# Question Response

1 Please clarify if the project has tax exemption status A tax exemption will not be provided.

There are multiple Small Business participation percentages identified in the Solicitation. Please confirm that we are to include and provide a Small Business Plan that achieves SBE 20%, SDB 5%, WOSB 5%, SDVOSB 3%, and HUBZone 3% of the total contract value. These percentages are in accordance with the DOI goals and table provided but are different that the NPS Fiscal Year 2022 goals that are also referenced.

Applicable to all large business interested contractors: there are 3 separate small business requirements: 1. For this full and open competetion, all large business offerors shall commit to setting aside 20% of the entire contract amount for small business, this includes options that should be broken out separately. 2. All large business shall submit a small business subcontracting plan. The current DOI small business subcontracting goals are identified on the Small Business Subcontracting Plan form provided as an attachment to the solicitation. Goals are small business 44%, service disabled veteran owned and veteran owned 3%, HUBZone SB 3%, small disadvantaged business 5%, and small women-owned business 5%. Again the subcontracting plan must include the options. 3. The third requirement is Section L, Evaluation Factor 6- a small business participation plan. That plan shall address items 1 - 5 and describe the extent to which the offeror met or exceeded DOI subcontracting goals. For small business, 44% of all subcontracting shall be contracted to small business and 20% of the entire contract amount shall be subcontracted to small business. Historically, if there was not an overall (percentage of entire contract) goal for small business, large business interested contractors shall address subcontracting goals that are calculated against the subcontracting dollars and not the total contract dollars.

Please confirm that the small business plan goals are only to appy to the Base Bid contract CLINs 1-10 and that these will be reevaluated with the selected General Contractor regarding the acceptance of Option CLINs 11- 20.

In accordance with Special Provision 1: Evaluation of Option -Interested large business contractors should provide small business plan goals for the entire contract amount that includes options.

NAMA LINC 216042 Construction Solicitation Bid Questions Amendment 04

Factor 3 - Schedule of the Solicitation states that MS Project Gantt Chart format should be utilized with our submission. Please confirm that we are able to submit our construction schedule in Primavera P6 as this format provides clear activities, critical path, and milestones as well.

Yes, other programs may be used as long as it provides clear activities, critical path, milestones, etc.

The provided Excel Bid Form had multiple tabs including two Sample project tabs. Please confirm that these examples are not related to the primary Bid Form and require no action with submitted proposals.

There is only one bid form with the contract line items that agree with the scope of work in the specifications. Tabs without relevance should be ignored.

Please provide the Basis of Design and manufacturer information for the new elevators that are to be installed as this is not identified in the specification.

There is no manufacturer standard equipment used as a basis of design. The elevators are a custom equipment that is bounded by the existing dimensions of the shaft (between the existing concrete columns.)

230901/230903 - Specification 230903 lists that the electronic controllers manufacturers are Johnson Controls, Honeywell, or TAC. However, specification 230901 lists control manufacturers as Automated Logic Corporation, Johnson Controls, Inc., or Siemens. Please confirmed that all of the referenced control manufacturers are acceptable for the controls/BAS work.

The control manufacturers are Automated Logic Corporation, Johnson Controls or Siemens. Those manufacturers can use Johnson, Honeywell and TAC electronic controllers.

Please confirm that there are no restrictions for materials and equipment traffic loads at the undercroft historic soil locations.

No traffic load restrictions here.

There are areas of the work in the undercroft where temporary protection for the historic soil is not clearly identified. Please confirm that we are only to provide temporary protective measures where shown on the drawings or if the entire undercroft footprint will require protection.

On sheet G10, areas where the soil is to be protected is identified with a hatch pattern. Areas beyond the fence line will left undisturbed. Soil areas located within the fence line that are not hatched will be disturbed by construction activeties for the new work. In addition, refer to H1 for abatement of the soil.

Solicita on p. 50Please describe the small business requirement in more detail. When calculating the achieved percentage should the 'total contract value' include the alternates?

