About this file
This bid document is an itemized worksheet for the Ontario International Airport Authority (OIAA) Zero Emissions Initiatives Phase 1 project, dated April 27, 2026. The project involves the installation of seventeen new electric vehicle charging stations supporting Electric Ground Support Equipment (eGSE) operations at Ontario International Airport in San Bernardino County, California. The scope includes electrical infrastructure components such as stainless steel panelboards (400A and 200A), rigid galvanized steel (RGS) conduit in various sizes totaling approximately 6,650 linear feet, THWN-2/THHN wire in multiple gauges totaling approximately 43,000 linear feet, circuit breakers, surge protection devices, dual 40KW and 80KW EGSE Posi chargers, bollard reels for chargers, and civil work including removal and installation of pavement markings (822 square feet combined), concrete pad foundations (240 square feet), and six protective bollards. A bid alternate is included for a 12kV 600A compact modular vacuum switchgear system with 100 linear feet of medium voltage conductors. The project schedule spans 365 calendar days total, with a pre-proposal meeting scheduled for May 7, 2026 at 10:00 a.m. and a non-mandatory job walk at 11:00 a.m.; Requests for Information are due May 18, 2026 at 2:00 p.m.; and sealed proposals are due June 1, 2026 at 2:00 p.m.
All unit prices and totals in the bid document are currently listed as zero dollars pending contractor submission. Qualified bidders must hold a valid California C-10 Electrical Contractor license and self-perform at least 35 percent of total work, with demonstrated successful completion of three eGSE infrastructure projects within the last ten years at 14 CFR Part 139 medium or large hub airports, including at least one project with networked EV charging equipment rated 50 kilowatts or greater. The project is designated as a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) set-aside opportunity with a 0 percent DBE goal under 49 CFR Part 26, though all required DBE documentation must be submitted. Bidders must provide a bid bond equal to 10 percent of the bid amount and performance and payment bonds at 100 percent of contract value. All work must comply with the Project Labor Agreement executed by OIAA in 2021, which mandates prevailing wage requirements under California Labor Code, union representation, apprenticeship participation, and federal Davis-Bacon Act compliance. The estimated project budget is approximately $4 million with an anticipated contract award in the third quarter of 2026, and construction is limited to off-hours operations (midnight to 4:00 a.m.) for switchgear and main electrical work during terminal operations, with liquidated damages of $10,000 per day assessed for delayed work at each terminal.
