About this file
This is a Small Business Highlight template document issued by the Ontario International Airport Authority (OIAA) for the Zero Emissions Initiatives Phase 1 project (IFB #2026-IFB-081), a federally funded construction initiative to install seventeen electric vehicle charging stations supporting Electric Ground Support Equipment operations at Ontario International Airport in San Bernardino County, California. The project encompasses installation of eGSE charging equipment, power servers, electrical distribution systems, switchgear upgrades, concrete foundations, and commissioning services at Terminal 2 and Terminal 4. The work must be completed within a 365-calendar-day schedule (270 days mobilization, 56 days active construction, 30 days demobilization) with construction limited to off-hours operations (midnight to 4:00 a.m.) during terminal operations. A pre-proposal meeting is scheduled for May 7, 2026 at 10:00 a.m. via Microsoft Teams with a non-mandatory job walk at 11:00 a.m.; Requests for Information are due May 18, 2026 at 2:00 p.m.; and sealed proposals are due June 1, 2026 at 2:00 p.m. via procurenow.com. The anticipated contract award is scheduled for the third quarter of 2026.
The procurement is designated as a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) set-aside with a 0 percent DBE goal under 49 CFR Part 26, though all required DBE documentation must be submitted. Bidders are strongly encouraged to utilize small and local businesses as subcontractors, with OIAA historically achieving 8 to 10 percent small business participation on similar projects. Qualified bidders must hold a valid California C-10 Electrical Contractor license, self-perform at least 35 percent of total work, and demonstrate successful completion of three comparable eGSE infrastructure projects at 14 CFR Part 139 medium or large hub airports within the last ten years. Required submittals include a bid bond at 10 percent of the bid amount, performance and payment bonds at 100 percent of contract value, and small business subcontractor letters of intent. The estimated project budget is approximately $4 million, funded through federal sources including the FAA Airport Improvement Program VALE Grant. The project is subject to the OIAA's 2021 Project Labor Agreement requiring prevailing wage compliance, union representation, and apprenticeship participation, with affirmative action goals of 19.0 percent minority and 6.9 percent female participation for the Ontario, San Bernardino County area.