Evaluation Factor 6 - requires large business provide a small business participation plan. The requirements of the plan are listed as 1-5 of the evaluation factor. With regard to requirement #2 DOI goals, interested contractors should use recent subcontract experience to demonstrate performance

Solicita on p. 52Please describe the small business requirement in more detail. p. 52 requires us to include rationale why we cannot meet the following goals: SB 44%, SDB 5%, WOB 5%, HUBZone 3%, and SDVOB 3%. In that list Small Business is shown as 44%, but the contract Small Business goal is stated elsewhere as 20%. Do we have to show rationale why we don't meet 44% if the project goal is 20%?

The chart identifys the small business requirement that is 20% of the entire contract. Large Business interested contactors should provide information demonstrating how they have historically meet DOI subontracting goals. For this solicitation, for all subcontracted work - the small business plan subcontracting goals are SB 44%, SDB 5%, WOSB 5%, HUBZone 3% and SDVOSB and VOSB 3%. The requirement of a 20% set-aside for the entire contract that includes options, may or may not be greater that 44% of all subontracting. It is expected large business interested contractors shall meet both goals or explain otherwise.

Solicita on p. 52Please describe the small business requirement in more detail. RE: The NPS subcontracting goals for FY 2022. If an individual small business contractor is registered across multiple types of small business categories, can we count their participation across each of the categories they are registered in or only one category?

Yes. if a small business contractor is registered across multiple types of small business categories, interested contractors can and should count the participation accross each of the categories. In addition small business contracting is counted in the 20% of the entire contract (that includes options) and the same participation is counted in the 44% of subcontracting goal.

Solicita on p. 14Please specify whether the self-perform percentage requirement is as a percentage of the total contract value, incuding the alternates, or just the base bid.

Special Provision 1: Evaluation of Options states the Government will evaluate offers for award puposes by adding the total price for all options to the total price for the basic requirement. Therefore the self-performance percentage requirement is a percentage of the total contract value and not just the base bid.

Vol. 1, Sheet G12, Note 1Please clarify who is reponsible for the maintenance and operation of the temporary lift throughout construction.

During the Site Visit, it was stated that the contractor will not be responsible for operating the lift, but G12 says it is the contractors responsibility.

Contractor is responsible for maintaining the lift. Maintain operation of lift on a 24-hour basis. If lift was to break down at any point, contractor to get lift operational again within 24 hours of notice. Operation of the lift is to be independently operable by the visitors. A third party inspector hired by the contractor to be provided to ensure the lift is operating correctly and it meets all codes before allowing use by the public.

RFPConsider providing the bidders an addi onal two weeks past July 1st to submit their pricing. July 1st is the Friday prior to the July 4th holiday and as such that date will impact the level of bid day participation received.

Proposal due date extension will be considered at a later date based on status of the soliciation

RFP, AD18 and AD19, AD31 and AD32, Sec on 2/AD60Referenced drawings instruct the contractor to remove demolish/remove the existing Terrace/Exhibit level concrete slabs in specified areas. Question 1: Has a structural study been done to check the stability of the remaining structure (the perimeter walls, interior walls, Utility Level structure)? Question 2: RE:

Key Note 02.128. What types of temporary support will be permitted to attach to the existing historic structure? Question 3: Due to the presence of confirmed and assumed contaminated soils, will any raker bracing need to use above grade concrete heel blocks ilo heel blocks excavated in the contaminated soils?

Question 1: For removal of the existing Terrace slab, it is anticipated that temporary shoring and bracing will be required at the exterior Terrace walls (this assumption has been noted in the drawings). For the removal of the existing Exhibit slab (in the southeast quadrant), it is not anticipated that temporary shoring and bracing is required as this was not a part of the original design of the Terrace. Some repairs to the existing structure may be required (noted on sheet S7, sheet note #4). With that said, it is the responsibility of the contractor to provide temporary shoring, bracing, and sheeting to make safe all floors, roofs, walls, and adjacent property as project conditions required (see General Notes on sheet S0.1). Temporary shoring, bracing, and sheeting is the responsibility of the contractor and must be designed by a registered professional engineer and hired by the contractor (see General Notes on sheet S0.1). Signed and sealed shop drawings and calculations shall be submitted for review (see General Notes on sheet S0.1).

