the 50-foot maximum allowable disturbance limit along the trench. See Sheet 00-C3.12 and Sheet 00-C7.0.

(3) Quantities.

Estimate that overall "excess" material will be approximately 30,000 CY (base). This is estimated by linear feet of trenching, multiplied by a 6-foot-wide trench, and then by 16 inches of material that will not be returned to the trench. Of the 30,000 CY, estimate that 700 CY is unsuitable for backfill (export off-site), 300 CY is contaminated or restricted for reuse (export off-site), and 29,000 CY is excess spoil to stay on-site at the mixing table (staging area 1) or in the 50-foot max allowable disturbance area along the trench. For Options A through I, cumulatively, estimate approximately 10,000 CY of "excess" material. The Contractor will need to use their best judgment in determining how to allocate this to the separate Options. See NEW tab "Pricing Info - Spoils_Amd7" in Attachment B09_Amd7 - B08_Attach4 - DetailedContractPriceSchedule.xlxs.

(4) Reuse of Clean Excess Soil.

There are a couple of areas where excavated soil will be used as fill in the immediate area. One area is the lagoons, where a "quarry" and mixing area are delineated in the plans. This soil will be used for the lagoon berms. The other area is the Cow Creek RO Plant. The site will be excavated down a couple of feet, and the excess soil will be reused for the berms surrounding the plant site. For the excess soil stockpiled at the mixing table, no specific areas have been identified where it will be reused.

(5) Interpretation of Lump-Sum Requirements.

On-site disposal locations, estimated quantities, and stockpile areas are provided as "information only" to assist Offerors, so no other responses are provided for this particular question/comment. Amendment 0007, Issued 1/12/2026.

1. Disposal Location Does the Government intend for all excess soil, rock spoils, trench spoils, unusable material, and demolition debris to be:

- (a) Removed from Death Valley National Park and disposed of off-site, or

- (b) Disposed of or placed at a designated on-site location within the Park?

If (b), please provide the exact location(s) and any requirements for use, restoration, or environmental restrictions.

2. Temporary Stockpile Areas Will the Government provide any temporary on-site stockpile or laydown areas for excavated material that will later be removed, processed, or reused?

If yes, please identify the approved areas.

3. Quantities If the Government intends that excess excavated material or spoils be exported, will the Government provide estimated quantities of materials anticipated to be:

- Unusable for backfill

- Surplus to trench or structure backfill requirements

- Contaminated or restricted for reuse

- Vegetation or brush requiring removal Even non-binding “for information only” quantities would allow bidders to price this work consistently.

4. Reuse of Clean Excess Soil Does the Government intend to allow or direct reuse of clean excess excavated soil elsewhere within the Park boundaries?

If so, please identify the allowable reuse areas and any testing, approval, or placement requirements.

5. Interpretation of Lump-Sum Requirements If the Government does not intend to provide disposal locations, quantities, or stockpile areas, please confirm that:

All costs associated with export, haul, and off-site disposal of excess soil, spoils, and debris are to be included in the Contractor’s lump-sum pricing for each CLIN.

RATIONALE - This clarification is necessary because:

*Spoil export and disposal represent a major cost element for this project due to the remote location of Death Valley National Park.

*The Contract Documents prohibit on-site disposal but do not designate any alternative location.

*Without an identified disposal site or estimated quantities, offerors cannot uniformly price trucking distances, disposal fees, environmental handling, or schedule impacts.

*FAR 52.236-2, 52.236-3, and 52.236-4 require the Government to disclose reasonably obtainable physical data and avoid ambiguity that leads to inconsistent bidding.

Clear direction on disposal requirements is required for complete, accurate, and uniform proposals.

The Contract Documents (Div. 31 – Earthwork) define “Rock Excavation” as material that cannot be loosened by three passes of a minimum-size ripping machine and require prior approval from the Contracting Officer before such material may be classified as Rock Excavation.

