The Preventative Maintenance (PM) Plan paragraph under the Management Approach section of L.3.1.1 FACTOR 1 – MANAGEMENT APPROACH is hereby changed as follows:

• Preventative Maintenance (PM) Plan- The PM plan shall describe the approach and capability to achieve efficient operation of all equipment and systems, maximize equipment life, minimize downtime, and a system that identifies equipment needing upgrades or replacement. The plan should ensure all equipment covered in this RFP is continually accounted for, scheduled, documented, and completed as scheduled regardless of other work, projects, or workforce shortages. The plan shall include the Offeror’s proposed guides to be used for maintenance, their basis for establishing the equipment to receive a PM procedure or tour, and PM and tour schedules and PM and tour verification plan. (End of Change)

L.3.1.4 FACTOR 4 – PAST PERFORMANCE is hereby changed as follows:

Submission Requirements: Where the word “project” and/or “effort(s)” appears in RFP Sections L and M, it is understood to mean operation and maintenance (O&M) type work under a single contract. Examples of project effort submitted by Offeror may be projects performed for a State or Federal Government agency or for a commercial or private sector customer. If the Offeror is submitting projects or efforts performed under a “task order type contract”, each task order shall be considered a separate project. In other words, do not combine tasks order projects and present them as one project.

The Offeror must submit past performance information for the corporate experience submitted under Factor 2. A minimum of two (2) and a maximum of five (5) instances of its most “recent” and “relevant” past performance either as a prime contractor or subcontractor to demonstrate its company’s accomplishments on contracts similar to the effort required in this solicitation. If the Offeror submits more than five projects, only the first five projects shall be evaluated. For each corporate experience submitted for Factor 2, the Offeror shall submit a separate and fully completed Past Performance Questionnaire (PPQ). The burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

The contractor noted on the SF 33 is considered the Prime Contractor and Offeror. The Offeror is to provide its past performance information regarding recent and relevant efforts and the quality of those efforts to demonstrate its accomplishments and capabilities to successfully perform and accomplish the effort required by this RFP.

“Recent” is defined as O&M type project for which work is ongoing for at least 1-year or has been completed within the last 5 years.

“Relevant” is defined a single project that is similar and logically connected to the context of this solicitation in terms of scope (dollar value, size, project type, contract type) and magnitude of effort and complexities as the work described in the PWS.

Completed PPQs that were submitted in response to previous solicitations may NOT be submitted. Any past performance surveys/assessment/evaluation forms, other than the PPQ, are unacceptable submissions by the Offeror to evidence the quality of its past performance and will not be considered or evaluated.

The end-user/client is to provide completed PPQs directly to USDA ARS via email to roger.ammons@usda.gov. The offeror must ensure the end-user/client submits the PPQs before the proposal due date. PPQs received after the proposal receipt date will not be considered timely and will not be included in the Offeror’s proposal.

Subcontractor Submission Requirements. In addition to the offeror’s information on relevant past performance, the offeror shall provide information on the record of relevant past performance for any proposed subcontractor(s).

Subcontractor past performance must be recent and relevant. Completed PPQ(s) must be provided directly to USDA ARS via email to roger.ammons@usda.gov.

mailto:roger.ammons@usda mailto:roger.ammons@usda

Joint Venture Submission Requirements. Offerors submitting proposals as a Joint Venture (JV) shall obtain a Unique Entity ID (UEI) and be registered in the System for Award Management (SAM) in the name of the JV when a proposal has been submitted. If the Offeror is a JV, recent and relevant past performance information shall be completed by the JV entity. If the JV does not have shared experience, the past performance information shall be submitted for each JV partner. Offerors are still limited to a minimum of two (2) and a maximum of five (5) instances of past performance as a JV.

If the Offeror, that is the JV, cannot provide a sufficient number of projects as the JV to meet the requirement, the Offeror must provide “recent”, “relevant” past performance that has been performed as the JV, and then supplement the record with additional “recent”, “relevant” past performance that has been performed by any JV members in their individual capacities.

Offerors are still limited to a minimum of two (2) and a maximum of five (5) instances of past performance as an JV, regardless of the combination of JV instances and JV member instances.

If the Offeror, that is the 8(a) JV, has no “recent”, “relevant” past performance by the 8(a) JV, then members of the 8(a) JV must provide a combined total of no more than five (5) “recent”, “relevant” projects performed by either member of the (8)a JV that reflects the 8(a) JV member’s ability to perform the work required in the PWS.

Verification. The Government reserves the right to verify the past performance record in its entirety by reviewing CPARS, or other Government appraisal systems, or to interview owner or references. The Government may check any or all cited references to verify supplied information.

(End of Change)

The Preventative Maintenance (PM) Plan paragraph under M.4.1 FACTOR 1, MANAGEMENT APPROACH is hereby changed as follows:

Preventative Maintenance (PM) Plan- A Preventative Maintenance (PM) Plan will demonstrate the capability to comply with equipment and systems manufacturers’ recommendations for scheduled service procedures and service frequency. Demonstrated experience by the Offeror of implementing an effective PM plan. The Offeror shall have capability to utilize COGZ CMMS to document and ensure all equipment in this RFP are covered. USDA ARS will evaluate the offeror’s approach on how COGZ CMMS capabilities will be utilized to extend asset lifecycles, control costs, and allocate resources efficiently. USDA ARS will evaluate the offeror’s scheduling methodology in managing, scheduling, and completing preventative maintenance to keep assets at peak performance to minimize and mitigate downtime. USDA ARS will evaluate how workforce integration between the various equipment and systems will be achieved.

This is critical as the cost to perform this level of maintenance can exceed $75,000 annually.

Answer 47: See PWS 6.2 Contractor maintenance responsibility includes switches and transformers. The 13.5kV switchgear, transformers and all lower voltage equipment are included.

While the government has provided Work Order History and Historical Pricing Data, it does not define which work orders are included in the liability threshold. Will the government please provide historical data on the number of work orders that have been above this threshold?

Answer 51: See Question 15.