Question 2: Existing concrete is considered a cultural resource. Penetrations into existing concrete are unacceptable. The types of support, shoring or bracing are the contractor's means and methods. However, the method of attachment must be submitted to the NPS Contracting Officer for approval. Proposed methods will be reviewed to ensure no damage to the existing concrete.

Question 3: NPS expects the abatement of contaminated soils to be complete prior to demolition. The decision to use above- or below-grade heel blocks is the contractor's means

Sub Sheet AD2 / Sheet 65What is the disposi on of the Exhibit-level

Exhibits, Furniture, and Equipment after removal? Store for reinstallation or dispose of ?

The existing exhibits are to be disposed.

G14 - G16, 01 11 00 1.3 A.4 - Summary of WorkGeneral Note 1 on Dwgs G14 through G16 indicates that a minimum of 40 ft of width for public access must be provided at the main/East side monumental stairs at all times. The 01 11 00 Summary of Work paragraph defines the removal of the marble steps between column lines 9 and 12 as occurring in sequence 4.a. The distance between column lines 9 and 12 is ~52 ft. Please confirm that the 40 ft minimum width requirement controls and that sequence 4.a must be accomplished in stages limited to 40 ft wide.

There is a typo in 01 11 00 Summary of Work. The work is approximately between column lines 7 and 12 (the entire width of the stair). The stair is roughly 80 ft wide. The requirement to maintain 40 feet for public access is correct.

Dwg H1, Bid Op on E, Bid Op on JBid Op on E's scope is to price the removal of 6" of assumed contaminated soil in the Raised Terrance Undercroft. Shown on drawing H1 this area is approximately 21,000 sf. Bid Option J's scope is to price the installation of 17,000 sf of vapor barrier and 6" of soil over said vapor barrier. Please confirm that either Option E or Option J will be selected, but for the most part (all but maybe 4,000 sf) both options will not be chosen. How are the seemingly mutually exclusive options to be shown on our submitted Schedule?

Provide prices for both option E and J. Added clarification to 01 2700 Definition of Contract Line Items - paragraph 3.2J1.

USPP Room, Op on GCan you confirm that the renova ons of the USPP room shown on the various A series drawings should be priced in Option G.

i.e. Not only the VCT and marble flooring, but are all the other USPP Room renovations in Option G?

All the work occuring in the Chamber Level USPP Room 203 and 203A are in the base bid with the exception of the removal of the VCT flooring (Bid Option G), the stone work on the door surround (Bid Option I) and repair/restoration of the bronze door and transom (Bid Option C).

AD14Sheet AD14 has three 02.15 callouts for demoli on of por ons of existing opening in wall to provide new concrete lintels. Calouts between column line 5 & 6 and 6 & 7 have a dotted outline, running South to North.

Please confirm that the dotted outline depicts the footprint for the portion of wall to be demolished (as indicated by each 02.15 callout. Please, also, provide the accompanying footprint between column line 4 & 5 on sheet

AD14.

Due to the existing museum construction, the design team was unable to confirm the extent of the existing concrete demolition. Portions of the concrete wall exist from the underside of the stylobate slab to an undetermined height above the existing floor. The existing ceilings in those areas are 8'-9' AFF. Therefore, we assume the existing lintel is just a few inches above that point. We have indicated the height of the new lintel in the new work next to each key note.

A achment 8A achment 8, Limited Asbestos Soil Sampling, indicates the presence of ACM soils. No quantities are provided for ACM soils. Please confirm ACM soil removal is not included as part of this project, or provide quantities to assume for abatement. MIKE: THERE IS ONE BID ITEM AND

ONE OPTION THAT DESCRIBE AREA QUANTITIES X 6" DEEP FOR THE ACM

SOILS. SCOPE IS WELL-DEFINED.

Refer to H1 for quantities.

