About this file
This is a Bid Bond Form for the Ontario International Airport Authority (OIAA) related to the Zero Emissions Initiatives Phase 1 project. The bond is required as security for construction services involving the installation of seventeen new electric vehicle charging stations and associated electrical infrastructure at Ontario International Airport in San Bernardino County, California. The project encompasses eGSE charging equipment, power servers, electrical distribution systems, switchgear upgrades, concrete foundations, and commissioning services at Terminal 2 and Terminal 4. A pre-proposal meeting is scheduled for May 7, 2026 at 10:00 a.m. via Microsoft Teams with an optional job walk at 11:00 a.m.; Requests for Information are due May 18, 2026 at 2:00 p.m.; and sealed proposals are due June 1, 2026 at 2:00 p.m. via procurenow.com. The total project timeline spans 365 calendar days with an anticipated contract award in the third quarter of 2026, and the estimated project budget is approximately $4 million.
The bid bond required equals ten percent (10%) of the aggregate bid amount and serves as liquidated damages security in the event the Principal fails to execute the contract and required performance and payment bonds within thirty (30) days of contract award. Bidders must hold a valid California C-10 Electrical Contractor license and self-perform at least 35 percent of total work. The project is designated as a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) set-aside opportunity with a 0 percent DBE goal under 49 CFR Part 26, though all DBE documentation must still be submitted. Prevailing wage requirements apply under the Project Labor Agreement executed by OIAA in 2021, with federal funding through the Airport Improvement Program, including Buy American preferences and affirmative action requirements with minority participation goals of 19.0 percent and female participation goals of 6.9 percent. All work must occur during terminal operations with strict off-hours limitations (midnight to 4:00 a.m.) for major electrical work, and liquidated damages of $10,000 per day apply for delays at each terminal.