At the same time:

1. All excavation is otherwise designated as unclassified,

2. Section B – Price Schedule provides no separate CLIN, unit price, or allowance for rock excavation or mechanical rock removal,

3. Section 01 27 00 – Measurement and Payment states that lump sum items must include all necessary work, but

4. Div. 31 requires CO approval before material may be treated as rock, and

5. The Solicitation incorporates the following FAR clauses governing subsurface information and risk:

*52.236-2 – Differing Site Conditions *52.236-3 – Site Investigation and Conditions Affecting the Work *52.236-4 – Physical Data

The provided borings indicate that hard, cemented, and potentially unrippable materials may be encountered, but the Contract Documents do not indicate:

*The estimated quantity of materials anticipated to meet the Rock Excavation definition, *The locations or extents of such materials, or *The measurement or payment method should the CO approve material as Rock Excavation under the definition in Div. 31.

Without this information, bidders cannot uniformly quantify and price the potential work, which materially affects production rates, equipment requirements, and cost.

REQUEST FOR CLARIFICATION - To ensure consistent pricing among all offerors and reduce the potential for post-award disputes, please clarify the following:

(1) Quantities.

According to the geotechnical report, the only boring that shows auger refusal in the pipe zone is CC15. Other borings reveal cobbles, boulders, and claystone in the pipe zone; however, the soil is weak enough that an auger can penetrate. In the soil boring profiles, the claystone is often considered "extremely weak"; therefore, considering the auger refusal area as the worst-case scenario, and where rock excavation may be necessary. Boring CC15 is located along the access road to the Nevares Springs well near the Cow Creek RO Plant. For estimating purposes, 700 CY of rock excavation, this considers approximately 1,200 linear feet of trench x 3 feet of rock excavation depth in a 6-foot-wide trench. See NEW tab "Pricing Info - Spoils_Amd7" in Attachment B09_Amd7 - B08_Attach4 - DetailedContractPriceSchedule.xlxs.

(2) Pricing Mechanism.

Estimated quantities are provided as "information only" to assist Offerors, so no other responses are provided for this particular question/comment.

(3) Extra Work Determination.

A determination cannot/will not be made at this time and shall be addressed after contract award, should the matter arise.

(4) Lump-Sum Interpretation.

Quantities, allowances, and a pricing mechanism are provided as "information only" to assist Offerors, so no other responses are provided for this particular question/comment. Amendment 0007, Issued 1/12/2026.

Amendment 0010, Issued 1/30/2026.

1. Quantities Will the Government provide estimated quantities (even “for information only”) of material anticipated to meet the specification definition of Rock Excavation?

2. Pricing Mechanism If estimated quantities are not available, will the Government establish a uniform pricing mechanism for rock excavation, such as:

- A unit price bid item (CY or HR),

- A bid allowance,

- A geotechnical baseline report (GBR) or written interpretation of anticipated rock conditions, or

- A stated baseline production rate for determining when work qualifies as Rock Excavation?

3. Extra Work Determination Please confirm whether excavation meeting the Div. 31 definition of Rock Excavation (as verified and approved by the Contracting Officer) will be considered Extra Work and handled through an equitable adjustment under the contract.

If yes, please provide the Government’s intended:

*Measurement method (CY? HR?)

*Verification procedure *Required evidence of unrippable material

4. Lump-Sum Interpretation If the Government does not intend to provide quantities, allowances, or a pricing mechanism, please confirm that:

All excavation—regardless of hardness, cementation, or rippability—is intended to be included in the bidder’s lump-sum price.

RATIONALE - This information is required because:

- Rock excavation has a significant cost and schedule impact.

- FAR 52.236-2, 52.236-3, and 52.236-4 require the Government to disclose reasonably obtainable subsurface data and avoid ambiguity.

- Without a consistent basis for estimating rock, offerors may price this work differently, undermining competitive equality.

Clarification is necessary to allow all bidders to prepare complete, accurate, and uniform proposals.