S31 and S36Please confirm that the costs to construct the South Elevator shaft can be totally contained within CLIN 001, i.e. They do not need to be broken out into Exhibit Level (CLIN 001) and Utilitey Level (CLIN 004)

Please include in CLIN 001

AD14RE: Key note callout of "02.54 Typ. of 11" occuring at right hand side of sheet. Should this instead refer to Key Note 02.59?

Unclear what this question is referring to. There is no note as described on AD14.

AD and Structural Demoli on DrawingsPlease confirm that the demoli on of the Terrace Level beams, slabs, and the columns that extend down to the Exhibit level (both the NE and SE quadrants) should be priced with CLIN 001.

Please include in CLIN 001

AD3/Sheet 66 and Spec 01 27 00 - Defini on of Contract Line ItemsKey Note 02.29 on AD3/Sheet 6 describes the grass/soil/waterproofing removal and repair work graphically as to occur on the SE corner and in the middle of the north side of the roof terrace level of the memorial. The key note indicates this work is to be priced in Bid Option B. The Bid Option B description in Spec 01 27 00 refers to the SW, Western, and Northwest corners of the memorial. Please advise which areas are to be included in bid option B.

Bid Option B is to replace the waterproofing, soil and grass from column Line G to column line A (south side), the entire west side of the terrace and between column lines A and E on the north side. Remove reference to Bid Option B from keynote 02.29 and keynote 32.05.

Vol 1, Sheet 73 of 256RE: Key Notes 02.61 and 02.62. Will the NPS be responsible for cleaning the memorial main stair treads and landing slabs?

Correct, NPS will be cleaning treads and landing slabs following removal. Keynote 02.61 revised to include cleaning by the NPS.

RFP Sec on KCan SECTION K – REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENTS OF OFFERORS please be provided as a stand-alone attachment so that it can be completed by the offerors? In the current RFP it includes other sections that are not completed for Section K.

A standalone Section K is added to the attachments.

Spec 05 77 00The sepc 05 77 00 was not included in Specs Document Vol

1. Please provide the spec 05 77 00: Decorative metal grilles

Decorative metal grilles are included in 05 7000 Decorative Metal. Remove 057700 Decorative Metal Grilles from the Table of Contents

Spec 01 50 00 Sec on 1.5 Project Condi onsIt appears that "Truck Cranes and similar devices..." are considered tools and equipment and are not "Temporary Facilities". This being the case, are we able to set truck, mobile, or crawler crane between 40T and 110T within the grassy, non-Terrace areas of the Lincoln Memorial ?

Refer to the Civil drawings for limits of disturbance to the site. Contractor will need to include services/analysis of the existing soil conditions to provide appropriate ground bearing pressure calculations for the crane pads.

Site Visits to Undercro A few subcontractors were unable to a end the previously scheduled site walk to the Undercroft. Will any additional visits be schedule?

No additional site visits will be scheduled at this time.

01 56 39 Part 3.6ASpec sec on 01 56 39 Part 3.6A en tled 'Project Site Monitoring' reads, "As determined by the Contracting Officer for projects of sufficient size to warrant such, a Project Consulting Arborist shall be retained to enforce and monitor the Tree Retention and Protection objectives.". Please instruct whether the Project Consulting Arborist is to be hired by Contractor or provided by Owner.

Provided by owner.

S55S6-2 on the SLAB/DECK SCHEDULE is scheduled as a "SLAB ON DECK" but does not specify depth of concrete to be poured over the metal deck.

Please confirm that the thickness of the concrete fill should be 4.5".

Yes, the S6-2 slab is 4.5” normal weight concrete. Sheet S55 has been revised and submitted with Bid Addendum 2.

Please confirm abatement of these substances is not to be included in the rehabilitiation project, or provide quantities to assume for abatement.

Roofing material on the High roof is not part of this contract.

Removal of the ACM fireproofing that covers the supporting steel structure of the existing visitor's center is a part of this contract. See revisions to H2.

