Sources of vibration must be operated and located in such a fashion that peak particle velocities stay below the guideline values identified for buildings in the Sensitivity Class: (3) Normally Sensitive. Specific peak particle velocities are noted in the Vibration Criteria section below.
C. Vibration Sources: At a minimum, the contractor must address the following potential sources of vibration:
1. Demolition or demolition equipment, such as hammers or chipping guns.
2. Moving heavy equipment or materials with floor jacks.
3. Dropping heavy loads (off handcarts, from a crane or lift)
D. Vibration Mitigation Plan: The Contractor must provide a written vibration mitigation plan for approval by the Contracting Officer prior to starting any construction activity that may produce deleterious vibrations. This study must include the following sections:
1. Identification of existing finishes susceptible to damage caused by vibrations.
2. Descriptions of sources of vibrations and schedules.
a. Construction schedule of activities.
NAMA - 216042 01 11 00 - 14
b. Equipment type, model, etc.
c. c. Purpose and location of use.
d. d. Duration of use.
3. Proposal for a vibration study of the existing conditions prior to the start of construction.
a. Proposal must address vibration concerns at the Memorial to the satisfaction of the
Contracting Officer.
b. Submit proposal for review and approval by the Contracting Officer prior to commencing study.
4. Results from the vibration study of existing conditions describing baseline conditions at the site with vibration monitoring recommendations during construction.
5. Methods planned to minimize vibration.
6. Vibration monitoring consultant contact and methodology
E. Vibration Monitoring: The Contractor is required to continuously monitor vibration generated by construction activities. This testing must be undertaken by qualified personnel using non-destructive methods, such as triaxial geophone monitoring equipment (vertical, radial traversal) with a microphone. Monitors must have wireless capacity to transmit responses as quickly as possible.
1. If vibration levels exceed predetermined threshold levels, work must cease and new approaches to completing the tasks must be proposed. New methods must minimize levels of vibration within acceptable standards.
F. Vibration Criteria: These requirements must be performed in collaboration with the CO following the CO approved monitoring methodologies and CO approved submission requirements described in the Vibration Mitigation Plan. NPS may stop work at any time if protocol is breached:
1. Sensitivity Class: (3) Normally Sensitive:
a. Occasional Vibrations:
1) Frequency (f) < 30 Hz, Peak Particle Velocity (V) < 15 mm/s (0.59 in/sec)
2) Frequency: 30 Hz < (f) < 60 Hz, Peak Particle Velocity (V) < 20 mm/s (0.79 in/sec)
3) Frequency (f) > 60 Hz, Peak Particle Velocity (V) < 30 mm/s (1.18 in/sec)
b. Frequent Vibrations
1) Frequency (f) < 30 Hz, Peak Particle Velocity (V) < 6 mm/s (0.24 in/sec)
NAMA - 216042 01 11 00 - 15
2) Frequency: 30 Hz < (f) < 60 Hz, Peak Particle Velocity (V) < 8 mm/s (0.31 in/sec)
3) Frequency (f) > 60 Hz, Peak Particle Velocity (V) < 12 mm/s (0.47 in/sec)
c. Continuous Vibrations:
1) Frequency (f) < 30 Hz, Peak Particle Velocity (V) < 3 mm/s (0.12 in/sec)
2) Frequency: 30 Hz < (f) < 60 Hz, Peak Particle Velocity (V) < 4 mm/s (0.16 in/sec)
3) Frequency (f) > 60 Hz, Peak Particle Velocity (V) < 6 mm/s (0.24 in/sec)
G. Exceeding Vibration Criteria: In the event that the vibration exceeds the criteria, the Contractor must adhere to the following protocol and is required to:
1. Stop all work if vibration criteria is exceeded.
2. Immediately notify the CO if a vibration level is exceeded.
3. Identify what activities generate the excessive vibration and propose measures to limit or reduce this condition. The CO must approve these measures.
4. Have alternative methods and/or plans read to implement if vibration limits are exceeded.
1.15 NOISE CRITICAL SPACE
A. Many areas of the building require special acoustical provisions and restrictions in order to meet allowed background and intrusive noise levels. These areas are designated as “Noise Critical Spaces.” Noise Critical Spaces include spaces that must be quiet, and spaces that contain noise-generating equipment.
B. The following areas have been designated as Noise Critical Spaces:
1. Lobbies, Security Screening Area, Vestibules, Sally Port, Elevator Access, Etc.
2. Exhibit Spine (Interpretive Center
3. Viewing Area (Interpretive Center)
4. Retail/Tenant Fit-out (Bookstore)
5. Public Restrooms
6. Break Room
7. Utilities
8. Statuary Chamber, Chamber Level Elevator Lobbies, NPS Office and USPP Office.
C. All penetrations in partitions and slabs enclosing Noise Critical Spaces shall be sleeved, packed, and sealed airtight with non-hardening sealant as shown on the Drawings and Details and as described elsewhere in the Specification.
1.16 SOILS OR SPILLS ON SITE
A. Should hard surfaces in or around the Memorial be inadvertently soiled or stained during an event, cleaning products must first be approved by the NAMA Division of Resource Management before proceeding. Ingredients in common cleaners vary widely and some may not be appropriate for surfaces found on site. For example, highly alkaline or highly acidic cleaners may irreparably damage masonry. Pigments in paint may spread when cleaned. Oil or petroleum-based stains may require yet another treatment.
B. If a surface is soiled or stained, this condition must immediately be brought to the attention of the National Park Service. The NPS may decide to clean the staining themselves or direct the permit
NAMA - 216042 01 11 00 - 16
holder to undertake this action using a specific product. Failure to alert the NPS of these circumstances and using the wrong cleaner may have significant adverse consequences. The permit holder is held liable under these circumstances.
1.17 SPECIAL CONSTRUCTION REQUIREMENTS
A. Project Website: A project website administered by the NPS will be used for purposes of managing communication and documents during the construction stage.
1. See Section 01 31 00 “Project Management and Coordination” for requirements on using the Project Website.
1.18 HAZARDOUS MATERIALS REPORT
A. A report entitled “Hazardous Materials Survey” has been prepared by Terracon Consultants, Inc.
1. A copy of the report is available to all plan holders with this package.
B. A report entitled “Limited Asbestos Sampling Report” has been prepared by Terracon Consultants, Inc.
1. A copy of the report is available to all plan holders with this package.
C. If conflicts occur between the report and drawings or specifications, the drawings and specifications govern.
