About this file
This document contains Performance and Payment Bond Forms required by the Ontario International Airport Authority (OIAA), a municipal corporation in California, for the Zero Emissions Initiatives Phase 1 project. The forms establish bonding requirements for contractors undertaking the installation of seventeen new electric vehicle charging stations and associated electrical infrastructure at Ontario International Airport's Terminal 2 and Terminal 4 facilities. The project encompasses eGSE charging equipment, power servers, dual 80 kilowatt power servers, multiple 40 kilowatt charging stations, electrical distribution systems, switchgear upgrades, concrete foundations, protective bollards, and comprehensive startup and commissioning services. A pre-proposal meeting is scheduled for May 7, 2026 at 10:00 a.m. via Microsoft Teams with an optional job walk at 11:00 a.m.; Requests for Information are due May 18, 2026 at 2:00 p.m.; sealed proposals are due June 1, 2026 at 2:00 p.m. via procurenow.com. The project timeline spans 365 calendar days total, comprising 270 days mobilization, 56 days active construction, and 30 days demobilization, with construction limited to midnight to 4:00 a.m. during terminal operations.
Bidders must provide performance and payment bonds equal to 100 percent of contract value, along with a bid bond of 10 percent of the bid amount. Qualified contractors must hold a valid California C-10 Electrical Contractor license, self-perform at least 35 percent of total work, and demonstrate three comparable eGSE infrastructure projects completed within the last ten years at FAA Part 139 medium or large hub airports, with at least one project including networked EV charging equipment rated 50 kilowatts or greater. The estimated project budget is approximately $4 million with anticipated contract award in the third quarter of 2026. This procurement is designated as a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) set-aside with a 0 percent DBE goal; however, all required DBE documentation must be submitted. The project is federally funded through the FAA VALE Grant and requires compliance with the Project Labor Agreement executed by OIAA in 2021, prevailing wage requirements under California Labor Code, union representation, apprenticeship participation, Buy American preferences, and federal Davis-Bacon Act compliance. Liquidated damages of $10,000 per day apply for delayed work at each terminal.