S11 & S26Sheet S11 has a refers contractor to detail 2/S26 in a drawing/sheet reference for the area NE Partial Plan @ Utility Level East of grid line O. Referring to sheet S26 as instructed, detail 2/S26 reperesents "Ceiling Structure Partial Plan at Fire Pump and Main Electrical Rooms".

Please revise sheet S26 to new detail for reference area on sheet S11.

The intent of the partial plan 2/S26 is to illustrate the ceiling structure, which is below the Exhibit Level and, therefore, would be difficult to show up on the main Exhibit Level plans. All of the structure at the Utility Level is shown on sheet S11. Sheet S26 has been revised and submitted with Bid Addendum 2.

G7.0 Please provide a specification or basis of design for the slip resistant matting material that meets the Police K9 approval standards.

Solicitation Offer and Aware & Spec 01 90 02 - Competency of Specialist for Stone RepairsThe Solicita on defines the informa on to provide for each of the six factors. There is no requirement in the Solicitation document to provide the specific technical qualifications that Spec Section 01 90 02 defines as Technical Qualification Data Forms AA, BB, CC, and DD for the Stone Repairs. Paragraph 1.01 C defines these technical qualification forms as being necessary to submit with our bid on bid day. Please advise if we are to provide Forms AA, BB, CC, and DD with our bid on bid day.

This is part of the informational submittal that will be provided after award as part of the submittal review process and prior to executing the work.

Note 2 on S7, keynote 09.18 on sheet A46, keynote 09.09 on sheets A47 & A99, A125, A128, & Spec 01 22 00 - 3.1For the miscellaneous concrete repair work and miscellaneous plaster repairs, the Contract Documents dictate that pricing should be submitted to provide the Owner with breakout unit prices for additional scope of the kind. Please advise contractors how the Owner wishes to view these unit prices. The current Contract Price Schedule (released in RFP) does not include any unit pricing options. Please confirm that the work as shown in the Contract Drawings is to be priced with the respective Bid Options and that only additional work (work that is identified after the time of bid, through field verification) is to be provided in Unit Prices submitted to the Owner. It appears that additional options on a revised Contract Price Schedule may be required.

See response to comment 47 above, repeat question

Legend on S7The legend provided on sheet S7 shows a hatching detail for

"AREA OF SPALL IN CONCRETE TO BE REPAIRED, SEE TYPICAL CONCRETE

REPAIR DETAIL (SQUARE-FOOT)". Please confirm that there should be no other hatching details provided in this legend to guide contractors in their understanding of the concrete repairs scope of work. The detailed hatching provided matches several locations approx. 1 SF, each, to recieve concrete spall repairs. General Notes and Key Notes on sheet S7 appear to be the only other items governing the proposed Concrete Repair scope of work at time of bid.

Refer to Sht. S61 and SECTION 03 01 30, Concrete Repair.

The Construction Documents indicate the types and extents of known required repairs.

Sec on 3 on S34, S15, and A15Twin 6" CMU walls are shown in sec on on dwg S34, between cols H & J and cols 15 - 18. These walls are not shown on architectural drawing A15 nor are they shown on S15. Please advise on the need for thse CMU walls and to what extent they run in plan view.

Sheet A87 has been revised and submitted with Bid Addendum 2 to show the extent of the CMU wall.

Sec on 1 on S36This detail calls for the cu ng of a hole in the exis ng concrete slab for the South Elevator jack hole. From the site visit it was observed that the south elevator jack hole might already exist. Does the jack hole for the South Elevator already exist?

There is an existing jack hole for the existing south elevator.

However, it may or may not align with the configuration of the new elevator. Some on site coordination of the existing conditions is required.

A115 Key note 6.08Key note 6.08 calls out for "Printed WD-1 wood slat wall provided by Exhibit Contractor", please clarify who is the Exhibit Contractor.

The exhibit package is still in design and the exhibit fabrication/installation contractor has not yet been selected.

Bid BondBids are being submi ed electronically. Should we mail the original copy of the bid bond to NPS subsequent to the bid submission? Not required.