27Beginning on plan sheets C4.1, a 2" water service and electrical duct bank are showing being installed in the same trench. Plan sheet 444, E100 depicts an approximate 6000LF duct bank, however there are no plan sheets with trench details, stationing, allowable environmental footprint(s), or pull box locations. Is it the NPS's intention to have the successful contractor design-build this duct bank? The intent is to have Southern California Edison (SCE) design the electrical line/duct bank. Their standards will drive trench details, offsets from water and sewer pipe, and pull box locations. The stationing will likely remain the same, and the environmental footprint should remain the same, as the allowed disturbance width is 50 feet, which is more than enough space to perform the work.Amendment 0006, Issued 12/10/2025.
28B08_Attach4_-_DetailedContractPriceSchedule has pipe and options listed for unit pricing. However, the RO building, pump station and various structures are omitted from the pricing sheet. Please provide guidance where to capture the costs associated with these structures.Spec section 01 27 00, subsection 3.1.A (CLIN 1) is "Furnace Creek RO Building" and subsection 3.1.H (CLIN 8) is "Cow Creek RO Treatment Building". This is where the RO building work is captured. Subsection 3.1.I (CLIN 9) "Cow Creek Lift Station" is where the main pump station is captured. For the various other structures, please re-review the CLINs in spec section 01 27 00.Amendment 0006, Issued 12/10/2025.
29Please provide a copy of the job walk sign-in sheet.Refer to Amendment 0005, issued on 11/7/2025, Attachment "B09_Amd5_PreProposal SignInSheet_DEVA 318717.pdf."Amendment 0006, Issued 12/10/2025.
30Sheet C1.41 and C1.42 specifies a 920lf HDD at minimal cover. This HDD is far too shallow to mitigate frac-out risk. Is this HDD call out an error? If not, suggest readdressing the HDD design for a deeper bore to mitigate surface impacts. Additionally, Per the Geotech report on pages 10-11 there are numerous HDD sections for the potable and waste water pipelines. Please clarify that these are intended to be "Horizontal Directional Drill." Due to the very shallow depths, and the pressures required to return drill fluid back to the machine, the frac-out risk is very high. This is not an error. Horizontal Directional Drilling is specified at this location. The HDD sections in the geotechnical report are intended to be "Horizontal Directional Drilling". The design will not be changing because strategy, equipment, etc., vary among Offerors. In specification section 33 05 23 "Utility Horizontal Directional Drilling", the construction contractor is being asked to provide specific submittals of all HDD equipment, contingency plans, etc. as well as a horizontal directional drilling plan (Plan) for each location. In the event the design needs to be adjusted slightly (e.g. if the pipe needs to go deeper), the NPS DSC Project Team and AE-DOR will work that out with the selected contractor after they submit their Plan. For proposal purposes, each Offeror shall propose according to what will work for their specific strategy, equipment, etc., and assume in-field adjustments are okay.Amendment 0006, Issued 12/10/2025.
31Sheet C1.64 station 405+50 specifies an 8" gate valve on a 4" mainline. Does the government intend to have two 4x8 reducers, or was this valve intended to be 4" to match the mainline? This is a labeling error. The valve is intended to be a 4" to match the mainline.Amendment 0006, Issued 12/10/2025.
32The drawings omit the HDPE pipe type in the drawings. Specify if IPS (iron pipe size) or DIPS (ductile iron pipe size) HDPE pipe is to be used on this project.Specification section 33.41 01-5, 2.1.A, states that "water distribution main pipe sizing system shall be IPS".Amendment 0006, Issued 12/10/2025.
33Sheet C3.13 Detail A specifies the trench width as pipe OD plus 2ft, which is standard. The detail further states minimum trench width to be 3.5ft. Is this call out an error? A 42" trench width for 1", 2", 4", 6", and 8" pipe is non-standard and will result in higher project cost due to the volume of material being handled. The call-out is not an error, but a fairly standard detail that has been used on other federal projects. The logic behind the detail is that a normal rock bucket on an excavator is ~36 inches (3 feet) wide, and anticipates some sloughing of the trench walls, so 42 inches (3.5 feet) is a fair dimension as a minimum. If an Offeror prefers a trench width of less than 42 inches (3.5 feet), especially if smaller equipment is being used, this would be acceptable.Amendment 0006, Issued 12/10/2025.
34Div01 Specifications on pages 7-8 of the RFP lists Options A-I, with additional written descriptions on pages 29-31 however, the drawings provided in the solicitation do not show the described work as options. How are contractors to designate what work is included for the options for bidding purposes? Will the NPS be releasing additional information to show exactly what work is included in each option?Option CLIN overviews are outlined on Sheets 01-G1.19 and G1.20.Amendment 0006, Issued 12/10/2025.
35Div01 Specifications page 10 letter F states that a construction camp will not be permitted. On the site walk there were discussion of a construction camp being allowed and Amendment 1 authorizes a camp. Please confirm if there is availability for the contractor to setup additional construction camp(s) in other areas.Correct. A construction admin camp is permitted as provided in Amendment 0001, issued on 10/1/2025, and superseded the original Div01 Specification Page 10, letter F. Construction Admin Camps are only allowed in areas specified/shown in the "B09_Amd1 - Construction Admin Camp Q&A (only)_DEVA 318717.pdf" that was provided. Offerors are also advised that the Construction Contractor selected for Contract Award shall leave a space available for the On-Site Construction Management Representative's (CMR) Housing Accommodations within the Construction Admin Camp area. *Specification Addendum forthcoming with a future Solicitation Amendment.Amendment 0006, Issued 12/10/2025.

