About this opportunity
The Ontario International Airport Authority (OIAA) is soliciting construction services for the Zero Emissions Initiatives Phase 1 project (IFB #2026-IFB-081), a federally funded effort to install seventeen new electric vehicle charging stations supporting Electric Ground Support Equipment (eGSE) operations at Ontario International Airport in San Bernardino County, California. The project encompasses installation of eGSE charging equipment, power servers, dual 80 kilowatt power servers, multiple 40 kilowatt charging stations, electrical power distribution systems including panelboards and circuit breakers, medium voltage switchgear upgrades, concrete foundation pads, protective bollards, pavement markings, and comprehensive startup and commissioning services at Terminal 2 and Terminal 4 apron areas and within associated electrical rooms. Qualified bidders must hold a valid California C-10 Electrical Contractor license, self-perform at least 35 percent of total work, and demonstrate successful completion of three eGSE infrastructure projects within the last ten years at 14 CFR Part 139 medium or large hub airports using FAA specifications, with at least one project including networked EV charging equipment rated 50 kilowatts or greater. The project schedule spans 365 calendar days total (270 days mobilization, 56 days active construction, 30 days demobilization) with construction occurring during terminal operations under strict off-hours limitations (midnight to 4:00 a.m.) for switchgear and main electrical work, with liquidated damages of $10,000 per day assessed for delayed work at each terminal. Required submittals include a bid bond equal to 10 percent of the bid amount, performance and payment bonds at 100 percent of contract value, prime bidder experience documentation demonstrating three comparable projects, small business subcontractor letters of intent, federal compliance certifications, and as-built drawings in AutoCAD format upon completion. A pre-proposal meeting is scheduled for May 7, 2026 at 10:00 a.m. via Microsoft Teams with a non-mandatory job walk at 11:00 a.m.; Requests for Information are due May 18, 2026 at 2:00 p.m.; and sealed proposals are due June 1, 2026 at 2:00 p.m. via the procurenow.com portal.
This procurement is designated as a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) set-aside opportunity with a 0 percent DBE goal as established by 49 CFR Part 26, though all required DBE documentation must still be submitted with proposals. Bidders are strongly encouraged to utilize small and local businesses as subcontractors, with the OIAA historically achieving 8 to 10 percent small business participation on similar projects. All work must comply with the Project Labor Agreement (PLA) executed by OIAA in 2021, which mandates prevailing wage requirements under California Labor Code Sections 1720 and 1770, union representation, apprenticeship program participation, and standardized labor conditions established through federal Davis-Bacon Act compliance and the Community Workforce Agreement. The project is subject to FAA General Provisions and Federal Provisions applicable to Airport Improvement Program-funded projects, including Buy American preferences, affirmative action requirements with 19.0 percent minority and 6.9 percent female participation goals for the Ontario, San Bernardino County area, and strict debarment and suspension certifications for contracts exceeding $25,000. No incumbent vendors or existing contractors are referenced in the solicitation documents, though successful integration with existing airport electrical infrastructure systems must be verified and coordinated throughout project execution. The estimated project budget is approximately $4 million with an anticipated contract award in the third quarter of 2026, with the lowest responsive and responsible bidder selected in accordance with FAA policy for VALE Grant-funded portions.