A154 Finish Schedule, A190The exhibit level finish plan on sheet A190 specifies Floor Tile CT-3 at Work Room 144 and Storage Room 144A; the finish schedule, however, specifies Resilient tile RFT-1 at these same areas.

Please clarify intended finish at rooms 144 and 144A.

Flooring in those areas are RFT-1. Sheet A190 has been revised and submitted with Bid Addendum 2.

Specifica on 09 51 13Sec on 1.2.B of Specifica on 09 51 13 lists two specifications, 09 51 23 and 09 51 33, as related requirements but these specifications have not been provided. Please provide the missing specifications or confirm the project is not bound by them.

Spec 02 41 19 - 6, paragraph 3.5 A.8 - Demoli on MethodsThe referenced specification paragraph seems to prohibit it, but can you advise if it will or will not be permissible to allow the Exhibit Level CIP concrete slabs, walls, beams, columns, etc. to free-fall/drop to the undercroft during the demolition activities? It is our understanding that due to the potential to contaminate the historic soils, the dynamic forces imparted to the remaining structure, and the potential impacts to the public/visitor experience at the Memorial that allowing the demolished structural elements to free-fall to the ground would not be permitted, but please advise.

Allowing demolished structural elements to free fall to the Undercroft floor is NOT permitted. Section 02 4119 has been updated and resubmitted in Bid Addendum 2.

Spec 02 41 19 - Selec ve Demoli onIn order to design shoring for and a demolition sequence for the concrete demolition of theTerrace and Exhibit levels it is critical that we understanding the existing structure. We would like to better understand the connections between the beam/slabs and the corbel at the Terrace level. Also, we would like to know if the Terrace level beams will be stable without the slabs between them. Can the NPS provide as-builts of the Memorial? Alternatively, will the NPS be providing a preferred demolition sequence?

NPS will not provide a preferred demolition sequence.

Demolition sequence, shoring, bracing are contractor means and methods. See response to Bidder question #16 issued in Bid Addendum 1. Not many historic drawings of the terrace wall construction exist. Two files, "1921 Mar 16 Underpinning Terrace and Approaches Foundations 31-111" and "1921 Nov 17 Underpinning for Approaches As Builts 31- 110" have been submitted in Bid Addendum 2. An historic photograph of the Memorial during construction has also been provided. It shows that the Chamber structure is independant of the Raised Terrace wall.

AD60, S31, etc.Several drawings require the Contractor to provide temporary protection and bracing during the demolition operations. Please advise if the temporary bracing will be required at the exterior wall just below Exhibit/grade level. Also advise if bracing will be required at the top of the Terrace wall, from the Granite Stylobate to the Terrace wall coping.

See response to Bidder question #16 issued in Bid Addendum 1.

Specifica on 09 51 13Sec on 3.5 of Specifica on 09 51 13 does not specify whether the Owner or Contractor is responsible for conducting special inspections and engaging a third party testing agency. Please confirm these costs are by the Owner.

See revised Section 095113 Acoustic Panel Ceilings, issued in Bid Addendum 1.

Lorton Stone - Specification section 01 35 91 Historic Preservation Treatment Procedures on section 1.5B, Removed and Reinstalled Historic Material calls for: “Clean and Repair historic item to functional condition”.

We recommend that a table of Unit Prices be created in order to cover any possible repairs. If not, we will need quantities to be provided for these repairs. Sample areas are : South and North Plaza pavers and coping stones, Stair treads and landings.

There is only one known location where this repair is needed (reference A99 detail 5). All other stone repairs required during construction will be evaluated on a case by case basis.

Lorton Stone - Please Refer to General Note 5 on Drawing AD80, It calls for all salvaged stone to be stored within fenced area at jobsite. However, Specification 013591, Section 1.5D calls for stone to be stored in a weathertight enclosure. Please confirm which is correct.

Store stones on site as indicated in the drawings. Section 013591 has been revised in Addendum 2. Storage of all other historic materials is to be reivewed with the Owner prior to salvage.

Would the NPS consider an S2/Lenel Electronic Security-based solution over the specified SoftwareHouse solution? Is the SWHouse solution required for organizational standards upstream of this project, i.e. will this system be connected to a multi-campus enterprise system?