39If an archeological resource is found is it the contractors responsibility to arrange for consultation, investigation, and mitigation? Please confirm that these potential findings will be covered via the 52.236-2 Differing Site Conditions. An unknown archaeological resource found during construction may be considered a Differing Site Condition. If discovered during construction, the Contractor must notify NPS immediately and the NPS will review accordingly. Depending on the NPS review findings, the Government or the Contractor may be responsible for documentation, mitigation, or similar; however, a definitive determination of such cannot be provided at this time for an unknown/hypothetical scenario. If determined to be a Differing Site Condition by the Contracting Officer - and if documentation, mitigation, or similar is required by the Contractor - any change to the Contract as a result, will be addressed through Modification.Amendment 0008,

40 Div01 - Section 01 57 19.12 - subsection 3.1 noise management - The table listed under number 2 sets either unattainable or difficult to meet sound levels. Additionally, if nightwork is performed, the noise levels are not achievable. It is important for contractors to minimize nuisance sound, similar to management of fugitive dust and housekeeping. Likewise, nuisance sound is not necessarily the sound at the point of generation, but that which leaves the site and impacts the natural soundscape for fauna, visitors, and operations not directly affected by the construction work. Nightwork, if authorized, must be scheduled such that nuisance sound does not violate quiet hours in campgrounds and housing areas, generally 19:00-07:00, and other similar areas (e.g., backcountry camping areas and locations with active ranger programs). Crucial habitat areas may also have more stringent requirements for nuisance sound. Amendment 0008, Issued 1/16/2026.

Amendment 0010, Issued 1/30/2026.

46 Do the bid item extensions quantities and extended totals for bid Items 6,7,13 and 14 need to add up to and equal the total of the Attachment 4 bid item L.S. Price amount? For example, Bid item 6 describes 52 EA appurtenances. Please describe in detail fully what these appurtenances are. No, they do not need to add up. The intent of the additional "extension" quantities and information provided within the respective tabs are requested to support the Government's analysis of the actual proposed price amount. Actual proposed pricing will be as Lump Sum on the Section B - Contract Price Schedule tab. Reference to Appurtenances and quantities stated in the Pricing Info - Piping_Amd7 tab have been removed in their entirety. *The 52 appurtenances previously noted within CLIN 6's Additional Pricing Information tab are described in Specification Section 01 27 00, 3.1.F.2. 52 Per drawing 021-A101 (Architectural Floor Plan) for Cow Creek Lift Station, keynote 8 states: “Process equipment; see process TYP.”