No. The specified SoftwareHouse solution is the park standard. The Undercroft system will be connected to the larger enterprise system.

G7.0There is a rectangular box called out on sheet G7.0 called out as, "NO

GENERAL CONTRACTOR PARKING, TEMPORARY PARKING FOR EQUIPMENT

AND MATERIAL DELIVERIES". Is Contractor to assume that area within the LOD and outside this specific rectangle are to be used for Contractor parking, temporary parking, truck staging, material laydown, etc.?

General Contractor parking within the Secure Construction Yard is prohibited. The box called out on G7.0 is an approximate location for Temporary Parking for Equipment and Material Deliveries. All other areas can be utilized for material laydown and stockpile, but not parking. All contractor parking should utilize the Field Office Construction Yard – North of 23rd Street NW.

55G8.1For two (2) alterna ve access plans proposed on sheet 8.1, there are no construction security measures shown on drawings. Is Contractor to assume that each of these alternative access plans will need to be supported by typ. security measures as shown on sheet G7.0 for Main Access Point on West side of the job? Please provide revised details to include all security measures that Contractor should be aware of for these alternative access points.

See response to Bidder question #39 issued in this bid addendum.

S60 The erection of the structural steel will require extensive Hilti bolts to attach the structural members to the existing concrete walls, beams, and columns. Given that the Memorial remains open and the Contractor must work doing the day, the extensive amount of hammer-drilling will create some level of vibration noise which is unavoidable using this method. Core drilling for the anchor bolts will reduce the excessive noise but might damage the existing rebar that is not identifed during the normal scanning process. Since the Contractor's mean and methods has an extensive impact on the project cost and noise/vibration to the public, please provide additional direction on this issue.

Excute work as specified. Should sound/vibration levels exceed acceptable levels, alternate methods can be explored with the Owner. It’s expected that some initial anchors will be installed using the hammer drill and the owner can review if the sound/vibration are at acceptable levels for the public. Should the installation of the anchors not follow Hilti manufacturer instructions test anchors will need to be installed to confirm capacity of anchors is still at acceptable levels.

S14 and S15Drawings S14 and S15 show W12X16 beams in several locations near the curtain wall area. Please provide better details of the location and orientation of the W12X16 beam and connection details with the horizontal steel structures.

The W12x16s are short beams (less than 2 feet) to help provide torsional restraint for the outboard 12” deep tube.

See section below for W12 highlighted in red in section.

G10Does the gravel placed down for the internal pathways at the U lity level need to be removed by the Contractor at the completion of the project?

Yes.

G7.1 NE Staging Area and G6.0 LegendLimits of Construc on are delineated by bold dashed lines. Limits of Disturbance are delineated by regular dashed lines. Is the Contractor prohibited from occupying or staging equipment and materials inside the areas delineated by regular dashed lines?

Contractor may utilize the Limits of Construction for occupying, staging, stockpiling, laydown, but may NOT disturb ground. Contractor will utilize a stone and geotextile base per the plans to protect the turf in the areas within the Limits of Construction, but outside the Limits of Disturbance.

G8.1Are there security gates required adjacent to Lincoln Memorial Circle where the alternate access areas are defined? What is the width between the fixed bollards on either side of the removable bolllards?

For response to security gates, see response to Bidder question #39 issued in Bid Addendum 2. The spacing between the inner face of the two permanent bollards is approximately 13’.

Structural Steel DwgsThe miscellaneous beams, channels, and plates that make up the support system for the Exhibit and Terrace levels do not have the overhead access necessary to use a crane to assist in their erection/placement. Noting that there are restrictions in place prohibiting certain attachments to the interior of the undercroft, but also noting that we are already attaching the new structural steel to the interior of the undercroft, may we attach temporary chain falls and cumalongs to the interior roof and structure to set/erect the structural steel support system?

Contractor should include in their technical proposal a narrative describing their proposed approach to executing this work. Following contract award, the design team can work with the contractor to review means and methods and to explore/confirm the possibility of attaching to the existing concrete structure.