The Cow Creek and Furnace Creek buildings included process diagrams and isometrics; however, these do not appear to have been provided for the Cow Creek Lift Station.

Please provide any additional process plans or isometric drawings for the Cow Creek Lift Station to clarify the scope of process equipment. The "process equipment" is only the lift station. Lift station section and plans are on Sheets 02-C7.5 and 02-C7.6. Amendment 0008, Issued 1/16/2026.

53Please confirm the 2 vault toilets shown at the Existing Furnace Creek RO plant and the Proposed Cow Creek RO plant are new, and which CLIN they should be carried in. *Sheets 01-C8.12 & 02-C8.18The two vault toilets at the Furnace Creek and Cow Creek RO plants will be new installations; they are not existing. These should be included in CLIN 4 "Furnace Creek Sitework" and CLIN 11 "Cow Creek Sitework".Amendment 0006, Issued 12/10/2025.
54Site plans show the approximate location of vault toilets, and the provided details are limited to basic architectural plans and elevations. Please provide adequate construction details for vault construction. If the vault toilets are prefabricated units, kindly provide the applicable specifications. *Sheet 00-C8.30The basis of design for the vault toilet is a pre-cast CXT Cascadian structure, or approved equal. As previously advised on in Amendment 0002, issued on 10/9/2025, items identified as "or equal" are considered design items to be addressed in accordance with Clause 52.236-5 - "Materials and Workmanship." Proposed equivalents must be compliant with respective Buy American requirements and shall be evaluated during the post-award submittal process.Amendment 0006, Issued 12/10/2025.
55The fence detail shows a 6' overall height, which includes barbed wire. There is a potential worker safety issue if barbed wire is positioned at approximately head height on the fence and man gates. Additionally, this configuration may not comply with applicable safety regulations. Please confirm whether the barbed wire should be included within the 6' height or installed above it, and provide guidance on legal and safety requirements for barbed wire placement on fencing and gates. * Sheet 00-C8.27For this project location—an isolated, non-public area of Death Valley National Park—there are no OSHA, IBC, or NPS restrictions that require barbed wire to be higher than the 6-foot fence height shown in the plans. Municipal fence ordinances that mandate barbed wire starting at 6'-6" or 7'-0" do not apply to federal lands, and OSHA’s requirements address only worker PPE during installation, not the installed fence height. The current design is compliant and appropriate for a remote, non-visitor location, so no revision is necessary.

The barbed wire in the fence detail is removed. **Refer to the following Amendment 0010 attachments:

57 Referenced Specification requires the Contractor to provide both an Archeological Monitor and a Tribal Monitor to observe all ground-disturbing site work. Our past experience is that having the Contractor provide these positions results in a significant cost, which could be drastically reduced if the NPS were to utilize its own personnel to fulfill these roles. Please consider the NPS providing both the Archeological Monitor and the Tribal Monitor to reduce the cost to the Government. *Specification 01 35 13.22 No change to requirement. The construction contractor shall provide monitors. Amendment 0008, Issued 1/16/2026.