Structural Steel DwgsGPR scanning of the exis ng structure is required to identify rebar locations within the existing concrete so as to miss that rebar when placing the anchors for the structural steel. However, the structural steel drawings show specific locations/arrangements on each beam/channel for the anchor bolts. Presumably these are the minimum number of anchors. What are the possible design resolutions when, invariably, the existing rebar and the shown locations for the anchor bolts conflict? Assuming extra holes must be drilled and anchorages repositioned to supply the load transfer required by the Structural Engineer of record, how many additional anchors should we assume need to be drilled due to not being able to place an anchor in its design location?

While the structural drawings show anchorage spacing/location there is some flexibility and field adjustments can be made on a case by case basis to reflect what is found the scanning. Scanning in advance should help to mitigate any extra holes/anchors.

Structural Steel DwgsA aching the structural steel members to the sides of the existing columns may require that the surface of the columns be prepared to accept the flat surface of the steel member. i.e. the "fins" and surface protuburances my need to be ground down to permit the steel members to be set flat against the columns. Alternatively, it may be acceptable to the Structural Engineer to shim out the beams to avoid having to grind down the surface imperfections on the columns. Which methods are acceptable to the NPS?

Shims and/or non-shrink grout will likely be acceptable options for addressing some of these surface imperfections and creating a flat surface.

A153, A154"Sheet A153 denotes three concrete finishes (CONC-1, CONC-2

& PCT-1).

Question #1.) Is ""CONC-1 ~ Exposed Polished Concrete"" supposed to be the same product as PCT-1?

Question #2.) The material schedule specifies that CONC-1 is to be applied to ""New Columns and Beams on Terrace Level"". Referring to the finish schedule on sheet A154, the CONC-1 finish is to be applied to several rooms floors on the Utility Level, Mezzanine Level, and Exhibit Level. Are contractors to assume that CONC-1 is to be applied on all new columns on the terrace level, new beams on the terrace level and areas shown in the finish schedule."

1) No. CONC-1 is a exposed smooth finish architectural concrete as specified in 03 3300 that is located on the beams and columns in South Vestibule 100, North Vestibule 140, Pre-Screening 141, Post Screening 142 and Exhibit Sally Port 143.

2) The floors of the Utility level should be CONC-2, exposed concrete. The finish schedule on A154 has been updated and reissued with Addendum 2.

1/A137Provide an a achment detail for the tac le metal strips shown in detail 1/A137. Are these to be cast into concrete stairs or post-installed?

G12Type C temporary fences are shown on North Side and South Side of the main stair to the Statuary Chamber. Can you advise as to the extent of additional construction barricades that should be erected to seperate pedestrians from construction during the time that 40 +/- width of the stairs will be under construction. i.e. Is a temporary fence required that is not shown?

A Type C temporary fence is required to protect each side of the pedestrian access on the main stair during stair removal/replacement and membrane installation. The same fence can be disassembled and relocated as the work is completed and the path of travel is moved.

LA-1The landscape impacts sheet legend reads "temporary removal and replanting". Please provide specifications about what the Owner expects Contractor to provide for long-term maintenance.

Contractor shall provide maintenance recommendations by certified arborist for temporary care and protection of shrubs removed, stored, and replanted for approval by NPS prior to beginning work. Provide documentation of existing plantings to be removed including:

1. Condition of existing plantings indicated to be removed, which establishes preconstruction conditions that might be misconstrued as damage caused by construction activities.

- Use sufficiently detailed photographs or videotape.

- Include plans and notations to indicate specific wounds and damage conditions of each tree or other plants designated to remain.

2. Certification by a qualified arborist that shrubs indicated to removed have been maintained during temporary storage by recognized standards and that shrubs were promptly and properly treated and repaired when damaged.

LA-1The landscape impacts plan shows several shrubs in conflict with proposed construction/tree protection fencing. Please confirm that only the shrubs shown in red are to be temporarily removed and replanted when the area of disturbance is returned to it's original state.

Correct.