58The current deadline for submitting questions is Sunday, November 30th, which falls on a non-business day and coincides with a long federal holiday weekend. Additionally, the bidding process involves review by subcontractors which generates questions as their review continues throughout the process. To ensure questions can continue to be submitted throughout the Solicitation process, we respectfully request that the deadline be extended to no sooner 14 days before the Proposal due date. The intent of the due date for questions was so the Government could guarantee responses be provided (via Amendment(s)) prior to the Solicitation closing. Interested Parties still have the ability to submit questions past the original due date of November 30, 2025; however, the Government cannot guarantee responses will be provided (via Amendment(s)) prior to the Solicitation closing, but will make its best effort to do so.Amendment 0006, Issued 12/10/2025.
59The current bid date shortly follows the end-of-year holidays, which significantly impacts subcontractor availability and vendor responsiveness. Additionally, many personnel will be traveling or working around holiday schedules, reducing the time available for coordination. To account for these factors and ensure subcontractors have adequate time to develop and submit pricing, we respectfully request that the bid due date be extended to Friday, January 30th. This extension will allow contractors sufficient time to solicit, receive, and vet subcontractor and vendor pricing, and prepare comprehensive proposals, resulting in more accurate and competitive submissions. The Proposal Due Date/Time is Extended to 12:00 pm Mountain Time on February 3rd, 2026.Amendment 0006, Issued 12/10/2025.
60Sheet C2.55, Sta 710+00, there is a small stub pipe shown on the drawings facing Skyline Drive. The same stub pipe is shown on C2.20, but partially covered with the stationing call out box. There are no notes or call-outs regarding this pipe. Please specify what this pipe is for and provide details. This is a drafting error. The stub-out should not be there; please ignore.Amendment 0006, Issued 12/10/2025.
61Sheet C3.14 Detail C depicts a strap-on saddle (ductile, bronze, etc) for water services, but the note calls to use a fusable saddle. Please confirm that both styles of saddles are allowable.Electrofusion saddle only. See specification section 33 41 01, 3.2.A.Amendment 0006, Issued 12/10/2025.
62Sheet C2.7, sta 127+72.68: The fire hydrant is to remain, however the hydrant is facing wrong direction for a direct connection. Is it the NPS's intention to add fittings to make the 180 degree turn to connect to the existing hydrant shoe? Or, does the hydrant need to be removed, indexed the correct direction, and reinstalled? This is typical for multiple hydrants on the drawings facing the wrong direction for a direct connection. I.E. Sheet C1.1 Sta 10+52.19, C1.2 Sta. 16+40, etc.The intent is that the hydrant's main pumper nozzle should face the street. If the hydrant is already configured in this way, there is no need to rotate; however, the piping will require bends/fittings to reach the hydrant shoe. If the hydrant is not facing the street, it will be removed, rotated in the correct direction, and reinstalled.Amendment 0006, Issued 12/10/2025.
63Sheet C2.9 sta 210+96 to sta214+90: detail on sht C3.16/C shows 6" of concrete encasement but only for sewer mains, not for water mains. Also the typical trench width is 2' + pipe OD, which will greatly increase the concrete amounts for the encasement. Please clarify intent.Sheet 00-C3.16 is updated to show pipe armoring is for sewer or water mains, and the pipe should be encased with one foot of concrete on all sides. 64Sheet 7.1 Detail B; Manhole lid opening sizes are shown as 24". California Public Utilities Code, General Order 128, Rule 32.5 states that manhole openings are to be a minimum of 26" round. OSHA CFR 1910.146 also states that opening 24" and below are restricted confined spaces and not recommended. Modern industry standard for manhole openings is 30" or 36". Recommend revising manhole openings to 36" round. It is the Government and Design Teams' understanding that the California Public Utilities Code is for electrical and communication structures, not sanitary sewer manholes. 24-inch openings are the industry standard for sanitary sewer manholes. Modifications to the opening size could result in higher costs for manholes and longer lead times since it would be a custom order. The design will remain unchanged at a 24-inch opening; no changes made to the drawings.Amendment 0006, Issued 12/10/2025.
65Based on the special provisions, it appears the bid includes approximately 800 hours of archaeological monitoring, National Register of Historic Places searches, and pre-construction nesting bird surveys, with all other tasks to be performed by NPS or Tribal personnel. Could you please confirm if this interpretation is correct?Special provisions estimate 800 hours of arch monitoring and 800 hours of tribal monitoring based on educated analyses of the project. Any hours over these estimates would still be on the contractor to provide. Special provisions do not require NRHP searches as those were completed as part of the compliance processes in design and conditions and stipulations for these areas are built into special provisions. Any pre-construction bird surveys are required as listed in special provisions and not required unless work occurs in critical seasons. NPS and Tribal personnel are not available for these tasks.Amendment 0008,
